CITY COUNCIL MEETING I PUBLIC HEARING
TUESDAY, DECEMBER 7, 2021
HELD REMOTELY
6:00 P.M. COMMITTEE WORKSHOP DISCUSSION
Mayor Kaminskas called the committee workshop to order at 6:00 p.m. Prior to discussion,
Mayor Kaminskas reviewed the logistics for this evening’s workshop which, per Governor
Inslee’s Order 20-28.15, was being held remotely.
City officials who physically attended the workshop: Mayor Kaminskas, Mayor Pro Tern
Kennedy and Todd Henderson, IT Technician.
City officials who remotely attended the workshop via Zoom: Councilmembers Folyer, Kurtz,
and Severs, Jennifer Camp, Acting City Administrator, Kyle Dixon, Finance Director, Lisa Key,
Director of Planning & Engineering, David Williams, City Engineer and Kelsey Wright, City
Clerk.
Mayor Kaminskas noted that the 2021 general election certified Holly Woodruff having won the
election for City Council Position 7, however, she does not live within the City limits and is
therefore not eligible to serve, leaving the seat vacant.
Proposed 2022 Budget: Mayor and council members discussed page by page continuing from
page 63 where they left off from the November 16th workshop. Questions asked and answered.
With there being no further business, the meeting workshop adjourned at 6:50 p.m.
REGULAR CITY COUNCIL MEETING SESSION
Prior to invocation, Mayor Kaminskas reviewed the logistics for this evening’s meeting which,
per Governor Inslee’s Order 20-28.15, was being held remotely. Invocation then took place.
INVOCATION: Given by Mayor Kaminskas.
PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council, and City Staff.
CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:02 p.m.
ROLL CALL:
City officials who physically attended the meeting: Mayor Kaminskas, Mayor Pro Tern Kennedy
and Todd Henderson, IT Technician.
City officials who remotely attended the meeting via Zoom: Councilmembers Folyer, Kurtz and
Severs, Jennifer Camp, Acting City Administrator, Kyle Dixon, Finance Director, Lisa Key,
Director of Planning & Engineering, David Williams, City Engineer, Derek Kosanke, acting
Streets Lead, Joanne Percy, Interim Library Director, Darin Morgan, Police Sergeant, Trevor
Ragan, Acting Director of Operations & Maintenance, Sean Boutz, City Attorney and Kelsey
Wright, City Clerk.
Mayor Pro Tern Kennedy moved to excuse Councilmember Langford and Dunne. Motion was
seconded by Councilmember Severs, which carried unanimously. Councilmember Langford
joined the meeting after roll call, during Reports & Inquiries.
AGENDA APPROVAL: Mayor Pro Tern Kennedy moved to amend the agenda to add Council
Comments between agenda items 10 and 11. The motion was seconded my Councilmember

Folyer, which carried unanimously.
Mayor Pro Tern Kennedy then took the floor to comment on the anniversary of December
7th
CITIZEN COMMENTS:
Mark Saba, Liberty Lake resident: Commented that he is a volunteer for Winterglow and
thanked the council members who supported the disbursement of ARPA funds to help with
funding for the event.

ANNOUNCEMENTS: No items at this time.
REPORTS & INQUIRIES:
City Council: Mayor Pro Tern Kennedy reported on his attendance at the Spokane Valley
Chamber annual meeting and the AWC Elected Officials Essentials Training.
Mayor: Mayor Kaminskas reported on upcoming meetings she will be attending including GSI
Annual Legislative Forum, GSI Business Leaders Call and Visit Spokane end of year board
meeting.
City Administrator: Jen Camp, acting City Administrator, set the table for staff to provide
updates. Lisa Key, Director of Planning & Engineering provided an explanation of the upcoming
contract items related to Trailhead Design-Build Project. Trevor Ragan, acting Director of
Operations and Maintenance provided an update on the status of the HVAC work at City Hall
and a report on the first snow event of the year. Lisa Key, Director of Planning & Engineering
shared information on the Planning Commission and open positions. Joanne Percy, interim
Library Director reported on a new reading buddy program at the library. Kelsey Wright, City
Clerk provided an update on the recruiting efforts for the Community Engagement Commission
as well as the vacant City Council seat. Mayor Kaminskas reported on the upcoming open
house to meet the two final candidates for the City Administrator position. Jen Camp and Mayor
Kaminskas provided an overview of upcoming events and reminders.
Parks and Arts Commission: Laina Schutz, Parks and Arts Commissioner, provided an update
on the Liberty Lake Together Statue Project as well as efforts to coordinate a dedication
ceremony. She noted that the Commission is working on a possible collaboration with Hoopfest,
to resurface a basketball court within the City. She also provided feedback on Winterglow and
the Liberty Creek Elementary Performance as well as continued efforts on utility box wraps.
WORKSHOP DISCUSSIONS
2022 Proposed Budget: Mayor Kaminskas started the conversation on the proposed 2022
budget, continuing page by page where they left off during the 6:00 p.m. workshop. City
Councilmembers’ questions were asked and answered.
Councilmember Folyer moved to update page 26 to reflect the correct Ordinance No., seconded
by Councilmember Kurtz. The motion carried unanimously.
Councilmember Folyer moved to substitute pages 31 and 32 with the executed ordinance,
seconded by Councilmember Severs. The motion carried unanimously.

