MINUTES OF THE WATER COMMISSION MEETING – DECEMBER 17, 2013 Call to Order The Water Commission meeting was called to order at 6:00 P.M. by Kevin Coffey, Chair Roll Call PRESENT: Kevin Coffey, Chair Tim Bevers Mark Gloudemans Jason Wegand Tim Wegand ALSO PRESENT: Village President Michael Vanden Berg, MCO Rep. Jerry Verstegen, Village Administrator James Fenlon, Director of Public Works Roy Van Gheem, Finance Director Teri Matheny, Village Clerk Vicki Schneider Public Appearance for Items Not on the Agenda None Approval of Minutes Water Commission Minutes of November 19, 2013 Moved by Commissioner Gloudemans, seconded by Commissioner Bevers to approve the Minutes of November 19, 2013 as presented. All Ayes – Motion Carried Review/Approve 2014 MCO Contract Moved by Commissioner J. Wegand, seconded by Commissioner T. Wegand to Approve the 2014 MCO Contact as presented and recommend approval of the contract to the Village Board. All Ayes – Motion Carried Progress Reports MCO Operations Update J. Verstegen provided an update on the Jefferson Street plan project and noted that the well will be back on line tomorrow and there are still a few issues to be handled with the brine tanks and softener shells; a final update on the project will be provided next month. There was a water main break on Hietpas St. today and curb boxes have been repaired. Meter changes are done for the year. Update on EPA low lead requirements but the Village is in good shape because we have thermal plastic meters for residential properties but the 1 ½ in. and 2 in. meters will need to have bypasses put in to be able to test the meters and this will save money for the Department. All new larger meters will need to be low lead meters. EPA is also stating that all hydrants must meet low lead standards and this is causing a lot of concern across the country because of the cost and it is currently being voted on in Washington and it appears that this legislation will not go through. Update on issues with the brine tanks because of the fine salt. Hydrant on roundabout on French Road shut off and will be fixed in the spring and leaky hydrant on Greenfield/Grant fixed. J. Verstegen reported a possible purchase of a corrugator in the future. Director of Public Works R. Van Gheem stated that a Graef Consultant is now surveying for the 2014 projects and that televising crews are out working. Finance Director T. Matheny stated that she is waiting for the results of the simplified rate case and that she should have it in April or May of 2014. T. Matheny noted the rate of return in 2012 was good but she will continue to monitor it.  Water Commission Meeting Minutes – December 17, 2013 – Page 2 Approval of Vouchers Moved by Commissioner T. Wegand, seconded by Commissioner J. Wegand to approve and authorize payment of the vouchers in the corrected amount of $40,832.34.58 and draw from the respective funds.
