CITY OF LOS BANOS SPECIAL CITY COUNCIL MEETING MINUTES JULY 28, 2025 ACTION MINUTES – These minutes are prepared to depict action taken for agenda items presented to the City Council. CALL TO ORDER: Mayor Amabile called the City Council Meeting to order at the hour of 5:00 p.m. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Police Sergeant Weins. ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Marcus Chavez – District 3, Deborah Lewis – District 4, Mayor Michael Amabile, District 1 – vacant; ABSENT: Council Members Evan Sanders – District 2 STAFF MEMBERS PRESENT: City Clerk/Human Resources Director Mallonee CONSIDERATION OF APPROVAL OF AGENDA: Motion by Lewis, seconded by Chavez to approve the agenda as submitted. The motion carried by the affirmative action of all Council Members present, Sanders absent. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. Mayor Amabile opened the public forum and invited the public to come forward to speak. KATHY BALLARD, business owner at Baskin Robbins, spoke regarding her concerns and problems with the garbage pick up service, how she has talked to Mid Valley about her concerns, it is out of control, people are stealing her trash which is on private property, they even bust her locks, frustrated with how the homeless are being mischievous and causing chaos and she is asking for help, her business needs to be kept clean for her customers, how she had to ask someone to leave because of the way he was acting and the went outside and continued to harass customers, she is asking for help and passed out photos to Council which are on file with the City Clerk; KIMBERLY CORNEJO spoke regarding the hexavalent chromium notice and inquired as to the City’s timeline, what to expect, we are being told that it is naturally occurring and how are you coming to that conclusion, would like more information than what’s being provided; DIAN SWEEGIN stated that she decided to become more active in the community, she spoke to her concerns with feral cats int eh community, frustrated with the explosion in population, the shelter I trying and we are up against quite a program which is a huge community problem and would like to have everyone thinking about what to do, we have to be humane and do something, lots of people trying but more needs to be done. No one else came forward to speak and the public forum was closed. Mayor Amabile spoke briefly to the concerns raised during the public forum. CLOSED SESSION – PUBLIC EMPLOYMENT; TITLE: CITY MANAGER, PURSUANT TO GOVERNMENT CODE SECTION 54957(b).
