CITY OF LIBERTY LAKE Community Engagement Commission Minutes Oct. 16, 2024 – 6:00 p.m. CALL TO ORDER: The meeting of the Community Engagement Commission was called to order on Oct. 16, 2024, at 6:00 p.m. ROLL CALL: Position 1: Robin Bekkedahl Present Position 7: Vacant Position 2: Bill Norman Excused Position 8: Aaron Asmus Present Position 3: Vacant Position 9: Mark Saba Present Position 4: Summer Darrow Present Communications specialist David Goehner Present Position 5: Cynthia Gamboni Online City administrator Mark McAvoy Online Position 6: Arlene Fisher Maurer Online APPROVALS: Commissioner Saba moved to excuse Commissioner Norman, which was seconded by Commissioner Asmus. The motion carried unanimously. Commissioner Saba moved to accept the meeting’s agenda and Commissioner Asmus seconded. The motion carried unanimously. Commissioner Asmus moved to accept the meeting minutes of the regular meeting from Sept. 18, 2024, and Commissioner Darrow seconded. The motion carried unanimously. PUBLIC COMMENTS: There were no public comments. CITY HALL UPDATES: David Goehner introduced the City Hall Update that had been mailed out earlier in the week, adding some highlights from the previous night’s City Council meeting. DISCUSSIONS & BUSINESS: A – Farmers Market: Commissioners shared thoughts and suggestions about the recently concluded season. Comments included a desire to see participation by members of other commissions, providing sticker giveaways, and handing out Halloween candy. B – HUB Family Fun Fest: Commissioners Saba and Darrow offered a brief overview of their representation at the city’s table during this recent event. C – Community Satisfaction Survey: Mark McAvoy requested input from the CEC about the 2024 final report, as well as the setup and distribution of the survey for 2025. Suggestions were made regarding more distinct colors for the graphics and removing some questions that might be repetitive. Commissioner Bekkedahl suggested that CEC members provide further input during the November meeting. D – Video project: David Goehner recommended that the proposed video project be focused on a topic that is more closely connected with the CEC’s mission as defined in Ordinance 277, rather than being solely history related. Discussion followed, with commissioners suggesting topics related to public engagement in city-sponsored activities that could include some elements of history information. Commission Saba said he would draft a list of city events that could serve as potential video topics, to be presented at the next meeting. E – CEC work plan update: Commissioner Asmus shared an Excel design that could be used to list, track, and note key details about CEC projects and tasks during the year. F – Other upcoming opportunities: Commissioners discussed the possibility of canceling or changing the date of the scheduled Dec. 18 meeting, and decided to stay with the scheduled date. Commissioners also discussed having a subcommittee meeting during December about the 2025 Community Satisfaction Survey. NEXT MEETING AGENDA ITEMS: Commissioners discussed reviewing the possibility of changing the date of the December meeting. ADJOURNMENT: The meeting was adjourned at 7:35 p.m. The next regular meeting will be held on Nov. 20, 2024.

Commissioner Saba moved and Commissioner Darrow seconded to approve the meeting’s agenda with that amendment, which was approved unanimously. Commissioner Norman moved to accept the meeting minutes of the joint workshop with the City Planning Commission from Aug. 7, 2024, and Commissioner Fisher Maurer seconded. The motion carried unanimously. Commissioner Norman moved to accept the meeting minutes of the regular meeting from Aug. 14, 2024, and Commissioner Darrow seconded. The motion carried unanimously. PUBLIC COMMENTS: Tom Sahlberg commented on the commission’s involvement with the recent town hall event and the comprehensive plan logo, and on the city staff’s events promotions. CITY HALL UPDATES: David Goehner introduced the City Hall Update that had been mailed out earlier in the week, adding updates from the previous night’s City Council meeting, with initial details about the Comprehensive Plan Kickoff meeting that had been announced for Oct. 21. DISCUSSIONS & BUSINESS: A – Comments on Sept. 10 town hall meeting: Commissioners’ discussions addressed the possibilities about the frequency of future events, providing a summary of developments that have taken place since the previous town hall, having an earlier start time, including A-frames for advertising, and adding a picture to the mailer card. Commissioner Norman volunteered to provide comments about the Sept. 10 town hall and summarize the commissioners’ discussions during the next City Council meeting. B – Update on comprehensive plan public engagement: Commissioner Darrow provided a brief update of her meeting with city staff and Planning Commission representatives to develop the comprehensive plan’s logo. C – Update on library’s August design survey: Commissioner Bekkedahl shared a summary of the results and activities from the library’s recent online survey and in-person questionnaires about the design and service features of the upcoming new library facility. D – Community Satisfaction Survey: Mark McAvory provided updates on the upcoming report of the 2024 Community Satisfaction Survey and the plans for the 2025 survey. He said he planned to have a discussion