Attachments: ATS Report. April 2021.pdf Commissioner Garate reported that the ATS standing committee met on Monday, April 5th at 11:20 pm. Commissioners present were Adams, Garate, Vuong; Absent was Commissioner Karadjov. The first discussion was around leaf blowers. Commissioner Vuong suggested that the commission wait for the City's impact report due next year before any continued analysis. The second discussion centered around the accessibility of the new playground at Junipero Beach. Lastly, the committee discussed the importance of getting vaccinated and the positive role that paratransit was playing in the roll-out. Future agenda items include ramps discussion at beaches. A motion was made by Commissioner Swanson, seconded by Commissioner Karadjov, to approve recommendation. Attachments: YEP Standing Committee Report.April 8 2021.pdf Commissioner Swanson reported that she and Commissioner Kumiyama met on March 18th to discuss 1) future presentation on equity in public space by Brian Ulaszewski of City Fabrick at a CACoD meeting, focusing attention on minimum standards vs. optimum standards and the definition of universal design in the City; 2) future analysis of recent library audit; and 3) would like to ask again for City Traffic Engineer, Cark Hickman to present at an upcoming CACoD meeting. A motion was made by Commissioner Garate, seconded by Commissioner Kumiyama, to approve recommendation. Page 3 of 5 CITY OF LONG BEACH THURSDAY, APRIL 8, 2021 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES 5. 21-021CA Recommendation to memorialize intentions and begin discussions around how CACoD can support and advocate for people with disabilities as the City identifies potential uses for the 13-acres of undeveloped land in the downtown area. With the City's housing element being actively discussed and analyzed, Commissioner Swanson reminded the commission of the need for accessible and affordable housing in Long Beach. Commissioner Swanson went on to state that the 13-acres in the downtown area could be devoted to affordable housing and recommended that CACoD participate in these discussions as the item evolves. This discussion was sent to Accessibility, Transportation and Services standing committee. A motion was made by Commissioner Swanson, seconded by Commissioner Kumiyama, to approve recommendation. A motion was made by Secretary Vuong, seconded by Commissioner Garate, to approve recommendation. The motion carried by the following vote: Yes: 7 - Jeremy Hill, Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong and Stephen Adams Absent: 1 - Nubia Flores Cedeno Page 4 of 5 CITY OF LONG BEACH THURSDAY, APRIL 8, 2021 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES AGENCY REPORTS Vice Chair Adams reported that The Children's Clinic Family Health Center is ramping up vaccine efforts in both the north and west side of the City, seeing 1000s of people weekly. Commissioner Swanson reported that Heart of Ida is one of the five organizations that was selected to support the rental assistance program and is currently waiting on training. STAFF REPORT Heather Van Wijk reported the following: 1) The City has officially transitioned over to MyTurn for vaccine appointments and notifications; 2) The mobile vaccine unit is in operation for people who cannot leave their home for vaccine appointments; 3) The City is currently drafting an update to the Housing Element to fulfill requirements under state law and currently has a survey open on the City's website. Additional virtual meetings and opportunities will be available later this spring, as the City continues its work in developing a draft plan. 4) Long Beach Emergency Rental Assistance (LB-ERAP) - On-line applications available beginning the week of Monday, April 12, 2021 for LB-ERAP for qualifying tenants impacted by Covid-19. More information can be found at www.longbeach.gov/rentalassistance. 5) The ADA National Symposium will hold their annual event this year, registration begins April 15th.
