2023 Proposed Budget: The Mayor and council reviewed the proposed budget page by page,
beginning at page 67. Questions asked and answered throughout.
Mayor Kaminskas closed the workshop at 6:47 p.m. to allow a break before the regular session.
REGULAR CITY COUNCIL MEETING SESSION
INVOCATION: Given by Councilmember Spencer.
PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council and City Staff.
CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:01 p.m.
ROLL CALL:

AGENDA APPROVAL: Mayor Pro Tern Folyer moved to approve the agenda as submitted.
Councilmember Van Orman seconded. Councilmember Cargill moved to remove item 9B.
Councilmember Spencer seconded, which carried unanimously. The mayor then called for the
vote to approve the agenda as amended, which carried unanimously.
CITIZEN COMMENTS:
Maria Garcia-Bachman spoke regarding the library policies.
Thomas McLaughlin spoke regarding ideas for improvements in the city.
Mark Saba spoke regarding volunteer opportunities for WinterGlow set up.
Abbey Shuster spoke regarding the Library Board.

ANNOUNCEMENTS I PROCLAMATIONS I SPECIAL PRESENTATIONS: No items at this

REPORTS & INQUIRIES:
City Council: Councilmember Cargill spoke regarding the Liberty Launch Academy fall event.
Councilmember Van Orman spoke regarding the Liberty Launch Academy fall event and
Halloween activities.
Councilmember Spencer spoke regarding WinterGiow set up.
Councilmember Sahlberg spoke regarding the efforts of first responders on Halloween and
Spokane Valley Chamber of Commerce and AWC events.
Mayor: Mayor Kaminskas reported on WinterGlow set up and fundraising, AWC Cities on Tap
event and legislative agenda, end of the year board meetings, and upcoming ribbon cutting at
Western States CAT.
City Administrator: Mark McAvoy, City Administrator reviewed upcoming events and reminders,
and set the table for staff to provide updates. Lisa Key, Director of Planning & Engineering
provided an update on the Trailhead restaurant lease, Mark provided an update on the Legacy
Church lease and Chief Simmons provided an update on amendments to the camping
ordinance. Kyle Dixon, Finance Director provided information on the utility tax rebate program
and Mark spoke regarding property tax relief programs offered by the State. Questions asked
and answered throughout.
Community Engagement Commission: Mark Saba, commissioner, provided an update on
commission activities including development of a city academy, city podcast, technology
resources for public engagement, and follow up on the farmers market. Questions asked and
answered.
Salary Commission: Kyle Dixon, Finance Director provided an update on recent commission
meetings and an upcoming public hearing. Questions asked and answered.
Spokane Valley Fire District: Fire Chief Soto provided an overview of the mission and structure
of SVFD, explained services offered, key initiatives, investments in the community, growth and
call statistics, and upcoming levy votes. Questions asked and answered.
Liberty Lake Sewer & Water District: No report at this time.
WORKSHOP DISCUSSIONS:
2023 2028 Capital Facilities Plan: Lisa Key, Director of Planning & Engineering reviewed the

combined council prioritization matrices and followed up on questions asked at the previous
workshop. Questions asked and answered.
Ordinance No. 11 9B Establishing the Library: Mayor Kaminskas opened the discussion by
—
reviewing the history of revisions to the ordinance. Council then discussed upcoming MRSC
guidance, structure of neighboring jurisdictions, policy vs. the ordinance, council oversight, and
the timing of the discussion.
Councilmember Kurtz moved to table the topic until January, seconded by Councilmember
Sahlberg. Following discussion, the mayor called for the vote. Councilmembers Sahlberg, Kurtz
and Dunne voted in favor; Councilmembers Van Orman, Cargill, Spencer and Folyer voted
opposed. The motion failed to carry with a final tally of 3-4.

Foflowing additional discussion, Mayor Pro Tern Folyer moved to hold a joint meeting with the
Library Board of Trustees in January to review the ordinance, seconded by Councilmember
Kurtz. Following brief discussion, the motion carried unanimously.
At 9:03 p.m. the Mayor called for a 5-minute break. Council reconvened at 9:08 p.m.
GENERAL BUSINESS
Consent Agenda
Mayor Pro Tem Folyer moved to approve the consent agenda as amended, item 1OA was to
approve the October 18th, 2022 city council meeting minutes, item lOB was to approve the
October 25, 2022 special meeting minutes, and item 1 OC was to approve the November 1, 2022
vouchers, October 18th manual check and October l9’ manual EFT in the amount of
$680,464.67. Councilmember Sahlberg seconded, which carried unanimously.
Action Items;
Mayor Pro Tem Folyer moved to approve the donation of soccer nets for Rocky Hill Park and
authorize the Mayor to accept the donation. Councilmember Cargill seconded, which carried
unanimously.
Mayor Pro Tern Folyer moved to confirm the appointment of John Bahr to position 2 to serve on
the Parks and Arts Commission. Councilmember Sahlberg seconded, which carried
unanimously.
Mayor Pro Tern Folyer moved to confirm the mayor’s appointment of Paul Brown as a voting
member of the Planning Commission, with a term expiring on December 31, 2025.
Councilmember Kurtz seconded, which carried unanimously.
Mayor Pro Tern Folyer moved to declare the Ford Interceptor sedan as surplus and approve
donation to CVSD. Councilmember Sahlberg seconded. Following brief discussion, the mayor
called for the vote, which carried unanimously.