at a later date to address ways to boost participation for the next survey. Commissioner Darrow suggested including a point of contact for some departments as part of the report, and to eventually have online links to survey results from previous years. E – CEC work plan: Commissioner Bekkedahl requested that members submit material to Commissioner Asmus, and said the commission would address the work plan further at the October meeting. F – Other upcoming opportunities: No comments were made. G – Video: Commissioner Bekkedahl suggested that a video be developed that addressed a single theme, suggesting one on patriotism, which would incorporate the Hometown Heroes project, the 4th of July Community Parade, and civic engagement. She added that the Parks and Arts Commission has been pursuing interpretive signage, and that she has been making contacts with videographer possibilities. Commissioner Fisher Maurer suggested interviewing residents of the Trutina community. NEXT MEETING AGENDA ITEMS: No agenda items were suggested. ADJOURNMENT: The meeting was adjourned at 7:30 p.m. The next regular meeting will be held on Oct. 16, 2024. City Hall Updates for Community Engagement Commission 10-14-2024 1. 2024 Community Satisfaction Survey • Report of the 2024 Community Satisfaction Survey was posted at the start of October in the “Strategic Plan” web page and, currently, on the city’s homepage. The survey is also the subject of the current episode of “The Liberty Lake Deep Dive.” Plus, this week we are providing a series of 5 daily highlight facts from the survey on the city’s website, each with a link to the full survey report. • Clarification to know and share: The article about the survey on p. 8 in the October “Splash” conveys that about 45% of the respondents were “at least somewhat confident” in the ability of Liberty Lake’s city government to act in the best interest of the people of Liberty Lake. However, the newspaper added the “at least” phrasing to the category of “somewhat confident”, and the figure cited there in the article is really only the figure for the response option of “somewhat confident.” The options of “very confident” and “extremely confident” that are also referenced in the article are each 2 totally separate other options. If those 3 options are combined, there were actually 78.8% of the respondents who indicated they were “at least” somewhat confident about Liberty Lake’s city government to act in the best interest of the people. (In comparison, the combined total of those who responded “less confident” or “not confident” was 14.7%. There were also 6.5% who responded “don’t know.”) 2. Online public engagements: • The “Talkback Tuesdays” forum closed at end of September. Information will be forthcoming about the next budget-related online engagement coming this fall. • Our Recreation coordinator started up an 8-question survey at Zencity on Sept. 27 to get public preferences about city recreation for 2025. That survey is open through Nov. 23 and is currently promoted on the city’s homepage. There has also been an associated side survey with this on a chart that was available at the last 2 Farmers Markets and will be set up in the library and at Trailhead. 3. City Council: • At the Oct. 1 meeting, council members brought back a portion of the resolution involving gas pumps that had been defeated at the Sept. 17 meeting. At the Oct. 1 meeting, the council approved allowing gas pumps as an “accessory use” in commercial zones (which are mostly located north of I-90, plus a small portion south of the interstate). 4. Upcoming events: • Kickoff meeting for the 2026-2046 Comprehensive Plan is Monday, Oct. 21, at the Rotary Room of the Trailhead Golf Course clubhouse, starting at 7 p.m. Staff from the city’s Planning Dept. will be offering initial information to the community about the project’s goals, timeline, and scope. This will be an interactive meeting in which residents will be able to ask questions. Light refreshments will be served. Lots of opportunities to learn some things at this one that will have future use. • Winter Glow Spectacular is recruiting volunteers to set up and take down the lights at Orchard Park. See the “Winter Glow Spectacular” Facebook site for contact information. Winter Glow will be on display Nov. 23 through Jan. 1. 5. City Podcast: • “School Safety in 2024-25” with Officer Dave Howard was posted at end of September. “2024 Community Satisfaction Survey” with Mark McAvoy was posted during the first full week of October. • Upcoming: “All About the Friends of the Library” (probably posting end of October, ahead of Nov. 22-23 book sale). An interview is scheduled with the people who portray Santa & Mrs. Claus at Winter Glow (probably posting earlier December). There may also be a show focusing on wintertime roads tips, too. 6. Commission Reappointments! • As defined by Ordinance 277 in Section 2C, those who are currently in even-numbered positions in the CEC are in three-year terms that expire at the end of December of 2024. The current members who are in even-numbered positions are Bill, Summer, Arlene, and Aaron. I will re-confirm with the mayor to see if we are doing this the “simple way” that was used last year for reappointments, but I think all you’ll need to do is just fill out the “Advisory Board & Commission Application” form again that’s available on the CEC’s web page and do any necessary updating to it.
