CITY COUNCIL MEETING I PUBLIC HEARING TUESDAY, NOVEMBER 16, 2021 HELD REMOTELY COMMITTEE WORKSHOP DISCUSSION Mayor Kaminskas called the committee workshop to order at 6:01 p.m. Prior to discussion, Mayor Kaminskas reviewed the logistics for this evening’s workshop which, per Governor Inslee’s Order 20-28.15, was being held remotely. City officials who physically attended the workshop: Mayor Kaminskas, Mayor Pro Tern Kennedy, Councilmember Garcia, Todd Henderson, IT Technician, and Katy Allen, City Administrator. City officials who remotely attended the workshop via Zoom: Councilmembers Folyer, Kurtz, and Dunne, Jennifer Camp, Director of Operations & Maintenance, Kyle Dixon, Finance Director, Lisa Key, Director of Planning & Engineering, Jandy Humble, Library Director, Damon Simmons, Police Chief, Darin Morgan, Police Sergeant, Stephen Williams, Crew Lead, Trevor Ragan, Crew Lead, Sean Boutz, City Attorney and Kelsey Wright, City Clerk. Mayor Pro Tern Kennedy moved to excuse Councilmembers Langford and Severs, seconded by Councilmember Garcia. The motion carried unanimously. Proposed 2022 Budget: Kyle Dixon, Finance Director, started by addressing questions that arose during the November 4th workshop. Mayor and council members continued to discuss page by page continuing from page 53 where they left off from the November 4 workshop. Questions asked and answered. With there being no further business, the meeting workshop adjourned at 6:53 p.m. REGULAR CITY COUNCIL MEETING SESSION Prior to invocation, Mayor Kaminskas reviewed the logistics for this evening’s meeting which, per Governor Inslee’s Order 20-28.15, was being held remotely. Invocation then took place. INVOCATION: Given by Councilmember Garcia. PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council, and City Staff. Mayor Pro Tern Kennedy moved to excuse Councilmembers Severs and Langford. Motion was seconded by Councilrnember Garcia, which carried unanimously. AGENDA APPROVAL: Mayor Pro Tern Kennedy moved to approve the agenda as written, City Council Meeting Minutes November 16, 2021 Page 1 of 4 seconded by Councilmember Garcia. The motion carried unanimously. CITIZEN COMMENTS: No comments at this time. PROCLAMATIONS: No items at this time. PRESENTATIONS: No items at this time. ANNOUNCEMENTS: Mayor Kaminskas presented Councilmember Garcia with a Certification of Appreciation for her service as a City Council member. REPORTS & INQUIRIES City Council: Mayor Pro Tern Kennedy reported that he will be attending Spokane Valley Chamber annual meeting. Councilmember Garcia reported on the efforts of the Gallant Guards of Liberty. Mayor: Mayor Kaminskas reported on her attendance at the National League of Cities City Summit and the GSI Economic Forecast. She will also be attending the Spokane Valley Chamber annual meeting. Lastly, she provided an update on the selection process for City Administrator. City Administrator: Katy Allen, City Administrator and Trailhead committee members provided an update on the bidding process for a design build team for Trailhead. Kyle Dixon, Finance Director provided an update on the Salary Commissions discussions and findings on the salaries for the Mayor and council members. Trevor Ragan, Crew Lead, provided an update on the Liberty Lake Together Artwork install and windstorm damage. Lisa Key, Director of Planning & Engineering provided an update on recruiting for current and upcoming vacancies. Lastly, Katy Allen reviewed a list of upcoming events and reminders. WORKSHOP DISCUSSIONS Vacant Council Seat: Councilmember Garcia excused herself during this workshop discussion. Mayor Kaminskas described the situation creating the vacant seat once the election is certified and reviewed the process described in the Council’s Rules of Procedure for filling that vacant seat. After brief discussion, Mayor Pro Tern Kennedy moved to accept applications beginning on November 24th and closing on January 3rd should the