Members of the public may view and listen to the open session of this meeting at www.facebook.com/CityofLodi/. ----------------------------------------------------------------------------------------------------------------------------------------------------- Page 2 of 2 2 AGENDA ITEM B.1 COUNCIL COMMUNICATION AGENDA TITLE: Receive Presentation on Federal Lead and Copper Rule Revisions (PW) MEETING DATE: September 17, 2024 PREPARED BY: Public Works Director RECOMMENDED ACTION: Receive presentation on Federal Lead and Copper Rule Revisions. BACKGROUND INFORMATION: The City of Lodi Public Works Department is responsible for assuring the City’s drinking water meets or exceeds all State and Federal drinking water standards. As reflected in the 2023 Annual Water Quality Report, issued April 2024, Lodi’s drinking water is safe and met and continues to meet or exceed all State and Federal requirements. In 1991, the US EPA established the Lead and Copper Rule. In January of 2021, the US EPA issued revisions to the federal Lead and Copper Rule (LCRR) with a goal to better protect communities and children in elementary schools and childcare facilities from the impacts of lead exposure. The revised LCRR requires community water systems throughout the United States (approximately 4,000 water systems in California) to conduct an inventory of service lines and determine the material of those lines and fittings. The City of Lodi has over 20,000 water service lines that meet the inventory criteria. In November of 2023, US EPA issued a revised timeline that requires the inventory to be completed by October 16, 2024. In September of 2023, the City engaged Woodward and Curran to develop and submit the initial inventory to the State of California Division of Drinking Water by the October 16, 2024 deadline. In accordance with the timeline, within 30 days of October 16th, the City is required to provide notification to property owners if their service is constructed of lead fittings, galvanized fittings, or if the material is unknown. It is important to emphasize this effort is part of a larger US EPA program to inventory lead services in the United States and that the concentration of lead in the City’s water system remains below all State and Federal regulatory action levels. During the special meeting, Staff will provide a presentation to Council that outlines the requirements associated with the revised federal Lead and Copper Rule, a status of the current inventory, and the plan moving forward to follow through with the notification requirements.
