Executive Director and Secretary Kandice Taylor-Sherwood introduced Sandy Witz, who is the new Assistant Director of Human Resources for the Harbor Department. The Commission welcomed Ms. Witz to the City of Long Beach. 1. 18-040CS Recommendation to approve minutes: Regular Meeting of February 7, 2018 A motion was made by Commissioner Hicks, seconded by Vice President Smith Watts, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Recruitment & Selection Ms. Slaten provided the Commission with an update of recruitment and testing efforts. Personnel Analyst Sheree Valdoria will be facilitating the Senior Equipment Operator - Bulldozer performance examination, to be held on February 22, 2018, at the Beach Maintenance Yard at 4320 Olympic Plaza. Analyst Kris Ramos is facilitating the Police Recruit application process. Analyst An Lan Pham is assisting with recruiting efforts. Personnel Analyst Shellie Goings is conducting the examinations for Battalion Chief and Fire Engineer. She is also mentoring three CSULB interns, who are completing their practicum as part of their Master’s Degree in Industrial Organizational Psychology. Special Projects Ms. McDonald provided an update on the status of issues being studied by the Labor Management Committee, of which she is a member. Ms. McDonald has represented Civil Service at multiple ERP training sessions. She is also responsible for the NEOGOV pilot program and is analyzing the policies of Tyler Munis versus NEOGOV. More discussions are planned during ERP sessions next month to determine if the city will use Tyler Munis or NEOGOV’s requisition and performance evaluation piece. Ms. McDonald is working with Sofia Style, FUSE Corps Executive Fellow, on a technical piece in NEOGOV, to allow departments to see the requisition path in the NEOGOV system. Administration Support Services Ms. Alamo reported that the 1½ year-long filing project was recently completed by Administration Support Services staff members. She and Rathsara Gunesekara provided details of the project which included reviewing over 6,300 employee files, moving 1,827 files of retired employees and securing 42 boxes of closed employee files for permanent retention in the Records Center. Vice-President Smith Watts commended staff for their hard work in taking on such an enormous project, and ensuring the integrity of Civil Service records and documents. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM Commissioner McGilton-McGlamery asked how it was determined which files would be retained in-house versus being stored. Ms. Alamo explained the city’s records retention policy as it relates to maintaining personnel files. Commissioner Perry asked if Civil Service documents and records are scanned. Ms. Alamo advised they are planning to scan requisitions, to reduce the number of hard files that will need to be moved to the new city hall building. Executive Director’s Report Ms. Taylor-Sherwood acknowledged staff for organizing workspace to accommodate a new printer which will help to streamline processes and work more efficiently. She also thanked staff for their time and dedication with recruitment efforts. Ms. Taylor-Sherwood updated the Commission on projects which have been assigned to the CSULB interns; a diversity study project, a classification study project to identify positions that may lead to apprenticeships, and a Supervisory Skills Assessment project. UNFINISHED BUSINESS President Arias reminded the Commission to provide subcommittee updates during future meetings. NEW BUSINESS President Arias advised that the Closed Session matter will be pulled and heard during a future CSC meeting due to an incorrect Government Code citation that was documented in this Agenda.
