Director Chapjian took roll call and confirmed a quorum. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM 1. 15-024PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of April 16, 2015. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette PRESENTATIONS Presentation to April 2015 Employees of the Month Presentation to Ranger unit in appreciation of service to PRM Michelle Wilson presented the April Employee of the Month to Community Recreation Services employee Joelle Simmons for her outstanding efforts in assisting in saving the life of a Belmont Pool patron. Additionally, Marine Bureau Supervisor Mark Januszka and Community Recreation Services Recreation Leader Eric Colbert, who also assisted in life saving measures of two additional people, but unable to attend to receive their recognition. The Long Beach Park Ranger unit was recognized in appreciation for their services to the Department. The unit is now under the direction of the Long Beach Police Department, however, they will always be part of the Parks Family. Commander Rich Farfan and Lieutenant Chris Morgan attended on the behalf of the Long Beach Police Department. COMMISSION ACTION ITEMS 2. 15-025PR Recommendation to authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment “A” of the agreements as needed. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 4. 15-027PR Support the proposed improvements to baseball fields #2 and #6 in El Dorado Park and recommend the City Council approve a Right of Entry Permit and any other necessary documents, for Los Altos Youth Baseball and Softball of Long Beach, Inc., a non-profit corporation, and/or its agents, to make various improvements, and to accept a donation of planning, labor and materials and install various improvements in El Dorado Park, for a period of two-years with a one-year extension at the discretion of the City Manager. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 5. 15-028PR Support the proposed improvements to the fence at Heartwell Park Baseball Field #9, and authorize the Director of Parks, Recreation and Marine to accept a donation of planning, labor and materials and execute a one-year Right of Entry Permit and any other documents necessary for Heartwell Baseball, Inc., a California non-profit corporation, and/or its agents to install the fence. Ann Cantrell spoke regarding the artificial turf meeting and fencing around current soccer fields that are being renovated. She also discussed bird injuries as a result of the El Dorado fishing lakes. Ms. Cantrell distributed pictures taken by El Dorado Audubon. Director Chapjian spoke. Commissioner Heggeness spoke. Commissioner Zanatta spoke. Commissioner Sievers spoke. A discussion ensued. Dennis Denevan spoke regarding the Civil War Cannon Project. President Antonette spoke. Vice President Goldberg spoke. Lawrence Christian spoke regarding an off-leash dog incident in Whaley Park and staff's lack of knowledge on addressing the situation. Director Chapjian spoke. Lawrence Christian spoke. Commissioner Zanatta spoke. Vice President Goldberg spoke. A discussion ensued. Mary Parsell with El Dorado Audubon spoke regarding statistics of rescued birds in the Belmont Pool area. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM Gladys Kaiser spoke regarding the 100 Days of Summer kick off concert scheduled for May 22, 2015. The family entertainment guide has been distributed. President Antonette asked about our involvement in Beach Streets. Gladys Kaiser reported we are very heavily involved with Schereer Park programming. Robert Livingstone reported on turf conversion opportunities for our Golf Courses and applications submitted to convert approximately 52 acres of turf reduction in 4 golf courses. Director Chapjian reported we are working with staff regarding water conservation efforts, opportunities for turf conversions in medians and parks. Additionally, Director Chapjian advised the Commission regarding some changes they may see some changes to the Victory Park area, which does not fall under the Parks & Recreation Commission jurisdiction. COMMISSIONER COMMENTS Commissioner Morrison asked if Willow Springs Park would be on the agenda soon to discuss future development. Director Chapjian confirmed Meredith Reynolds is working with the Office of Sustainabililty on a couple of projects within the park. These items will come to the Commission. Additionally, she congratulated the Department on ranking 18 out of 75 parks by the Trust for Public Land.
