VILLAGE OF LOS LUNAS
THURSDAY, JUNE 7, 2018
The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, June 7, 2018 in regular session
at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Councilmen Christopher
Ortiz, Gino Romero, Gerard Saiz and Phillip Jaramillo.

Also present were: Gregory D. Martin, Debra Sanchez, Sandy Schauer, Bob Anderson, Bobby R., Jim Rickey, and DJ.
In accordance with Ordinance 114A, the following agenda was prepared and circulated as required:
• CALL MEETING TO ORDER.
• PLEDGE OF ALLEGIANCE.
• APPROVAL OF AGENDA.
• PUBLIC INPUT FORUM.
1. MINOR SUBDIVISION – FIRESTA AREA PLAN. REVISION.
2. VALENCIA COUNTY DENTION CENTER JOINT POWERS AGREEMENT (JPA) FOR HOUSING INMATES,
3. EXECUTIVE SESSION:
a) Hire Library Technician – Los Lunas Public Library Department.
b) Hire FT Solid Waste Commercial Driver – Solid Waste / Public Works Department.
c) Hire FT Streets Truck Driver/Equipment Operator – Street Department / Public Works
Department.
d) Hire FT Property Evidence and Vehicle Technician – Police Department.
4. APPROVAL OF MINUTES:
a. Minutes from May 24, 2018 Council Meeting.

At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience.
• PLEDGE OF ALLEGIANCE.
Mayor Griego asked Kevin Eades to lead the Council and audience in the Pledge of Allegiance.
• APPROVAL OF AGENDA.
Mayor Griego announced that item one on the agenda would be removed until further notice. Mayor Griego asked for a motion which
included the amendment.

1. MINOR SUBDIVISION – FIESTA AREA PLAN REVISION.
Item was removed from agenda.
2. VALENCIA COUNTY DETENTION CENTER JOINT POWERS AGREEMENT (JPA) FOR HOUSING INMATES.
Police Chief Naithan Gurule presented item two. Chief Gurule introduced Warden Chavez from Valencia County Jail. Valencia County
Detention Center is requesting the approval of a JPA for housing inmates. The increase would be $95.00 per day from the current $85.00.
Mayor Griego asked for a motion from council.
APPROVAL: Motion to approve JPA as presented

CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Saiz – yes;

3. EXECUTIVE SESSION.
Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15-1, that
the following matters would be discussed in closed session: hire Library Technician, Hire FT Solid Waste Commercial Driver,
hire FT Streets Truck Driver/Equipment Operator, and hire FT Property Evidence and Vehicle Technician.
APPROVAL: Motion to go into executive session pursuant to NMSA 1978 Section 10-15-1 (H) (2).

SECONDED: Councilman Jaramillo
CARRIED: Motion passed on a vote of 4 (Councilman Ortiz – yes; Councilman Saiz – yes; Councilman Romero – yes)
FOR AND 0 AGAINST. Adjourned at 6:08 PM.
At 7:05 PM, Mayor Griego asked for a motion from Council indicating that they discussed the hiring Library Technician, Hire
FT Solid Waste Commercial Driver, hire FT Streets Truck Driver/Equipment Operator, and hire FT Property Evidence and
Vehicle Technician.
APPROVAL: Motion to reconvene in open session pursuant to NMSA 1978 Section 10-15-1 (H) (2).

2. RESOLUTION 18-08 – A RESOLUTION OF THE VILLAGE OF LOS LUNAS ADOPTING THE LOS LUNAS STRATEGIC TOURISM
PLAN.
Ms. Christina Ainsworth presented item two. The Los Lunas Strategic Tourism Plan was developed following an industry
assessment and focuses on the strengths and opportunities in the area. Mayor Griego asked if there were any comments from
the public – there were none. Mayor Griego asked for a motion to close the public hearing and reconvene as a Council.

The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings.
Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are
encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard.
PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised
on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are
welcome and should be given to the Village Administrator prior to the start of the meeting. Written materials will not be
accepted during regular agenda items in the interest of time.

BACKGROUND AND RATIONALE:
Steven W. Hernandez, acting as agent for Sivage Community Development, LLC and Huning Limited Partnership,
has requested approval for revisions to Fiesta Area Plan, encompassing the following tracts of land: Subd: Los
Cerritos de Los Lunas Phase V Tract: 1A1A1A1A 205.32 acres, Tract: 1A1A1A1B 20.08 acres, Tract: 1A1A12A
25.01 acres, and Tract 1A1A1B 22.58 acres. This area plan revision calls for amendments to the current S-U
zoning standards.
NAITHAN GURULE 2. VALENCIA COUNTY DETENTION CENTER JOINT POWERS AGREEMENT (JPA) FOR HOUSING INMATES.

BACKGROUND AND RATIONALE:
The Valencia County Detention Center is requesting the approval of a Joint Powers Agreement for housing
inmates. An increase to house inmates is proposed from $85.00 to $95.00/per day.
