Flag Salute Roll Call of Council Members Present: DiDomenico, Hess, Jackson, Sinon, Strippoli, President Randolph-Sharpe, and Mayor Roach First Reading Ordinance 2021-05 by Title ORDINANCE 2021-05 AN ORDINANCE BY THE BOROUGH OF LINDENWOLD IN CAMDEN COUNTY, NEW JERSEY PROHIBITING THE OPERATION OF ANY CLASS OF CANNABIS BUSINESSES WITHIN ITS GEOGRAPHICAL BOUNDARIES AND AMENDING CHAPTER 365, SECTION 15H OF THE BOROUGH OF LINDENWOLD CODE Motion was made by President Randolph-Sharpe, second by Councilman DiDomenico that Ordinance 2021-05 be adopted on first reading, published according to law, with second reading being held at next regular scheduled meeting. Roll call vote was unanimous in the affirmative. Motion carried. CONSENT AGENDA: The items listed below are considered routine by the Borough of Lindenwold and will be enacted by one motion. There will be no formal discussion of these items. If discussion is desired, this item will be removed from the Consent Agenda and will be considered separately. Resolution 2021:87-88 Motion was made by President Randolph-Sharpe, second by Councilman Strippoli that Resolution 2021:87 to Resolution 2021:88 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. Resolution 2021:87 Distracted Driving Proclamation WHEREAS, distracted driving is a serious, life-threatening practice that is preventable; and WHEREAS, distracted driving can result in injuries and deaths to all road users (motorists, pedestrians and bicyclists); and WHEREAS, distracted driving occurs when drivers divert their attention away from the task of driving to focus on another activity instead; and WHEREAS, the increased health and well-being of Lindenwold citizens are a direct result of increased enforcement and awareness about the dangers of distracted driving; and WHEREAS, in order to reduce the number of crashes as well as improve driver safety, Lindenwold motorists should commit to adopting and maintaining safe behavior while behind the wheel; and WHEREAS, April has been selected as National Distracted Driving Enforcement Month; WHEREAS, increased high-visibility enforcement of distracted driving laws coupled with publicity has proven to be an effective method to reduce distracted driving and safe lives. NOW, THEREFORE, BE IT PROCLAIMED by the Mayor and Borough Council of the Borough of Lindenwold, County of Camden, State of New Jersey, that April 2021 is NATIONAL DISTRACTED DRIVING ENFORCEMENT MONTH In the Borough of Lindenwold, and urge all citizens to always put their cell phone down, focus on the road, and buckle up when driving on our roadways. Drivers are reminded that if they drive and text, they will pay. Resolution 2021:88 Extend Camden County Cooperative Purchasing for Paper WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration, and WHEREAS, the County of Camden hereinafter referred to as the Lead Agency originally offered voluntary participation in a Cooperative Pricing System for copy, computer paper and envelopes as awarded to the vendors, W.B. Mason and Paper Mart, for a term commencing on October 1, 2020 through March 31, 2021 with the option of an additional six months extension, and WHEREAS, the County of Camden adopted the additional extension for a term commencing on April 1, 2021 through September 30, 2021 under Bid A-48/2020 with W. B. Mason, Office Basics, and Paper Mart, and NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of Lindenwold as follows: 1. This resolution shall be known and may be cited as the Cooperative Pricing Resolution of the Borough of Lindenwold. 2. Pursuant to the provisions of N.J.S.A. 40A:11-11(5) the Mayor is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency 3. The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq) and all other provisions of the revised statutes of the State of New Jersey. 4. This resolution shall take effect immediately upon passage. Roll call vote was unanimous in the affirmative. Motion carried. Mayor Roach opened the meeting to Council Councilwoman Sinon presented an update of the regulations regarding travel. Also, she presented information for woman to be aware of swollen nymph nodes after vaccinations which may interfere with mammograms. Camden County is reminding residents to cancel appointments if obtaining vaccine from other locations. Another vaccination site for veterans will be available in Runnemede by appointment on March 27. Councilman DiDomenico presented the February Police Department Report including the total number of calls for service was 2,100. President Randolph-Sharpe announced the upcoming digital newsletter. She also announced the small business webinar hosted by Congressman Norcross on March 30. Mayor Roach presented the total number of Lindenwold COVID cases were 1,837 with 1 death yesterday. He reminded everyone of the guidelines. He discussed with Council about the possibility of re-opening the municipal building to the public. Mayor Roach opened the meeting public. Diane Veteri, resident, thanked the Democrat Club for their donation to help feed the homeless in Camden. Trevor Shaw, resident, discussed the new bike rack and the return of Lindenwold Baseball. He asked about football returning. Mayor Roach responded that nothing has been received from the organization. The resident questioned about the funding being received from the state. Mayor Roach responded that no information has been received regarding this funding which the Business Administrator confirmed. Next, he questioned the ordinance which the Mayor responded with the Borough position to utilize the “opt out” clause at this time so as not to be locked into a five year period. There being no one else desiring the floor, the Mayor closed the meeting to the public. Motion was made by President Randolph-Sharpe, second by Councilman Strippoli that the meeting be adjourned.