election certify with Holly Woodruff getting more votes that Dg Garcia. Seconded by Dunne. Following brief discussion, the Mayor called for the vote. The motion passed 4-0 with Councilmember Garcia recused. Code of Ethics Social Media Policy: Councilmember Kurtz updated the council on the — formation of the committee GENERAL BUSINESS Consent Agenda Mayor Pro Tern Kennedy moved to approve the consent agenda items: lOAi, was to approve the November 4, 2021 City Council meeting minutes; lOAii, was to approve the November 16, 2021 vouchers and October payroll and benefits in the amount of $921,279.91. Councilmember Garcia seconded the motion, which carried unanimously. Action Items Mayor Pro Tern Kennedy moved to confirm the Mayor’s appointment of Conrad Band to the Planning Commission. Seconded by Councilmember Garcia. The motion carried unanimously. City Council Meeting Minutes November 16, 2021 Page 2 of 4 Mayor Pro Tern Kennedy moved to authorize the Mayor to execute Parametrix Task Order 2021-05 for design and bid specifications for Phase 2 RFB Pedestrian Improvements in an amount not to exceed $32,000. Seconded by Councilrnernber Garcia. The motion carried unanimously. PUBLIC HEARINGS I APPEALS Public Hearing on the 2022 Prorjosed Budget: Mayor Kaminskas opened the public hearing at 7:51 p.m. and invited public comment. No public comment was heard at this time. Mayor Kaminskas closed the hearing at 7:52 p.m. RESOLUTIONS Resolution No. 21-291: The City Clerk read, by title only, Resolution No. 21-291, “A Resolution of the City of Liberty Lake, Washington Approving the Final Plat of River Crossing 2020 Addition, Located in a Portion of the Southwest and Southeast Quarters of the Southwest Quarter of Section 9, Township 25N, Range 45 E.W.M., Liberty Lake, Washington.” Mayor Pro Tern Kennedy moved approve Resolution No. 21-291, seconded by Councilmember Garcia. Mayor Kaminskas invited public comment, no comments were heard at this time. After brief discussion, the Mayor called for the vote. The motion carried unanimously. Resolution No. 21-292: The City Clerk read, by title only, Resolution No. 21-292, “A Resolution of the City of Liberty Lake, Washington Regarding the Finalization of the Legacy Ridge West Second Addition Plat, Located in the South Half of the Southwest Quarter of Section 16, Township 25N, Range 45 E.W.M., Liberty Lake, Washington, File 2014.PL0003B.” Mayor Pro Tern Kennedy moved to approve Resolution No. 21-292, seconded by Councilmember Garcia. Mayor Karninskas invited questions and comments from the citizens and council. No citizen comments were heard at this time. Council questions were asked and answered. Mayor Kaminskas then called for the vote and the motion carried unanimously. ORDINANCES 2 Read Ordinance No. 33A: Mayor Pro Tern Kennedy moved to approve Ordinance No. - 33A. Seconded by Councilmember Garcia. Mayor Kaminskas invited public comment. With no public comment being heard, the Mayor called for the vote. The motion carried unanimously. 2d Read Ordinance No. 281: Mayor Pro Tern Kennedy moved to approve Ordinance No. 281. - Seconded by Councilmernber Garcia. Mayor Kaminskas invited public and council comments. Hearing none, the Mayor called for the vote. The motion carried unanimously. 2d Read Ordinance No. 282: Mayor Pro Tem Kennedy moved to approve Ordinance No. 282. - Seconded by Councilmember Garcia. Mayor Kaminskas invited citizen comment, none was heard at this time. After brief discussion, the Mayor called for the vote. Councilrnembers Kennedy and Folyer voted in favor; Councilmembers Kurtz, Dunne and Garcia voted opposed. The motion failed to carry with a final tally of 2-3. 2r,d Read Ordinance No. 269F: Mayor Pro Tern Kennedy moved to approve Ordinance No. - 269F. Seconded by Councilmember Dunne. Mayor Kaminskas invited public comments and council discussion. With none being heard at this time, the Mayor called for the vote. The motion carried unanimously.
