Special Meeting, Thursday, December 2, 2021, 6:00 PM

1. Call to Order and Roll Call of Members
Present: David Hake, JNean Henderson, Susan Smyer, Susan Pierce
Absent: Ric Pearson, Michael Hendershot (non-voting)
City Staff: David Hoover, Executive Director of Development Services; Frankie Legaux, Assistant Director of Planning and
Development; Kris Carpenter, Planning Manager; Masood Malik, Senior Planner; Janice Norman, Senior Planner.
2. Approval of Minutes
A. October 21, 2021, Ms. Pierce made a motion to approve
the minutes. Susan Smyer seconded the motion.
The motion passed by a vote of 4-0-0.
3. Citizen Communication
No citizens spoke.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on a Certificate of Appropriateness (HC-21-0009), a request for
modifications to a residential structure in a Single-Family Residential zoning district with a Historic District
Overlay, including replacing siding, windows, doors and adding a front porch and side porch and
demolish the aluminum awning on the side porch, generally located on the northeast corner of Michigan
and 4th Street with an address of 608 4th Street.
Janice Norman, Senior Planner gave a presentation on behalf of the City of League City.
David Hake opened the public hearing at 6:09 p.m.
Applicant, Chad Trucheart, spoke and asked a question about platting the property. Staff responded that staff
would provide details after the meeting.
David Hake closed the public hearing at 6:10 p.m.
JNean Henderson made a motion to approve the Certificate of Appropriateness (HC-21- 0009)
with the conditions recommended by staff: 1.To install a composition roof with no change
in the roof line. 2. All siding will be a smooth finish fiber cement board lap siding consistent
with Option #2 submitted.
3. To install a new front porch and replace one window with a wood and glass door, as submitted, along 4th Street. 4. All windows
shall be in a one over one light pattern. Sliding windows shall be omitted from the design. 5. Steps and railing will match
the scale and the design presented with squared wood balustrades set inside the railing. (All steps must meet current setbacks).
6. Skirting will be horizontal boards with spacing to allow for air circulation under the house. 7. The construction of a
224 square foot addition on the rear and east side of the structure. 8. Remove a door and two windows on the east side of the
house and move the remaining door to the center of the east side faade and add a covered porch, 8-feet in depth, along the
entire length of the east side. 9. Install a new vinyl window in the back of the house in a one over one light pattern. 10. The demolition
of the existing aluminum porch awning on the east side.
Ms. Smyer seconded the motion. The motion
passed by a vote of 4-0-0.
B. Hold a public hearing and take action on a Certificate of Appropriateness, (HC-21-0010), a request to
construct a new single-family home in a Single-Family Residential zoning district with a Historic District
Overlay, generally located on the southwest corner of Colorado Avenue and Coryell Street with
an address of 403 Colorado Avenue.
Janice Norman, Senior Planner gave a presentation on behalf of the City of League City.
David Hake opened the public hearing at 6:14 p.m.
Applicant, Armando Rodriguez, spoke about the new construction of his home in the Historic District and
how he and his wife were excited about living there.
David Hake closed the public hearing at 6:15 p.m.
Susan Smyer made a motion to approve the Certificate of Appropriateness (HC-21-0010) with
the conditions recommended by staff: 1. A water table board shall be installed between the
porch and the skirting. 2. The lattice skirting shall be set inside between the piers. 3. Smooth
finish fiber cement board, such as James Hardie Artisan siding, shall be used as siding.

Susan Pierce seconded the motion. The motion passed
by a vote of 4-0-0.
5. Commissioner Comments
I. Susan Smyer made the comment that she was appreciative of being on the commission. II. Susan
Pierce made a comment to the applicant Armando Rodriguez, about the skirting on his house.
III. JNean Henderson gave a reminder about the parade.

7. Adjournment
Mr. Hake adjourned the meeting at 6:18 p.m.
