Citizen Participation Plan Public Hearing Proposed 2025 Wastewater Treatment Facility Improvements – Lone Rock Village of Lone Rock Meeting Minutes May 14, 2024 1. List of attendees. Topics of discussion – − The Citizen Participation Plan for the Community Development Block Grant for Public Facilities (CDBG-PF) − Wastewater Treatment Facility (WWTF) Facility Plan o Wisconsin Pollutant Discharge Elimination System (WPDES) Permit requirements:  Effluent BOD5 limit = 50 mg/l  Preventative Action limits - Nitrogen, Nitrite, +Nitrate (Dissolved) = 3.2 mg/l  Preventative Action limits - Nitrogen, Ammonia (Dissolved) = 0.97 mg/l  Preventative Action limits - Total Dissolved Solids = 280 mg/l o Non-compliance issues:  Unable to meet Effluent BOD5 limit  Current Groundwater has high nitrates; unable to meet Preventative Action limits for Groundwater  Exceeded capacity for sludge storage in WWTF lagoons; which caused release of excess nutrients and allowed for excess growth of algae and duckweed  Ex. aeration system is deficient; broken and floating aerators; holes in air lines  Broken and inoperable wastewater process control valves  Debris/Trash accumulation within wastewater equipment causing plugging and excess wear issues  “Short-circuiting” and limited detention time for wastewater treatment in ex. WWTF lagoons o Proposed Alternatives:  “Do Nothing Alternative”=>DNR Legal Enforcement  WWTF Lagoon System Improvements=>selected Alternative  Activated Sludge Mechanical Treatment Facility=>most expensive Alternative  Recirculating Sand Filter Treatment Facility=>higher costs than WWTF Lagoon System and not as cost-effective o Proposed activities for Proposed 2025 Wastewater Treatment Facility Improvements – Lone Rock Project:  WWTF Treatment Process Improvements – construction of a proposed 27’ x 38.5’ Control Building and 13.5’ x 27’ Headworks Building with associated plumbing, HVAC, and electrical components; installation of Motor Control Center, Emergency Power Generator, Blowers, Mechanical WWTF Screen, Septic Tank, and WWTF  Lagoon Cells’ Baffle Walls; and replacement of the Aeration System, Control Valves and Manholes, Seepage Cells’ Effluent Discharge Piping, and associated piping, electrical controls, and appurtenances; and yard landscaping/restoration at the existing WWTF − Estimated Project Costs = $3,242,000 − Estimated Impact on Sewer Rates o Current Annual Residential Sewer User Fees = $290/yr. o Estimated Annual Increase – Residential Sewer User Fee = $930/yr./user = $232.50/qtr./user (w/o Wisconsin DNR Clean Water Fund Loan) o Estimated Annual Increase – Residential Sewer User Fee = $552.08/yr./user = $138.00/qtr./user (w/Wisconsin DNR Clean Water Fund Loan) − LMI % = 56.82% (Census-eligible) − Amount to be requested for project ($1,000,000) − The proposed amount of funds ($1,000,000) to be used to benefit low-and moderate-income persons − Goals and objectives of the CDBG program − The total amount of CDBG funds available − Public facilities, economic development, and housing needs − No persons will be displaced as a result of the proposed activities. 4. Attendees were advised that CDBG-PF Application Proposal can be changed in response to local demand or can apply for funding for other activities at a later date. 5. Attendees were advised of other housing, public facility, and economic development activities that can be assisted with a CDBG Grant. 6. Closed hearing at 6:19 PM.
