MINUTES VILLAGE OF LOS LUNAS THURSDAY, JULY 10, 2014 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, July 10, 2014 in regular session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Councilman Gino Romero, Councilman Gerard Saiz, Councilwoman Paulette Sanchez-Montoya and Councilwoman Amanda Perea. Mayor: Charles Griego Mayor Pro Tem: Amanda Perea Council: Gerard Saiz Paulette Sanchez-Montoya Gino Romero Also present were: Martin Callahan, James Taylor, Marty Callahan, Buddy Vaughan, Briar Andes, Aaron Chavez, Andea Chavez, Rico Gonzales, Joe Gonzales, Sandy Schauer, Bob Anderson, Jim Rickey, Herb Jackson, Evie Jackson, Deborah Fox, and Cynthia Shetter. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required:  CALL MEETING TO ORDER.  PLEDGE OF ALLEGIANCE.  APPROVAL OF AGENDA.  PUBLIC INPUT FORUM. 1. ALLOCATE FUNDING FOR CONTRACTUAL HISTORICAL SERVICES. 2. MEMORANDUM OF UNDERSTANDING (MOU) WITH PLATEAU TELECOMMUNICATIONS – REGIONAL VITAL COMMUNICATIONS PROJECT. 3. TRAVEL (IN-STATE / OUT-OF-STATE). 4. APPROVAL OF MINUES: June 26, 2014. 5. ADJOURNMENT.  CALL MEETING TO ORDER. At 6:00 PM, Mayor Charles Griego brought the meeting to order and welcomed the audience.  PLEDGE OF ALLEGIANCE. Mayor Griego asked James Taylor to lead the Mayor, Council and audience in the Pledge of Allegiance.  APPROVAL OF AGENDA. Mayor Griego announced that Mr. Gregory Martin was absent and Mr. Marty Callahan would be sitting in for Mr. Martin. There were no amendments to the Council Agenda. APPROVAL: Motion to approve agenda MOVED: Councilwoman Montoya SECONDED: Councilwoman Perea CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST.  PUBLIC INPUT FORUM. Mr. Griego asked if there was anyone from the audience who wanted to speak to the Council who did not have a scheduled agenda item. Ms. Cynthia Shetter approached the podium – she wanted to announce that Route 66 postcards were now available to be purchased from the Museum. 1.ALLOCATE FUNDING FOR CONTRACTUAL HISTORICAL SERVICES. Ms. Cynthia Shetter presented item one. This is a request for the allocation of funding for contractual historical services. If approved, the Museum will contract with Mr. Rico Gonzales for six months. Mr. Gonzales will be resigning from the Museum to pursue his fellowship opportunity with UNM. Mr. Gonzales has been working on the history of Los Lunas and the founding families of the area. He has developed a reputation in the region and state for his abilities as an oral history interviewer. Mayor Griego asked for a motion from Council. MOTION: motion to approve allocation of funding for contractual historical services MOVED: Councilman Saiz SECONDED: Councilman Romero ROLLCALL: vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya - yes) FOR AND 0 AGAINST. 2. MEMORANDUM OF UNDERSTANDING (MOU) WITH PLATEAU TELECOMMUNICATIONS – REGIONAL VITAL COMMUNICATIONS PROJECT. Mr. Marty Callahan presented item two. Plateau Telecommunication will work with the Village of Los Lunas to connect Bosque Farms, City of Belen and Valencia County Sheriff’s Office with fiber optic connectivity which would improve public safety communications throughout Valencia County. The VRECC and the Village of Los Lunas IT Division host the Motorola Premier One public safety software platform. The State has given $125,000.00 for this project. Mayor Griego asked for a motion from Council. MOTION: motion to approve MOU MOVED: Councilwoman Perea SECONDED: Councilwoman Montoya ROLLCALL: vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya - yes) FOR AND 0 AGAINST. 3. TRAVEL. Mayor Griego asked if there was a motion regarding in-state and out-of-state travel. MOTION: motion to approve all travel MOVED: Councilman Romero SECONDED: Councilwoman Perea ROLLCALL: vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya - yes) FOR AND 0 AGAINST. 4. APPROVAL OF MINUTES. Mayor Griego asked if there were corrections or additions to the minutes of June 26, 2014 – there were none. MOTION: Motion to approve minutes of June 26, 2014 MOVED: Councilwoman Montoya SECONDED: Councilwoman Perea CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya - yes) FOR AND 0 AGAINST. 5. VILLAGE OF LOS LUNAS REGULAR COUNCIL MEETING AGENDA THURSDAY, July 10, 2014 – 6:00 PM COUNCIL CHAMBERS ‐ 660 MAIN STREET PLEASE TURN OFF ALL ELECTRONIC DEVICES DURING MEETING – THANK YOU  CALL MEETING TO ORDER.  PLEDGE OF ALLEGIANCE.  APPROVAL OF AGENDA.  PUBLIC INPUT FORUM. The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are welcome and should be given to the Village Administrator prior to the start of the meeting. Written materials will not be accepted during regular agenda items in the interest of time. CYNTHIA SHETTER 1. ALLOCATE FUNDING FOR CONTRACTUAL HISTORICAL SERVICES. TAB 1. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: Rico Gonzales resigned effective August 2, 2014 to pursue his fellowship opportunity with UNM. He has made contact and identified several oral history subjects that their interviews will help preserve the history of Los Lunas and the founding families of the area. During an oral history interview you must secure the subjects trust and confidence. Rico has developed a reputation in the regional and state for his abilities as an oral history interviewer. Local residents are seeking him because of this and his long standing place in the community. We would like to retain Rico on contract to keep the momentum of our oral history project continuing. MARTIN CALLAHAN 2. MEMORANDUM OF UNDERSTANDING (MOU) WITH PLATEAU TELECOMMUNICATIONS – REGIONAL VITAL COMMUNICATIONS PROJECT. TAB 2. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: In the 2014 legislative request, ICIP, the Village of Los Lunas requested capital funding for the Regional Vital Communications project which would improve public safety communications throughout Valencia County by providing fiber optic connectivity. The VRECC and the Village of Los Lunas IT Division hosts the Motorola Premier One public safety software platform for the Valencia County Sheriff’s Office, the City of Belen and Bosque Farms. Currently the only agencies that have direct connectivity are the Village and the County. Belen and Bosque Farms have to use a VPN client to connect through their respective Internet connections which are much slower, less secure, and less reliable than the direct fiber optic connections provide. TAB 3. TRAVEL (IN‐STATE / OUT‐OF‐STATE): a) Village employees are requesting permission to travel in-state to attend Law Enforcement/First Responder Training (August 18-21, 2014). Estimated cost of travel: the only cost will be for fuel for the Village vehicles. b) Village employee is requesting permission to travel in-state to attend Tribal/Local Public Agency Cradle to the Grave Training. Estimated cost of travel: this travel is $60.00, which does not include the cost of fuel. 4. APPROVAL OF MINUTES. TAB 4. a) Minutes of June 26, 2014 5. ADJOURNMENT.
