CITY COUNCIL REGULAR MEETING MINUTES Monday, January 22, 2024 Council Chambers 7:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Council Member Bruce Johnson Council Member Victoria Jones Council Member Austin Thompson Mayor Pro-Tem Marlene Taylor-Crawford Prayer Pastor Venture Ruiz, Jr, Primera Iglesia Bautista Hispana de Lawrenceville, First Hispanic Baptist Church of Lawrenceville. Pledge of Allegiance Mayor Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions Chuck Warbington, City Manager asked Council to move item #9 Comprehensive HVAC Services on an Annual Contract from Consent Agenda, to Council Business Old Business, before item #12: Ordinance to create a New Article of Chapter 10. Motion to approve the agenda as amended made by Council Member Jones, Seconded by Council Member Thompson. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford Recognitions 1. Gwinnett Chamber Mayor Still recognized that the Gwinnett Chamber, Nick Massino, earned its Five-Star Accreditation from U. S. Chamber of Commerce, the highest designation achievable in the chamber industry, nationwide. 2. Central Gwinnett Teacher of the Year - Principal Shane Orr and Jenna Cloninger Mayor Still and Council recognized Principal Shane Orr and Jenna Cloninger as Central Gwinnett Teacher of the Year. 3. Event Coordinator - Elyssa Pate Lindsey Broome, Events and Program Manager, recognized Elyssa Pate at Event Coordinator. 4. New Public Works Director - Huston Gillis Chuck Warbington, City Manager recognized Huston Gillis as the New Public Works Director. Approval of Prior Meeting Minutes Motion to approve minutes made by Mayor Pro-Tem Taylor-Crawford, Seconded by Council Member Thompson. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford 5. December 13, 2023, Work Session, Executive Session, and Regular Meeting 6. January 10, 2024, Work Session, and Executive Session Announcements Mayor Still recognized each Council Member who individually made announcements about events and/or recognitions throughout the community. He then read from slides for upcoming City events. Public Comment To participate in the Public Comment part of the Agenda, you must register with the City Clerk prior to the beginning of the meeting. Presentations will be limited to 2 minutes per person and Council will not respond to the comment. Judge Regina J. Matthews requested to speak before Council, to introduce herself as she will be running in the Superior Court Division 5 Seat in the May 2024 Election. Macy Moore requested to speak before Council, discussed art and what it is and what we as individuals need to realize what art truly is. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. City Attorney Lee Thompson read the consent agenda into record. Motion to approve consent agenda made by Council Member Thompson, Seconded by Mayor Still. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford 7. Purchase of Gas Pipe and Materials 8. Grayson Hwy. 6-inch Steel Replacement Project 9. 2024 Event Entertainment Consultant Contract 10. Lawrenceville Arts Commission Project Update – Crogan Street Mural Easement Agreement Council Business Old Business There is no public comment during this section of the agenda unless formally requested by the Mayor and the Council. 11. Comprehensive HVAC Services on an Annual Contract Barry Mock, Assistant City Manager, presented this item and answered questions from Council, asking for lower funds from previous discussions. Amend from $250,000 to $150,000. Motion to Award Comprehensive HVAC Services on an Annual Contract to overall low responsive bidder, United Maintenance, Inc.in the amount of $150,000.00 made by Council Member Jones, Seconded by Council Member Johnson. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford 12. Ordinance to create a New Article of Chapter 10 of the Code of the City of Lawrenceville, Georgia to be known and designated as “Multi-Family Rental housing” Alan Bannister, Code Enforcement Manager, presented this item and answered questions from Council. Motion to Approve Ordinance to Create New Article of Chapter 10 of the Code of the City of Lawrenceville, GA to be known and designated as "Multi-Family Rental Housing" made by Council Member Thompson, Seconded by Mayor Pro-Tem Taylor-Crawford. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford Council Business New Business There is no public comment during this section of the agenda unless formally requested by the Mayor and the Council. 13. Paper Mill Road Sidewalk Improvements Project Change Order 3 Reginald Anderson, City Engineer, presented this item and answered questions from Council. Motion to approve the Paper Mill Road Sidewalk Improvements Project Change Order 3 made by Council Member Jones, Seconded by Council Member Johnson. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford Executive Session – Personnel, Litigation, Real Estate Motion to move into Executive Session made by Council Member Thompson, Seconded by Council Member Jones. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford. Motion to move out of Executive Session made by Council Member Thompson, Seconded by Mayor Pro-Tem Taylor-Crawford.