RESOLUTIONS:
Resolution No. 01-027A: The city clerk read, by title only, Resolution No. 01-027A, “A
Resolution of the City of Liberty Lake, Washington Amending Resolution No. 01-027 Entitled,
‘Designating and Approving Participation in the ICMA Retirement System.” Mayor Pro Tem
Folyer moved to approve Resolution No. 01-027A. Councilmember Van Orman seconded,
which carried unanimously.
Resolution No. 22-237: The city clerk read, by title only, Resolution No. 22-237, “A Resolution of
the City of Liberty Lake, Washington Approving the Final Plat of River Crossing 2020 First

Addition, Located in a Portion of the Southwest and Southeast Quarters of the Southwest
Quarter of Section 9, Towhship 25N, Range 45 E.W.M., Liberty Lake, Washington.”
Councilmember Sahlberg moved to approve Resolution No. 22-237, seconded by
Councilmember Van Orman. Mayor Kaminskas invited public comments. No comments were
heard at this time. She then called for the vote, which carried unanimously.
Resolution No. 22-238: The city clerk read, by title only, Resolution No. 22-238, “A Resolution of
the City of Liberty Lake, Washington, Approving the Final Plat of River Crossing East Third
Addition, Located in Portions of the Southwest, Northeast, and Southeast Quarters of the
Southwest Quarter of Section 9, Township 25N, Range 45 E.W.M., Liberty Lake, Washington.
Councilmember Sahlberg moved to approve Resolution No. 22-238, seconded by
Councilmember Spencer. Mayor Kaminskas invited public comments. No comments were heard
at this time. She then called for the vote, which carried unanimously.
Resolution No. 22-239: The city clerk read, by title only, Resolution No. 22-239, “A Resolution
Identifying Special Market Conditions for Purchase of Used Equipment and Waiving the Public
Bidding Requirements Pursuant to RCW 39.04.280.” Following brief discussion, Councilmember
Dunne moved to approve Resolution No. 22-239, seconded by Mayor Pro Tem Folyer. Mayor
Kaminskas invited public comments. No comments were heard at this time. She then called for
the vote, which carried unanimously.
ORDINANCES:
1st Read Ordinance No 289: The city clerk read, by title only, Ordinance No. 289, “An

Ordinance of the City of Liberty Lake, Washington, Levying the Regular Property Taxes for the
City of Liberty Lake, Washington in Spokane County for the Year Commencing January 1, 2023
to Provide Revenue for the Provision of City Services as Set Forth in the City Budget”. Mayor
Kaminskas invited questions and comments. No comments were heard at this time.
2nd Read Ordinance No 288: The city clerk read, by title only, Ordinance No. 288, “An

Ordinance of the City of Liberty Lake, Washington, Granting the Right of Franchise to Avista
Corporation, d/b/a Avista Utilities, A Washington Corporation, for the Operation of a Natural Gas
Distribution System in the City of Liberty Lake”. Mayor Kaminskas invited questions and
comments. No comments were heard at this time. Councilmember Spencer moved to approve
Ordinance No. 288. Councilmember Van Orman seconded, which carried unanimously.
EMERGENCY ORDINANCES: No items at this time.
INTRODUCTION OF UPCOMING AGENDA ITEMS: The Mayor and council reviewed
upcoming workshops.
CITIZEN COMMENTS:
Brad Hamblet spoke regarding the Library ordinance discussion.
Brian Asmus spoke regarding the vehicle donation to CVSD.
Abbey Shuster spoke regarding the Library ordinance discussion.
Shawna Deane spoke regarding the Library ordinance discussion.
Tim Olsen spoke regarding the Library ordinance discussion and announced his resignation
from the Library Board of Trustees.
EXECUTIVE SESSION: Councilmember Cargill moved to extend the meeting until 10:15.
Councilmember Van Orman seconded, which carried unanimously. At 9:43 p.m., Mayor
Kaminskas announced an executive session per RCW 42.30.110(1)(i) to discuss potential
litigation and RCW 42.30.11 0(1)(g) to discuss personnel matters. She announced that executive
session would last until 10:15 p.m.

ADJOURNMENT: The mayor and council reconvened from executive ession at 10:15 p.m. and
with there bein no further business, the meeting adjourned at 10:15 p.m.
