MINUTES VILLAGE OF LOS LUNAS THURSDAY, AUGUST 8, 2019 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, August 8, 2019 in regular session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Charles Griego, Christopher Ortiz, Cruz Munoz, Phillip Jaramillo, and Gino Romero was excused. At 6:00 PM, Mayor Charles Griego brought the meeting to order and welcomed the audience. • PLEDGE OF ALLEGIANCE. Mayor Griego asked James Taylor to lead the Council and audience in the Pledge of Allegiance. Mayor Griego announced that Councilman Romero was excused. • APPROVAL OF AGENDA. Mayor Griego then asked if there were any changes or corrections to the council agenda – there were none. Mayor Griego asked for a motion. APPROVAL: Motion to approve council agenda. MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. • PUBLIC INPUT FORUM. Mayor Griego asked the audience if there was anyone who wanted to speak to the Council regarding an item that was not on the council agenda. Mr. James Taylor approached the podium – he asked when the Village was going to be finished resurfacing Camelot Rd. Mayor Griego replied they repair the road as funds are available. Fire Chief John Gabaldon approached the podium – he wanted to present to Council the Firefighters who completed their probation and training. The following Firefighters received pins and recognition: Jericho Garcia, Matt McKay, Jonathan Arosa, Javier Rubio, David Sanchez, and Douglas Tregal. 1. TEEN CHALLENGE VIDEO PRESENTATION. Ms. Cynthia Shetter presented item one. Los Lunas Public Library held its summer program – several teens participated in the teen filmmaking class. The teens wrote a script, filmed and edited a 60 second public service announcement video that exhibited their unique interpretation of the 2019 summer reading program slogan “A Universe of Stories.” Equipment used was purchased with the 2019 Facebook Community Action Grant Program and submitted their creation to the National Teen Video Challenge. Presentation – informational. 2. LIQUOR LICENSE APPROVAL – LOS MORROS BUSINESS PARK. Mayor Griego asked for a motion from council to recess from council and convene in a public hearing to hear testimony regarding the liquor license. RESOLUTION 19-18 – UNITED STATES DEPARTMENT OF JUSTICE EDWARD BYRNE MEMORIAL JAG GRANT. Ms. Lisa Valenzuela presented item three. The Police Department is seeking approval of a resolution to submit an application to the Office of Justice Programs and Bureau of Justice Programs have made funds available for $11,774.00 to the Los Lunas Police Department. If the grant is funded the monies would be used to purchase monocular. The officers have been conducting auto burglary and auto theft operations at night and this would help support this operation. Mayor Griego asked Council for a decision. QUALITY OF LIFE COMMUNITY ASSESMENT. Mr. Jason Duran presented item four. Parks and Recreation Department recently conducted a community assessment to assist the Mayor and Council to best understand the priorities in the community. Jason introduced Ms. Jackie Fisher with Consensus Planning who will be presenting the results of the Quality of Life assessment. There were three areas that they looked at in the community assessment: Parks and Recreation, Library & Cultural Services, and Transportation. There were three components to the assessment – one was the survey, community meeting, and stakeholder interviews. The survey ran from February 24, 2019 thru March 31, 2019 – there were 32 questions and there were 965 responses. The purposed of the survey was to identify community priorities and a level of satisfaction related to Parks and Recreation, Library & Cultural Services, and Transportation. The public meeting was held on April 15th and 3 stakeholder meetings. The Library is doing a very good job, they are undersized and there is support for a branch library on the west side. Regarding Parks and Recreation, it was found that residents participate in recreation at a high level. There is gap in indoor and outdoor recreation facilities and programs offered by the Village. The department is doing a good job providing recreation programs – ballfields need improvement. Indoor facilities are lacking summer recreation, volleyball, basketball and wrestling. There is an unmet need for senior recreation programs. Lack of multi-use of trails and bike lanes – there is an overwhelming support for an aquatic center/swimming pool and/or water park. There is also strong support for more parks and open space for a sports complex. Residents would like to see more facilities on the west side. There is a willingness to increase taxes to pay for recreational amenities. Regarding Transportation – traffic congestion is at the top of the list. Major intersections need improvement. Main Street is the bulk of the concerns. There is a willingness to increase tax to pay for transportation. Mayor Griego asked council for comments. Councilman Munoz said that the Village needs to take one item at a time and follow it through. Councilman Ortiz concurred with Councilman Munoz. Mayor Griego asked Jackie if she had a number of how many Village residents responded out of the 965. Jackie responded that 518 were residents and 159 were not. Mayor Griego asked about how many were men and how many women who responded to the survey. Jackie aid that more women respond than men. 5. MINUTES. Mayor Griego asked if there were corrections to the council minutes of July 11, 2019 – there was none. This application is for a liquor license approval for Troubled Minds Inc. dba Tractor Brewing Company whose mailing address is 1800 4th St. NW in Albuquerque, NM is seeking a craft distiller off-site location liquor license and a Winegrower off- site location. Proposed location is 470 Sand Sage Rd. Los Lunas, NM. This is in Council District 2. The property owner is Steven W. Plummer. The future land use for this area projects it to remain industrial/industrial Business Park – bars and restaurants are permissible on the site. Public notice was published on July 11, 2019 and July 18 2019 as per the requirements of the Alcohol and Gaming Division. The Community Development Department has not received any opposition on this request. Staff review the application, found no major issues with the application, and recommend approval of the liquor license based on its conformance with our comprehensive plan, zoning and other ordinances.