Councilmember Folyer moved to correct the Police Officer count from 14 to 13 and Detective
count from 1 to 2, seconded by Councilmember Kurtz. The motion carried unanimously.
Councilmember Folyer moved to change the 2022 proposed amount for fund 334.03.80.10 from
$956,200 to zero. Seconded by Councilmember Kurtz. The motion carried unanimously.
Councilmember Folyer moved to update on page 98, to correct the name of fund 319 from
Henry Rd to Kramer Pkwy and adjust the capital outlay dollar amount in 2022 proposed from
$1,722,800 to $2.3 million. Seconded by Councilmember Langford. The motion carried
unanimously.
Councilmember Folyer moved to replace the draft 2022-2027 Capital Facilities Plan with the
version reviewed and amended on November 30, 2021. Seconded by Councilmember Kurtz.
The motion carried unanimously.
GENERAL BUSINESS
Consent Agenda
Mayor Pro Tern Kennedy moved to approve the consent agenda items: lOAi, was to approve
the November 16, 2021 City Council meeting minutes; lOAii, was to approve the November 30,
2021 Special City Council meeting minutes, and lOAiii was to approve the December 7, 2021
vouchers in the amount of $121,384.82. Councilmember Severs seconded the motion, which
carried unanimously.
Action Items
Mayor Pro Tern Kennedy moved to authorize the purchase of two variable message boards.
Seconded by Councilmember Langford. After brief discussion, the Mayor called for the vote
which carried unanimously.
Mayor Pro Tern Kennedy moved to authorize the Mayor to sign page 14 of the pre-construction
portion of the contract with Bouten Construction Company. Seconded by Councilmember Kurtz.
Following brief discussion, Mayor Kaminskas called for the vote. The motion carried
unanimously.
Mayor Pro Tem Kennedy moved to authorize the Mayor to sign Parametrix Task Order 2021-06
in an amount not to exceed $5,000. Seconded by Councilmember Langford. The motion carried
unanimously.
Mayor Pro Tem Kennedy moved to approve the Lodging Tax Advisory Board recommendations
for 2021 and 2022 and authorize the Mayor to sign the agreements when they become
available. Seconded by Councilmember Severs. After brief discussion, Mayor Kaminskas called
for the vote. The motion carried unanimously.
Mayor Pro Tern Kennedy moved to authorize the Mayor to sign Parametrix Task Order 2021-07
for a topographic survey of the Trailbead project, in an amount not to exceed $28,870.
Seconded by Councilmember Kurtz. The motion carried unanimously.
COUNCIL COMMENTS:
Mayor Pro Tern requested workshops looking at City Hall expansion, Library, and Lodging Tax
Advisory Board.
Councilmember Kurtz requested a discussion on councilmembers participation on various
boards and committees.

Councilmember Langford thanked the Mayor and City staff for their great work on the 2022
Budget.
Mayor Kaminskas noted that the December 21st meeting will include service awards.
PUBLIC HEARINGS I APPEALS
Public Hearing on the 2022-2027 Caiital Facilities Plan:
Mayor Kaminskas opened the public hearing at 8:34 p.m., reviewed the topic and invited public
comment.
No public comment was heard at this time.
Mayor Kaminskas closed the hearing at 8:35 p.m.
RESOLUTIONS: No items at this time.
ORDINANCES
1St Read Ordinance No. 283: The City Clerk read, by title only, Ordinance No. 283, “An

Ordinance of the City of Liberty Lake, Washington, Adopting the 2022-2027 Capital Facilities
Plan.” Mayor Kaminskas invited public comment. No comments were heard at this time.
1St Read Ordinance No. 284: The City Clerk read, by title only, Ordinance No. 284, “An

Ordinance of the City of Liberty Lake, Washington, Adopting a Budget for the Period January 1,
2022 Through December 31, 2022, Appropriating Funds and Establishing Salary Schedules for
Established Positions.” Mayor Kaminskas invited questions and comments. No comments were
heard at this time.
INTRODUCTION OF UPCOMING AGENDA ITEMS: Jen Camp, acting City Administrator,
reviewed upcoming agenda items and workshop discussions for the December 21st meeting.
PUBLIC COMMENTS: None at this time.
EXECUTIVE SESSION: No executive session at this time.
ADJOURNMENT: With there being no further business, the meeting adjourned at 8:41 p.m.
