Community Engagement Workshop Minutes
May 17th, 2023– 6:00 PM
CALL TO ORDER:
The meeting of the Community Engagement Commission was called to order on May 17th, 2023, at 6:00 p.m.
ROLL CALL:

APPROVALS:
Commissioner Saba motioned to excuse Commissioner Godinez. Commissioner Kosaka seconded the motion,
which carried unanimously.
Commissioner Norman motioned to approve the April meeting minutes. Commissioner Saba seconded the motion,
which carried unanimously.
CITIZEN COMMENTS:
No citizen comments were made at this meeting.
PRESENTATION:
Dog Park Proposal– Nancy Hill & Mara Crowell
Nancy Hill (Parks & Arts Commission Chair) and Mara Crowell (Pawpular Companions Owner) spoke briefly on
the proposal to have a dog park in Liberty Lake. They went over various aspects of proposing and executing a dog
park project, the benefits of a park, and other details. The commissioners asked questions regarding size recom-
mendations, layout options and possible locations in existing parks. The commission agreed to further discuss and
work on this recommendation.
CITY HALL UPDATES:
David Goehner provided a brief update regarding the previous night’s Council Meeting. Farmers Market was a top-
ic discussed, and David brought the subject of attendance to the Commissioners for consideration and discussion.
No votes or were made at this time. He continued to update the Commissioners regarding other brief topics
brought up at the meeting.
DISCUSSIONS
Strategic Plan
David reported that 230 people had already completed responses to the survey that began at the end of April.
Farmers Market
The commission has acquired two iPads for survey taking at the Farmers Market. David briefly went over how to

operate the iPad and access certain functions. There will also be small handouts that have CEC information, sur-
vey information, and a QR code that accesses the survey available at the Market. The attendance schedule for the
Market was briefly discussed.
2023 Work Plan
Commissioners discussed making updates to the work plan and to discuss it more at the next meeting.
Mailer and Virtual Coin/Token
The Commission expressed that they favored tabling ongoing discussions of these two proposals for a later time.
UPCOMING MEETING:
Next Meeting
The Commission discussed moving the June meeting from the 21st to a different date due to commissioner con-
flicts. The meeting has been rescheduled to June 14th, 2023, at 6:00 p.m.
ADJOURNMENT:
There being no further business, and with unanimous approval, the meeting adjourned at approximately 7:20 p.m.

The purpose of the Community Engagement Commission is to serve in an advisory capacity
to the mayor and City Council. The Commission’s role is to gather ideas, input, and
feedback from community members, and to advise and guide city leadership.
Under Governor Inslee’s “Washington Ready” plan, members of the public may attend
meetings in person at City Hall at the address provided above, or via Zoom at the link
below. Members of the public will be allowed to comment in-person or via Zoom as
described on the last page of this agenda.

• Submit written public comment prior to 4:00 p.m. on May 17, 2023.
