RECORD OF PROCEEDINGS; MINUTES OF THE VILLAGE OF LEWISBURG, OHIO, REGULAR COUNCIL MEETING AT 7:00 P.M., AUGUST 1, 2024, AT THE LEWISBURG COMMUNITY CENTER. The regular meeting of the Village of Lewisburg, Ohio Council was called to order at 7:00 P.M. by Mayor Dennis Roberts. ROLL CALL: Eliza Wagoner, Clerk of Council. PRESENT: Mayor Dennis Roberts, Council Members Marla Colville-Brown, Barb Foster, Jackie Sewert, and Ted Thies. Mary Nelson and Lori Pheanis were absent. Also present were Municipal Manager Jeff Sewert, Fire & EMS Chief B.J. Sewert, Police Chief Rick McGee, Fiscal Officer Susan Laux, and Law Director Steve Hobbs. Motion to approve the minutes of the July 18, 2024, regular Village Council Meeting. First by Barb Foster. Second by Jackie Sewert. Roll Call Vote: 5 Yes 0 No. Motion approved. Motion to approve the check disbursement report. First by Ted Thies. Second by Barb Foster. Roll Call Vote: 5 Yes 0 No. Motion approved. Fiscal Officer Laux requested a PO be added to the report for $3,700.00 to Stinson Concrete for sidewalk repair. Motion to approve the purchase order report. First by Ted Thies. Second by Marla Colville-Brown. Roll Call Vote: 5 Yes 0 No. Motion approved. CITIZENS: None. MAYOR: None. LEGAL: 1ST READING (Read by Steve Hobbs): AN ORDINANCE INCREASING AND/OR SPECIFYING VARIOUS SALARIES AND/OR WAGES OF CERTAIN EMPLOYEES AND OFFICIALS OF THE VILLAGE OF LEWISBURG, OHIO. Manager Sewert went over a Memo regarding proposed 2024 wage increases. He also requested that line 6 and line 7 on the attached Exhibit “A” salary chart for the Fire Chief and Emergency Unit Chief be changed from $9,500.00 to $10,165.00. Motion to waive the three-reading rule. First by Barb Foster. Second by Ted Thies. Roll Call Vote: 5 Yes 0 No. Motion approved. Motion to adopt Ordinance No. 2024-10: AN ORDINANCE INCREASING AND/OR SPECIFYING VARIOUS SALARIES AND/OR WAGES OF CERTAIN EMPLOYEES AND OFFICIALS OF THE VILLAGE OF LEWISBURG, OHIO with the requested change to the attached Exhibit “A”. First by Ted Thies. Second by Barb Foster. Roll Call Vote: 3 Yes (Ted Thies, Barb Foster, and Dennis Roberts) 1 No (Marla Colville-Brown) 1 Abstain (Jackie Sewert). Motion approved. 1 1ST READING (Read by Steve Hobbs): A RESOLUTION AUTHORIZING THE MUNICIPAL MANAGER TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE CONTRACTS AS REQUIRED FOR THE MAIN STREET & APPLE VALLEY DRIVE IMPROVEMENT PROJECT FOR THE VILLAGE OF LEWISBURG, OHIO. Motion to adopt Resolution No. 2024-12: A RESOLUTION AUTHORIZING THE MUNICIPAL MANAGER TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE CONTRACTS AS REQUIRED FOR THE MAIN STREET & APPLE VALLEY DRIVE IMPROVEMENT PROJECT FOR THE VILLAGE OF LEWISBURG, OHIO. First by Ted Thies. Second by Barb Foster. Roll Call Vote: 5 Yes 0 No. Motion approved. MUNICIPAL MANAGER: Fiscal Officer Laux shared a letter regarding electric aggregation and that she is in the midst of an audit. Manager Sewert shared a letter from Ohio EPA and there was a discussion about doing a survey of lead service lines. Manager Sewert gave updates on the Cumberland Street house, quote from traffic engineer for crosswalk signs for Commerce St. & Dayton St. intersection and Commerce St. & Twin St. intersection and Derby Days next week on the 8th, 9th, and 10th. Marla Colville-Brown requested that it be considered to add a 4-way stop at Harrison St. & Main Street and Dayton Street & Main Street. SAFETY: Chief Sewert stated that he has received three applications for the Fire/EMS full-time position. POLICE: Chief McGee shared that he will be decorating a derby car for the Police Department for Derby Days. LIBRARY: Barb Foster shared recent and upcoming news/events from the Library. PARK: Ted Thies shared information about quotes for installing a concrete pad at the park for a basketball/pickleball court. Motion to authorize spending $56,000.00 for a concrete pad for a basketball/pickleball court at the park. First by Ted Thies. Second by Jackie Sewert. Roll Call Vote: 5 Yes 0 No. Motion approved.
