A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM HEARING 2. 15-019PR Adopt a resolution and approve the proposed Fiscal Year 2015 (FY 15) General Park fees and fee changes and make such changes effective April 17, 2015. Del Ransom administered the oath to those testifying at the hearing. Vice President Goldberg spoke. Director Chapjian spoke. Lucy Johnson spoke. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 3. 15-020PR Recommendation to approve the fee waiver requests outlined in Attachment "A" in accordance with the Fee Waiver Policy. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 4. 15-022PR Authorize the Director of Parks, Recreation and Marine to execute all documents necessary to issue a revocable use permit to California Heights Parent Participation Nursery School, Inc. for the operation of a cooperative nursery school; including the nonexclusive use of the playground and continued placement/use of a storage shed at Somerset Park; and the nonexclusive use of the playground at Cherry Park as a backup site; on a month-to-month tenancy at the discretion of the Director. (District 3) This PR-Agenda Item was withdrawn DIRECTOR'S REPORT TO COMMISSION 6. 15-021PR Recommendation to receive and file the Director's monthly highlights report, "We Create Community" for April of 2015. A motion was made by Commissioner Heggeness, seconded by Commissioner Sievers, to approve recommendation. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette CORRESPONDENCE Rudolph Galindo - resignation as Parks & Recreation Commissioner Grace Earl - El Dorado Park Soccer Fields COMMITTEE STATUS REPORTS EXECUTIVE COMMITTEE President Antonette - Chair President Antonette provided the report. The 2015/2016 budget was discussed. MAINTENANCE & INFRASTRUCTURE COMMITTEE President Antonette - Chair President Antonette provided the report. The committee met at Willow Springs Park and toured the property and reviewed the master plan. Commissioner Zanatta spoke. President Antonette spoke. Stephen Scott provided an update on the Governor's executive order on water restrictions. We are working with our Water Department to understand impacts. President Antonette spoke. Stephen Scott spoke. Director Chapjian spoke. Commissioner Zanatta spoke. Commissioner Sievers spoke. A discusstion ensued. Ranger Report The report was reviewed. President Antonette spoke. JOINT USE COMMITTEE MEETING - AD HOC Vacant - Chair OLD BUSINESS NEW BUSINESS Commissioner Sievers discussed recieving some calls and being approached by residents about fishing line, hooks, and debris at the duck ponds. Commissioner Sievers would like the Maintenance and Infrastructure Committee to take a look at the issue. President Antonette spoke. Director Chapjian spoke. Ann Cantrell spoke. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. Susan Miller spoke regarding bird nesting season. Vice President Goldberg spoke. Director Chapjian spoke. Commissioner Zanatta spoke. Ann Cantrell spoke regarding dogs being off leash illegally transvering the parking lot and beach to Rosie's Dog Beach and fencing off of the trees in the Belmont parking lot. Director Chapjian spoke. Susan Miller spoke. Vice President Goldberg spoke. Ann Cantrell spoke. STAFF COMMENTS Gladys Kaiser highlighted the profile in our newletter of one of our class instructors. Robert Livingstone advised we are working with Virginia Country Club to assist with tee times for their members when they close the country club to re-do the fairways. Hurley Owens spoke regarding hiring of our new Landscape Superintendent and he looks forward to working on our challenges with water. Commissioner Sievers asked for a status on the tree inventory. Mr. Owens stated the inventory is in draft form and under review. Director Chapjian announced he is looking forward to introducing our new landscape superintendent and park planning officer. COMMISSIONER COMMENTS Vice President Goldberg gave a report on Dirtbag baseball. President Antonette stated we will be busy in the coming months.
