THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES NOVEMBER 7TH, 2018 - 4:00 PM CALL TO ORDER: Chairman Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:01 PM on November 7th, 2018. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Commissioner Tom Chamberlain Adjunct Anita Eylar Commissioner Tom Sahlberg Adjunct Bob Schneidmiller Excused Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Administrative Assistant Tait Hunter Student Commissioner Caleb Betts Unexcused Student Commissioner Katelyn Hansen Student Commissioner Natalia Alva APPROVALS: The minutes from the October 17th meeting were approved unanimously by the commission. STAFF REPORT: Jennifer Camp reviewed the events from the previous night’s City Council meeting, during which Tinkergarden and Skyhawks contracts were approved for the 2019 reservation season. On November 27th at 5:30 PM there will be a workshop held by Council which will include discussion regarding budgets. Jennifer Camp let the commission know she received an inquiry from a resident regarding potential contributions to the commission. Commissioner Sahlberg took on the task of contacting him. The donation sculpture from David Warrington arrived, and it was mentioned that there may be an additional dedication sometime soon. NEW & UNFINISHED BUSINESS: Commissioner Schutz began discussion regarding the call to artists and sponsorship documents. The commissioners discussed how to advertise best, deciding on the website, personal outreach, and facebook. The motion was made to approve, which was seconded and approved unanimously. Commissioner Chamberlain presented a brief update on the potential goat statues. He presented projected estimated costs to the commission. Commissioner Schutz began the discussion regarding a potential memorial piece for the recently passed Marilyn Dhaenens. Ideas, such as trees and benches, were discussed, as well as how to navigate the other NEW & UNFINISHED BUSINESS CONT.: community memorial projects taking place. The Banner Bank Orchard Park donation was the final point of discussion. The commissioners went over ideas for donation requests, including potentially benches or a story walk addition. Jennifer Camp presented the approved City strategic plan and the City’s addition to the Centennial Trail, which should begin sometime in Spring. PRESENTATIONS & ACTION ITEMS: Mark Bitz, SVT professor, and two sophomore engineering students with the SVT presented potential designs for the future Story Walk/ Story Strolls art installation. The commission briefly discussed going forward with the project using funds that remain for 2018, including obtaining books for the project. A motion was made to proceed with a prototype, which was seconded and unanimously approved. CITIZEN COMMENTS: No citizen comments were made at this meeting.
