CITY OF LIBERTY LAKE Community Engagement Workshop Minutes March 15th, 2023– 6:00 PM CALL TO ORDER: The meeting of the Community Engagement Commission was called to order on March 15th, 2023 at 6:00 PM. ROLL CALL: Position 1: Robin Bekkedahl Present Position 7: Vacant Position 2: Bill Norman Present Position 8: Vacant Position 3: Jennifer Kosaka Present Position 9: Mark Saba Present Position 4: Summer Darrow Present Communications Specialist David Goehner Position 5: Cynthia Godinez Present Administrative Assistant Tait Hunter Position 6: Aaron Asmus Present APPROVALS: February 15th Meeting & March 8th Workshop Draft Minutes: Commissioner Saba motioned for the approval of both the February 15th draft minutes and the March 8th work- shop draft minutes. Commissioner Asmus seconded the motion, which carried unanimously. CITIZEN COMMENTS: No citizen comments were made at this meeting. AMENDMENT TO THE AGENDA: Commissioner Bekkedahl motioned to promote Commissioner Godinez’s presentation from section E of New Dis- cussions. Commissioner Godinez presented briefly information regarding printed “coins” and how they could be implement- ed by the CEC and City, using QR codes and other advertising to draw recipients to the website. She further sug- gested the “coins” could hold some level of value and benefit the recipient when the “coin” was used. She also suggested the “coins” could fall into a collaborative space with businesses, allowing for the exchange of goods or services for the “coins”. The commission discussed the idea. CITY HALL UPDATES: The commission went over the handout provided by David Goehner, which outlined specific updates for City Hall. WORKSHOP CONTINUED: Mailer Card Proposal Commissioner Asmus began the discussion by clarifying with Mark McAvoy if the commission would be able to seek outside funding, via donation or sponsorship, for a mailer. According to Mark, it would be a possibility. Mark then went on to further clarify how far the funding for ZenCity would stretch when it came to covering additional advertising for the software. He went over the possibility of reallocation of funds, noting it would not be impossible to fund a non-budgeted item like a mailer. The commission finished discussion by going over ideas for the mailer and possible funding ideas. NEW DISCUSSION: A) 2023 Planning Commissioner Bekkedahl briefly went over a draft she made which outlines plans for the CEC in 2023. Com- missioners went on to add-on and discuss different projects and plans on the list. B) Farmers Market Commissioner Saba opened discussion for commission attendance and participation at the Farmers Market City booth. It was suggested to consider what attendance will look like from all the City commissions as the Market draws closer. Mark McAvoy agreed that it made sense to have attendance from both commissioners and council members at the booth. C) ZenCity The commission was tasked with determining a possible name to be associated with the ZenCity software. D) City Academy Mark McAvoy discussed how the CEC can assist with the City Academy, primarily by gathering information on how useful participants found the courses, what they would change, etc. Registration has already started, and participants are beginning to sign up. UPCOMING MEETING: Agenda Item Request The commission discussed items to continue discussing at the next meeting, including the “coin” proposal. The next meeting of the Community Engagement Commission will take place on April 18th, 2023 at 6:00 PM. ADJOURNMENT: There being no further business, and with unanimous approval, the workshop adjourned at approximately 6:15 PM.
