CALL TO ORDER
Acting Director Stephen Scott called the meeting to order at 9:05 am. Director Scott
took roll call and confirmed a quorum.

Commissioners Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta,
Present: Benjamin Alan Goldberg and Ron Antonette
Nomination and election of officers.
Director Scott called for nomination and election of officers for 2015-2016. Director Scott
stated a nominating committee was appointed at the June Parks and Recreation
Commission meeting. Commissioner Heggeness & Commissioner Sievers were selected.
Commissioner Heggeness, Chair of the Nomination Committee, provided an oral report,
with the slate as follows: Commissioner Ron Antonette, Chair, Commissioner Ben
Goldberg, Co-Chair.
Director Scott asked for additional nominations, hearing none a call for a vote for
Commission Chair approval for Commissioner Ron Antonette was made.
The vote carried unanimously in favor of Commissioner Antonette.
Director Scott congratulated President Antonette and relinquished the gavel to President
Antonette to call for the vote of Vice-Chair.
President Antonette called for a vote from Commissioners for a vote for the support of
Commissioner Goldberg for Vice -Chair.
The vote carried unanimously in favor of Commissioner Goldberg.
APPROVAL OF MINUTES
1. 15-043PR Recommendation to approve the Parks & Recreation Commission
Meeting minutes of June 15, 2015.
A motion was made by Commissioner Heggeness, seconded by
Commissioner Morrison, to approve recommendation. The
motion carried by the following vote:

2. 15-044PR Recommendation to approve the Parks & Recreation Commission
Meeting minutes of June 18, 2015.
A motion was made by Commissioner Heggeness, seconded by
Commissioner Morrison, to approve recommendation. The
motion carried by the following vote:
Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David
Zanatta, Benjamin Alan Goldberg and Ron Antonette
PRESENTATIONS
June 2015 Employee of the Month.
Gladys Kaiser presented the June Employee of the Month to Carrie Sinohui.
Director Scott introduced our new City Attorney representative - Linda Vu.
Director Scott introduced Lori Jarmacz, new Community Recreation Services
Superintendent. Most recently, Lori has been supervisor over the City's pools and aquatics
programs. Gladys Kaiser stated she is very excited for Lori to join her management team.
Director Scott introduced Kelly Parkins, new Grounds Superintendent for the Maintenance
Operations Bureau. Hurley Owens stated Kelly is a welcome addition to the team.
Additionally, Ken Roberts was introduced as Acting Superintendent of Park Facility
Maintenance. Like Kelly, Ken's background and experience make him a welcome addition
to the MOB team.
Director Scott then introduced a guest to the Commission meeting. Senior Advisory
Commissioner Mary Alice Sedillo. Ms. Sedillo looks forward to observing and learning from
the Parks & Recreation Commissioners.
Lastly, Director Scott introduced Amy Manning, Acting Business Operations Bureau
Manager for PRM. Amy has a wealth of knowledge of the City having worked in various
capacities over the years.

3. 15-045PR Recommendation to authorize the Director, or his or her management
designee, to execute the Personal Services and Instruction Agreements
and amend Attachment “A” of the agreements as needed.
Gladys Kaiser presented the staff report.
A motion was made by Vice President Goldberg, seconded by
Commissioner Heggeness, to approve recommendation. The
motion carried by the following vote:
Yes: 6 - Julie Heggeness, Stacey Morrison, Ron Sievers, David
Zanatta, Benjamin Alan Goldberg and Ron Antonette
4. 15-046PR
Recommendation to approve the fee waiver requests outlined in
Attachment "A" in accordance with the Fee Waiver policy.
Commissioner Goldberg spoke regarding the fee waiver request for Long Beach
Grunions. The group does not currently fit within the commission fee waiver
policy due to the inability to waiver staff fees at the facility.

A motion was made by Vice President Goldberg and seconded by
Commissioner Heggeness to deny the request for fee waiver for the Long
Beach Grunions.

approve the fee waivers with the exception of the Long Beach
Grunions, to be pulled and discussed further. The motion carried

Authorize the Director to execute the First Amendment to Fitness
Provider Permit No. 33008 with Fitness Through Motion at Recreation

The Committee met and discussed the agenda. Additionally he commented hopefully we
will have a newly appointed commissioner to attend the August meeting to hear the
presentation on Lincoln Park. We anticipate to have possibly have a new commissioner
seated by the September meeting.

The FY-16 budget was reviewed as well and upcoming Fee Hearing for the September
meeting.

Gladys Kaiser spoke regarding Summer Day Camps success. There is a big demand for
custodial care due to our reputation for our day camps. Additionally she provided
information regarding upcoming events.
Meredith Reynolds provided a brief overview of projects in our parks and an upcoming
community meeting regarding the Terminal Island Freeway and freeway relocation that will
also include open space.
Robert Livingstone provided information on the Long Beach Open and the inductees of the
Long Beach Golf Hall of Fame.
Director Scott provided information regarding the skate park amenities and the opening
event. Additionally he spoke about the budget meeting timelines. Next month the
Commission will be receiving a presentation on Lincoln Park. Commission action on the
park will be brought forward in September.
Hurley Owens stated he looks forward to the challenges ahead and is excited about the
team he has managing through this drought period.
