CALL TO ORDER/ROLL CALL: 5:30 p.m. Trustees Present: Frankie Kooger. Caitlin Casey (via zoom), Brian Campbell, Eve Melton, and Nick Dalebout. Also Present: Interim Director Andriana Martin, Programs and Literacy Manager Yvette Herrera, and Senior Administrative Clerk Jazmin Duffy, B. INTRODUCTIONS C. APPROVAL OF MINUTES Trustee Melton motioned, Trustee Dalebout seconds. Motion Carries. D. COMMENTS BY THE PUBLIC, LIBRARY BOARD, AND STAFF (NON-AGENDA ITEMS) If you wish to address the Library Board, please refer to the Notice at the beginning of this agenda. Individuals are limited to one appearance during this section of the Agenda. (The time allowed per person per non-agenda item for comments made by the public is limited to five minutes.) • Interim Director Andriana Martin inquired about obtaining a copy of the Trustee Bylaws. Trustee Kooger mentioned they are usually kept at the library, while Trustee Campbell added they can also be found on the City of Lodi website. Trustee Dalebout offered to email a PDF version to Martin. Trustee Kooger then asked if a meeting had been scheduled to interview potential candidates for the permanent director role. Andriana responded that Adele Post is no longer with the city. Administrative Clerk Jazmin Duffy noted that Christina is serving as interim Human Resources representative due to Adele Post's recent retirement. Trustee Kooger requested the next board meeting include the Human Resources Director, with a closed session scheduled at 5:30 p.m., followed by the regular meeting at 6:00 p.m. E. REPORTS E-1 Phillips Financial – Christian Phillips • Trustee Kooger noted that investment reports show an approximate $12,000 increase year to date. Christian Phillips confirmed this, stating the investments are up by 8% year to date, with four months remaining in the year. This growth aligns with the moderate risk tolerance of the investment strategy, focused on income to moderate growth. Last year, the investments yielded an 11% return. Phillips estimated cumulative growth to be around $170,000 since the initial donation in 2004, which has been used as intended. When asked by Trustee Kooger if any changes were necessary, Phillips assured the board he would continue adjusting the portfolio as market conditions dictate. He explained that 58% of the investments are in equities, with the remainder in bonds. Trustee Campbell asked if the current moderate risk was the best course with the investments. Phillips explained that a more aggressive growth approach would be needed if there were significant upcoming projects. The current strategy is designed to balance risk and return, preparing for potential market downturns. Trustee Kooger expressed a preference to remain within the moderate risk level to avoid the possibility of significant losses, should market conditions change rapidly. E-2 Library Report – Andriana Martin Building & Technology: • No updates were reported. Staff & Volunteers: • Five new staff members have been onboarded: three librarian associates and two library aides. One librarian associate position remains open and will be filled soon. Continuing Education & Meetings: • Three staff members are being sponsored by the California State Library to receive Mental Health First Aid Instructor training. Staff members Jenna and Andriana will complete their training by the end of August. Programs: • Andriana shared the library programs continue to show strong attendance, with hopes for increased participation next month. Interim Director Andriana confirmed that this is a newly formed board, with only two members returning from the previous one. E-3 Private Sector (Trustees’) Investments Report • See E-1. E-4 Lodi Public Library Foundation Report – Stuart Krengel • No updates to report. E-5 Friends of the Lodi Public Library Report – Kathryn Siddle • Yvette Herrera reported on behalf of Kathryn Siddle, that the bookstore earned $2,199.15 in August. E-6 Adoption of the Patio Policy– Andriana Martin • The interim director shared that the patio policy was developed with the goal of board approval before the patio opens. Trustee Kooger questioned the need for a separate patio policy when there is already a Library Policy in place. Interim Director Andriana explained that the outdoor patio space requires specific rules, such as allowing liquids and food, prohibiting fires, and banning climbing on fixtures. Programs Manager Yvette Herrera suggested amending the existing policy instead and presenting it next month. Trustee Kooger asked which additional rules would be included in the addendum. Andriana clarified that they would prohibit standing, sitting, or climbing on water features or statues. Trustee Melton supported the idea of an addendum since many of the rules, such as not moving furniture or equipment, would also apply to the main library. Yvette Herrera proposed making the rules applicable to the entire library premises. Trustee Kooger recommended updating the existing policy with the new patio-related rules and eliminating the need for a separate patio policy. Trustee Kooger called for a motion to accept the proposal (E-6) as written. Trustee Casey motioned to approve as articulated, and Trustee Melton seconded. The motion passed. E-7 Library Closure for Lodi Street Fair– Yvette Herrera • Trustee Kooger noted that the library traditionally closes for the street fair, and suggested agreeing to close on the two necessary street fair dates. Yvette Herrera proposed making it a standing policy to close for the May and October street fairs, which typically occur on the first Sunday of the month. Trustee Kooger moved to amend the proposal (E-7) to officially close for the May and October street fairs on a perpetual basis. Trustee Dalbout seconded, and the motion carried. F.
