A motion was made by Vice Chair Turpin, seconded by Commissioner Kelly, to approve recommendation. The motion carried by the following vote: Yes: 7 - Colin Kelly, Ted Kuhn, Elizabeth Lambe, Theresa Marino, Tom Mayes, Mark Turpin and David Thornburg Absent: 1 - Camille Daniels NEW BUSINESS 2. 19-015MA Recommendation to receive supporting documentation into the record, conclude the public hearing, consider the Appeal from Anthony Christopher Domino; and deny the Appeal and uphold the Marine Bureau's decision to terminate Permit No.1349183 for violation of the Long Beach Marina Rules and Regulations. (District 3) Elvira Hallinan, Manager, Marine Bureau reviewed the supporting documentation to terminate Permit No. 1349183. If Mr. Domino is discovered living aboard his vessel, his permit will be terminated by the Marine Bureau. An appeal will not be granted. Commissioner Lambe spoke. Commissioner Kelly spoke. The motion carried by the following vote: Yes: 6 - Colin Kelly, Elizabeth Lambe, Theresa Marino, Tom Mayes, Mark Turpin and David Thornburg No: 1 - Ted Kuhn Absent: 1 - Camille Daniels 3. 19-013MA Recommend the placement locations for dedicated benches outlined in Attachment “A”. (District 3) Elvira Hallinan gave an overview on the new/replacement benches and locations. Guest Larry Goodhue mentioned he was concerned about the location of the benches at Marine Stadium. Marine Maintenance Eric Woodson, Superintendent, Marine Maintenance gave the following update: · Rowing Center - Trash enclosures have been refurbished. · Staff is gearing up for the annual Grand Prix. · The Marine Maintenance locker room is under construction. · Equipment Operator update was given. Beach Maintenance Cory Forrester, Superintendent, Beach Maintenance gave the following update: · Grand Prix - Flowers have been planted at the winner’s circle and the dolphin center. · Three dump trucks are now in service. · Equipment Operator interviews are being conducted. · Restoration at the LB Sea Base was reviewed. Marine Operations Elvira Hallinan, Manager, Marinas and Beaches, gave the following brief update: · The Superintendent, Marine Operations interviews will be conducted at the end of the month. · The newly implemented Marina billing system was reviewed. · The Tidelands Capital Projects staff are preparing a report on kiteboarding and recreational use for the May 9, 2019 MAC meeting. Chairman Thornburg requested to have an Ad hoc meeting to review/address the concerns of the 2nd and PCH road diet. The committee is to prepare a letter for submission to the City Council. Elvira Hallinan proposed a MAC meeting to be held in the evening to review boat owners’ impact of Alamitos Bay parking study on parking in basins 1, 2, and 3. Public Works and Economic Development will provide a presentation and overview. Commissioner Kelly spoke. Commissioner Lambe spoke. Chairman Thornburg spoke. Commissioner Mayes spoke. Elvira Hallinan recommended to hold a MAC meeting on May 23, 2019 at 6 pm, to review boat owner’s parking in basins 1, 2, 3. The location is TBD. The motion carried by the following vote: Unanimous FINANCE COMMITTEE Mark Turpin - Vice Chair Commissioner Marino reviewed the revenue and financials. PUBLIC COMMENT Guest Bob Vatz spoke of his concerns on the traffic and parking with the new 2nd and PCH development. Guest Jim Corbett commented on the kiteboarding meeting. Mr. Corbett spoke on a public outreach program. Guest Anna Christensen, Sierra Club, spoke on the Blue Heron colony, the palm trees on Marina Drive and Marina Drive traffic. Guest Dean Zazone, thirty-year tenant, commented he was disappointed how MAC voted on Permittee No.1349183, and was a dangerous precedent to set. Mr. Zazone spoke on parking and traffic. A guest spoke on kiteboarding. Guest Melinda Cotton spoke on lifeguards, kiteboarding and the launch area. Guest Eileen Alvarado, Sierra Club commented on Marina Drive. Guest Chris Macy reviewed the harbor cleanup efforts with the LB Sea Base, and mentioned the 100th anniversary celebration of the LB Sea Scouts on April 27, 2019.
