CALL TO ORDER
The Parks and Recreation Commission meeting was called to order by Chair Goldberg at
9:03 a.m., at the El Dorado Park Senior Center.
ROLL CALL
Director Mouet took the roll call and confirmed a quorum.

ELECTION OF OFFICERS
18-050PR Director Mouet stated the July 2018 organizational meeting included
the election of Chair and Vice Chair. As such, he called for
nominations for Chair of the Parks and Recreation Commission.
Commissioner Goldberg nominated Julie Heggeness for the Chair of
the Parks & Recreation Commission. There were no other nominations.
The nomination carried by the following vote:
Yes: 6 - Ron Sievers, David Zanatta, Benjamin Goldberg, Margo Morales,
Stella Ursua, Julie Heggeness and Mariela Salgado

18-051PR Chair Heggeness called for nominations for Vice Chair of the Parks
and Recreation Commission.
Commissioner Goldberg nominated David Zanatta for the position of
Vice Chair of the Parks & Recreation Commission. There were no
other nominations.
The nomination carried by the following vote:
Yes: 6 - Ron Sievers, Julie Heggeness, Benjamin Goldberg, Margo Morales,
Stella Ursua, David Zanatta and Mariela Salgado
PRESENTATIONS
Employee of the Month - June 2018
Emanuel has worked for the City for just over a year. He is a gardener serving the southwest
quadrant of the uplands park areas. In addition to those duties, Emanuel has stepped up to
assist the Grounds Maintenance Department with construction oversight on a number of
parks and medians, improvements to our sports turf program, and developed and continues
to improve our systems and program coordination with public works regarding persons
experiencing homelessness. In all of these areas, immense improvement has been seen in
every project he has undertaken.
Emanuel's approach to his job is a mix of creativity, experience, organization, and energy. Of
the many successes and contributions, he has made to the Ground's Maintenance group,
perhaps the most important is the standard he has developed for not only his parks, but in all
areas in which he is asked to assist. He has provided guidance to the contractor and City
staff on proper grading, sod installation, and subsequent care of athletic fields.
His dedication and spirit of innovation makes him invaluable to Grounds Maintenance and the
PRM family as a whole.
