LAWRENCEVILLE ARTS COMMISSION MINUTES Tuesday, April 13, 2021 Council Assembly Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 6:02 PM recognizing a quorum. Approval of Agenda Motion to approve the prior meeting minutes was made by Commission Member Clark, Seconded by Commission Member Fellows. Approval of Prior Meeting Minutes Motion to approve the prior meeting minutes was made by Commission Member Clark, Seconded by Commission Member Fellows. Voting Yea: Commission Member Clark, Commission Member Fellows, Commission Member Chitwood, Commission Member Stone-Collins, Commission Member Sanders General Discussion 2. Alleyway Project Update An update to the Alleyway Project was made by Jasmine Billings. The Commission recommendations have been presented to the City Manager, and the project will move forward with those recommendations. Precision Planning will be providing pricing. The flooring will be concrete and lighting will be string lights and gas light fixtures. Precision Planning will also provide an updated rendering of what the project will look like. Future additions like paintings, etc. can be added at a later date. Once the flooring is laid, no scaffolding will be allowed to be used in the alleyway for construction of the restaurant adjacent to the alleyway. 3. Depot District Project Update Jasmine Billings provided an update on the Depot District Project. Chad Smith will make the requested update to round out the tops and bids will be taken for those projects. The locations have been communicated to the local businesses and no feedback, good or bad, has been received. Accessibility for climbing on the structures will be harder with Chad's design. A timeline has not been finalized at this time, but the project will move forward with the Commissions recommendations. 4. Roundabout Project Update Some of the Commission members were able to tour the roundabouts to see the actual size. Jasmine Billings presented some ideas to consider for the art to be installed in this area. There is no water available on the roundabouts so a water feature will not be possible. Power will be available. It was recommended that the DTL letters could be used in the first roundabout and could be on both sides so you could see it coming and going. Downtown Lawrenceville could also be put at the bottom. Other ideas were presented for the second roundabout, closer to GGC, as a sample of possible ideas for art installations in this area. Commission Member Sanders asked for additional suggestions for this area to narrow the scope of what the Commission would like to see, and to help determine the parameters if a Call for Art were to be made. A discussion on how to determine what art ideas could be obtained included narrowing down what the item could represent. These ideas included an overly large item to grab attention, something GGC related (including text books, grizzly, apple), art such as thespian masks, Bicentennial related art, American values (US flag represented through various designs, an eagle, criminal justice, religious symbols, love, equality, thankfulness), or being a city in Gwinnett, in Georgia in the United States. The type of art would need to be determined, as well as how to make a Call for artists to submit ideas. If none of the ideas submitted are acceptable, other Calls can be made. Several call sites were mentioned and would help to gather submissions. Parameters can be added to help guide artists to submit their ideas that are in-line with the Arts Commission's vision. The Commission can also determine if they want to limit the submissions to local or regional artists. 5. Lawrenceville Arts Commission Incentives Jasmine Billings advised that she spoke with Keith Lee, Financial Director for the City, to determine how to obtain grants, etc. Keith will review incentives that can be offered and  then provide some ideas of what we can do, and Jasmine will share when she has more information. Other Business A lot of City Arts Commissions are very well branded and have their own website which helps community involvement, fundraising and getting artists involved. A subcommittee of 3 Commission Members will be formed to research branding and report back next meeting. The Commission members will meet with Melissa Hardegree for help with branding and website information. Citizen Comments Comments will be limited to 2 minutes per person. Art Commission members will not respond to comments. There were no citizens comments.
