Town Staff present: Town Clerk Heather Poulsen Others present: None Welcome: Mayor Bruce Rowley opened the meeting and welcomed all present at 5:31 PM. Approval of Minutes: TC Work Session- March 9, 2022 Councilmember Ray Evans made the motion to approve the minutes from March 9, 2022. The motion was seconded by councilmember Taryn Brooks. Mayor Bruce Rowley and Councilmembers Ray Evans, Taryn Brooks, Chris Webb, and Amy Lowe all voted in favor. Motion Carried. Discussion Items: 1. Splash Pad and Town Park Rules Some of the changes that the town council discussed making are: • No overnight camping • Dogs are allowed but must be on a leash and cleaned up after • Getting 2 doggie bag stations • The park closes at 11:30 p.m. and opens at 5:00 a.m. • Non-resident day use fee would be $500 • Add Motorcycles and ATV’s to vehicles that need to be kept on roads • Remove the rule that says “never park vehicles, trailers, or RV’S on grass” since they won’t be allowing camping and it’s already stated in another rule. Councilmember Taryn Brooks reported that she is working with the correctional facility in Nephi to get a bid for signs. 2. Budget Requests Town Clerk Heather Poulsen asked if everyone would get their budget requests to her by Monday April 18th so she could work on the budget. Levan Town Council Work Session April 13, 2022 Page 1 of 3 20 North Main * PO Box 40 Levan Town Levan, UT 84639 Phone (435) 623-1959 Fax (435) 623-2730 Mayor Rowley suggested to the Town Council that they consider giving Utilities Manager Jason Worwood a raise of about $12,000 a year. Town Clerk Heather Poulsen said that they could put it in the budget and see what could be done. Mayor Rowley also reported that he got a bid from a private company to take over our garbage collection. It would be $5 less a month per can but he felt the down side might be that the town no longer has any control of the garbage collection. 3. Street Mowing Town Clerk Heather Poulsen presented the bid for street mowing that was turned in by Casey Royce. His bid was to do 3 street mowing’s this summer for $1200 each mowing and to mow the arena area 1 time for $600. Heather suggested that the town council ask him if he would be willing to do the mowing around the arena 2 times this year since the rodeo is a month earlier than usual. Once in the spring before the rodeo on June 25th and once in the late fall. 4. Stock Water Mayor Bruce Rowley wanted to make sure the whole council was up to date on the stock water situation since the Brown’s asked to be on the council agenda. He explained that the Browns do not live in town, they were told 6 months ago the stock water line by their property would be turned off May 1st. There are over 100,000 gallons a month of town culinary water going out of that stock water line. There are 2 other lines going out to stock water and they are lines that were given access as part of an easement agreement when the town piped their culinary water. 5. Culinary Water Heather asked if the town wanted to advertise that they were interested in purchasing water if anyone had it available or they needed her to move forward with researching water any other way. Mayor Rowley said he had someone he was talking to that might be willing to lease some water to the town. It was also mentioned that there is a water title guy in Santaquin that the town could contact. Adjournment: Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to adjourn. Mayor Bruce Rowley and Councilmembers Ray Evans, Taryn Brooks, Chris Webb, and Amy Lowe all voted in favor. Motion Carried. Meeting adjourned at 6:38 pm.
