Date: Tuesday, September 21, 2021, meeting commenced at 6:01 p.m.
Subject: Hooper-Renwick Legacy Preservation Committee Meeting Chairwoman

Also in attendance were Chuck Warbington, City Manager, Mayor Pro Tem Victoria Jones,
Cammie Fulmer, Interpretive Resources Project Coordinator, Paula Foil, Executive Assistant
and Kyle Parker, IT
Opening Prayer: Chairwoman Bailey
Quorum Intake: Vice-chair Moore
Quorum was obtained.
Seven (7) Norms were acknowledged by Chairwoman Bailey.
Meeting minutes from August 17, 2021 were approved and adopted, with corrections.
Old Business:
Update on Gathering of Artifacts by Joyce Moore
Vice-chair Moore gave an account of artifacts that has been collected, with no
new updates to report
Dr. Maxey questioned the availability of storage, particularly for his donated
Baby Grand piano.
IRPC Fulmer informed him, and all that storage will be provided immediately as
soon as the need presents itself.
She also emphasized that The City already has substantial storage available

Hooper-Renwick Minutes
New South is in process of completing reviews of the interviews by November
2021
Construction Manager should be on board by December 2021
Cammie Fulmer, IRC
Cammie announced that a student from Gwinnett School of Math, Science
and Technology (GSMST) reached out to her requesting an internship and
Cammie has connected Nela Vintrlikova to our Hooper-Renwick project to do
research in addition to that of New South.
Chair Bailey requested that Nella and Cammie work closely with HRLPC to make
sure the research gathered is kept in context and connected to the history of
Hooper-Renwick and the African American community in Gwinnett County.
Chair Bailey asked for HRLPC volunteers to assist the promotion of this effort.
Committee members Vice-Chair Moore, Ms. Rubye Neal and Secretary Coni
Brown volunteered to assist.
Chair Bailey elaborated on how all of this will play an important role in creating,
engaging, and developing our genealogy relative to Hooper-Renwick’s history.
Chair Bailey also acknowledged the passing of Mrs. Fannie Lou Summerour
Paxton. Ms. Paxton was a member of Renwick High School’s first graduating
class in 1948. Ms. Paxton was cherished and honored in the African American
community. She was also the Aunt of Secretary Coni Brown, Ms. Gwendolyn
Taylor, Dr. Vivian Daniel, and cousin to Ms. Rubye Neal.

(Acknowledged the absence of Commissioner Marlene Fosque and Councilman
Glenn Martin.)
Mr. Warbington informed the committee that a scoreboard that is missing from
the inventory of items from the gym at Hooper-Renwick. He informed the
committee that this is not the original scoreboard. He stated that the item is still
missing.
Mr. Warbington guided a lively discussion regarding the annual population of
committees in Lawrenceville, Georgia, which also includes HRLPC. He stated
that committee positions were filled at the discretion of the Mayor, himself, and
the City Council. Mr. Warbington stated that he hoped this conversation would
clarify and quell any questions that were raised regarding how committee
members are selected to serve.
Mr. Warbington also fielded questions raised regarding Chair Bailey being a
Gwinnett County Public Library Foundation (GCPLF) Board Member.
He affirmed that he is the one who nominated Chair Bailey over 12 months ago.
Hooper-Renwick Minutes
Chair Bailey also addressed the GCPLF’s annual Gala. She informed the
committee that this was not a function of the HRLPC. She stated that she, as a
Board member, had collected donations and therefore, had tickets and would
offer those tickets to committee members.
Secretary Brown indicated that she might be interested in purchasing a ticket, if
asked. Chair Bailey stated that Board members were given the responsibility of
raising donated funds. She stated that the tickets she had were at her disposal
and were not connected to Hooper-Renwick. Chair Bailey stated that Secretary
Brown was given a ticket because of donations that she, Chair Bailey, had
incurred.
New Business – Allow Me to Introduce Myself
New series implementation whereby each member of HRLPC will give a brief
synopsis of their connection to Hooper-Renwick. This week we heard from the
following members:
