CITY COUNCIL REGULAR MEETING MINUTES (DRAFT) Monday, August 28, 2023 Council Assembly Room 7:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Council Member Glenn Martin Council Member Victoria Jones Mayor Pro Tem Austin Thompson Council Member Marlene Taylor-Crawford Prayer Pastor Ozzie Giles, Vice President at Lawrenceville-Suwanee School of Music, was present to provide the invocation. Pledge of Allegiance Mayor David Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions Motion to accept approve agenda as presented made by Mayor Pro Tem Thompson, Seconded by Council Member Jones. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford Recognitions 1. Events & Programs Manager Jasmine Billings introduced the new Events and Programs Manager Lindsey Broome. Approval of Prior Meeting Minutes Motion to approve minutes made by Council Member Jones, Seconded by Council Member Taylor- Crawford. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford 2. June 21, 2023 City Council Regular Meeting Minutes 3. July 19, 2023 Special Call, Work Session and Executive Session Minutes 4. July 31, 2023 City Council Regular Meeting Minutes 5. August 16, 2023 Work Session and Executive Session Announcements Mayor David Still recognized each Council Member who individually made announcements about events and recognitions throughout the community. He then read from the slides for upcoming City Events. Public Comment To participate in the Public Comment part of the Agenda, you must register with the City Clerk prior to the beginning of the meeting. Presentations will be limited to 2 minutes per person and Council will not respond to the comment. There was no one that signed up for public comment. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. Motion to approve Consent agenda made by Council Member Martin, Seconded by Mayor Pro Tem Thompson. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford 6. Purchase of Diaphragm Gas Meters on an Annual Contract 7. Tritech Software Systems 8. Intergovernmental Agreement between Gwinnett County and the City of Lawrenceville Regarding Lawrenceville Suwanee Road from Sugarloaf Parkway to SR 316 Public Hearing New Business Discussion will be limited to 7 minutes per side including rebuttal. Discussions on Zoning issues will be limited to 10 minutes per side including rebuttal. Questions and answers from Council Members will not infringe on the time limit. 9. RZC2023-00050 & SUP2023-00081; Pedro Josophat; 303 Scenic Highway Planning and Development Director Todd Hargrave presented this item and answered questions from Council. The applicant, Mr. Pedro Josophat and his wife were present to provide information and answer questions from Council. The Mayor opened the public hearing and seeing and hearing no one come forward the public hearing was closed. Motion to deny RZC2023-00050 & SUP2023-00081 made by Mayor Still, Seconded by Council Member Jones. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones Voting Nay: Mayor Pro Tem Thompson, Council Member Taylor-Crawford Council Business Old Business There is no public comment during this section of the agenda unless formally requested by the Mayor and the Council. 10. Approval of Bond Intent and Reimbursement Resolution Chief Financial Officer Keith Lee presented this item and answered questions from Council. Motion to approve the Bond Intent and Reimbursement Resolution made by Council Member Martin, Seconded by Council Member Jones. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford Council Business New Business There is no public comment during this section of the agenda unless formally requested by the Mayor and the Council. 11. Resolution to Appoint Municipal Electrical Authority of Georgia (MEAG) Voting Delegates Electric Department Director Huston Gillis presented this item and answered questions from Council. Motion to approve the Resolution to Appoint Municipal Electrical Authority of Georgia (MEAG) Voting Delegates made by Council Member Jones, Seconded by Council Member Martin. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford 12. Extension of an Intergovernmental Agreement with the Downtown Development Authority of Lawrenceville, GA for the due date for a hotel loan originally approved August 12, 2020 Assistant City Manager Barry Mock presented this item and answered questions from Council. Motion to approve the extension of an Intergovernmental Agreement with the Downtown Development Authority of Lawrenceville, GA for the due date for a hotel loan originally approved August 12, 2020, made by Council Member Martin, Seconded by Council Member Jones. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford 13. Acquisition of land along Maltbie Street from the Lawrenceville Housing Authority City Manager Chuck Warbington presented this item and answered questions from Council. Motion to approve acquisition of land along Maltbie Street from the Lawrenceville Housing Authority made by Council Member Martin, Seconded by Council Member Taylor-Crawford. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford Executive Session – Personnel, Litigation, Real Estate Motion to move into executive session made by Mayor Pro Tem Thompson, Seconded by Council Member Jones.
