Keep League City Beautiful Citizen Committee Meeting Minutes January 3,2023 The meeting was called to order at 6:00 p.m. by Jackie Liddell. Present were Jackie Liddell, Jason Makepeace, Nina Makepeace, Richard Williams, Frank Zgonc, Beth Sears (virtually via the phone) Jill Reason (who arrived at 6:05 p.m.) and Dave Bowman. Also present for the meeting was League City Executive Director Sarah Osborne, Parks Coordinator John Orsag, and citizens Mary Jo Zawalski and Aidan Bowman. Citizen Mary Jo Zawalski addressed the board and conveyed her interest in working with the Patrons of the Parks and Arts Foundation and possibly serving on the non-profit’s board. Mary Jo told the group about her artistic background and her interest and experience in murals and pottery. A motion was made by Jason Makepeace to approve the minutes from the November 8, 2022, meeting. Richard Williams seconded the motion. Everyone present approved. Sarah Osborne introduced the group to John Orsag. He will be working with the KLCB Committee and also on projects with the City that relate to conservation, natural resources, etc. John then gave the group a quick talk about his background. Committee Chair Jackie Liddell asked the group to consider and act on the appointment of officers for the KLCB Committee. The floor was opened for nominations for chair. Richard Williams nominated Jackie Liddell. Nina Makepeace seconded the motion. After no other nominations were made a vote was taken. All present voted in favor of Jackie Liddell as chair. The floor was then opened for nominations for vice-chair. Jill Reason nominated Beth Sears and Nina Makepeace seconded. After no other nominations were made a vote was taken. All present voted in favor of Beth Sears as vice-chair. Lastly, the floor was opened for nominations for secretary. Richard Williams nominated Lisette McClung and Jason Makepeace seconded. After no other nominations were made a vote was taken. All present voted in favor of Lisette McClung as secretary. Liddell asked the group to consider and act on the appointment of two KLCB Committee members to the Patrons of the Parks and Arts Foundation. The floor was opened for nominations. Jill Reason nominated Richard Williams and Frank Zgonc for the two positions. Nina Makepeace seconded the motion. After no other nominations were made a vote was taken. All present voted in favor of Richard Williams and Frank Zgonc to serve on the board of the Patrons of the Parks and Arts Foundation. Osborne updated the group on Art Projects. The Ghirardi House is now owned by the City and per the agreement with the Ghirardi family the home will become the “League City Artist in Residence House”. In exchange for free studio space, three artists will teach classes. Discussion came up about how long the artists will be able to use the space, how many times a month they will be required to teach classes, what form of art medium would be preferred, and if there would be an age restriction for the artists. The group seemed to think that a six-month time period was good for the length of residence and that the artists needed to teach a class at least two times per month. The group asked to have the February KLCB meeting at the Ghirardi House and to continue the discussion regarding the “contract” that artists would need to sign with the City to be an artist in residence. Also discussed were upcoming events and meetings. Dave Bowman noted that he was going to research information for the 2023 Clear Creek Cleanup and get it to the group. Other events and meetings discussed were the Fun Run on January 7, the Hometown Heroes Park Dog Park Grand Opening on January 28, and the Patrons of the Parks and Arts Foundation Meeting schedule for February 4 at the Civic Center. Upcoming art projects were also discussed in detail. Some of the items that were brought up were the Mini- Murals Phases III-V, Entryway/Gateway Signs, Large Building Mural, Roundabout Art, Scouts at Parks and Trails, Park and Trail Art, and a Blue Trash Bin Contest with local schools. Several committee members provided updates to the group. Frank Zgonc talked about a Thanksgiving chalk event that the City could put on during that time of year. He also spoke about a family-oriented ‘Noon’ Year’s Eve Party. The meeting was adjourned at 7:40 PM.
