Councilor Gino Romero has served as Mayor Pro-tem since January 2024. Based on the rotation schedule, in 2026 it would be Councilor James Runyon’s turn to serve as Mayor Pro-tem, if he is willing and able. Roll call was taken, and the following were present: Mayor Charles Griego, Councilman Gino Romero (Joined via Teams), Councilman James Runyon, & Councilman Christopher Ortiz. At 6:00PM, Mayor Griego brought the meeting to order and welcomed the audience. • PLEDGE OF ALLEGIANCE. Mayor Griego asked Rhona to lead the Council and TEAMS participants in the Pledge of Allegiance. • PUBLIC INPUT FORUM. Mayor Griego asked the audience if there was anyone who wanted to address the council that did not have an item on the agenda – there was none. 1. PRESENTATION: GREATER VALENCIA COUNTY CHAMBER OF COMERCE – OVERVIEW OF SERVICES IN Ms. Victoria Archuleta introduced herself and Ms. Rhona Espinoza, the Executive Director of the Greater Valencia County Chamber of Commerce. Ms. Archuleta explains that in 2024 we entered our �irst sponsorship together which now has grown into a service agreement with the Chamber. She explained how we renewed our agreement for the 2025 calendar year and expressed that Ms. Espinoza would be giving a recap of all the great activities they have done in this calendar year. Ms. Espinoza thanked the council for allowing her to come and speak to them, along with Ms. Archuleta for her representation of the village. So, this presentation outlines the greater Valencia County Chamber of Commerce's services and support tailored speci�ically for the village of Los Lunas business community in 2025. We will explore the chamber's mission for services, economic initiatives, community partnerships and member success stories. We will cover 5 main areas: an overview of the Chamber, core services for Los Lunas businesses, economic development efforts, community engagement partnerships and member success stories showcasing the chamber's impact. This �irst section details the mission and vision for 2025 membership structure and eligibility, and the key leadership and organizational roles that guide the chamber's activities. The chamber's mission focuses on fostering and thriving a business community in Valencia County by promoting economic growth, advocacy and partnerships. Its 2025 vision aims to position the region as a premier location for businesses and entrepreneurs. Membership is open to all businesses, nonpro�its and individuals who support the chamber's goals. Various tiers provide different bene�its and opportunities, allowing for inclusive partners participation within the business community. This next section highlights essential services from advocacy and policy support to networking and educational  resources tailored to help Los Lunas businesses grow and succeed. Business growth and retention and really supporting those bills that are coming forward to the legislation are going to ensure more economic growth and sustainability. So, the Chamber advocates for business-friendly policies at local and state levels, ensuring the interests of Los Lunas businesses are represented. Regular events and networking forums provide businesses with chances to build relationships, share ideas and collaborate, fostering a strong local business community. So, we do have a monthly networking meeting, and at those meetings which we have had, 6 in Los Lunas and six in other areas around Valencia County. We honor two members of the month which are awarded to a large business and then a small mom and pop. In addition to our networking luncheons and after hours, the Chamber offers workshops, training and access to resources that help businesses improve operations, stay informed of trends and develop workforce skills. We work very closely with the small business Development Center and the UNM Workforce Center. This next section covers support for startups, collaborations with government agencies, and efforts to attract new businesses and investments to the region. Some of the exciting things that have happened this past year include the groundbreaking of the new hospital and the Los Lunas Blvd, and Sky Ranch Solar and the expansion of it. Working closely with municipal and regional partners, the Chamber ensures cohesive strategies for economic development and business friendly environments. This next section discusses how the Chamber fosters strong community ties through programs that encourage involvement and partnerships with nonpro�its and educational institutions. Collaborations with schools and nonpro�it support, workforce development, education and social initiatives are bene�iting both businesses and residents. We were also able to give out four scholarships to Valencia County graduating seniors. The Chamber organizes and sponsors events that celebrate local culture, promote businesses and strengthen community spirit throughout the year. We were very proud this year to celebrate the second annual Oktoberfest, and our event was even larger and more successful, and we've got great ideas for next year. It's going to probably become one of the biggest events in Valencia County. The �inal section is about member success stories, which we have had plenty. We really highlighted real successes, and it really illustrates the chamber's positive in�luence on the Los Lunas business community through achievements, growth and testimonials. We will be honoring Teo�ilo’s with a special Heritage award at our gala in January for their 40-year celebration. Several members of businesses have reached these pinnacle milestones, and we've been there to help them. Personal accounts from local business owners emphasize the value of the chamber's services and its role in success stories. In conclusion, the greater Valencia County Chamber of Commerce remains committed to supporting and growing the Los Lunas business community through dedicated services, partnerships and initiatives that drive economic success. She then asked if there were any questions from the council. Councilor Ortiz did not have any questions but wanted to thank her for all she has done and continues to do for the community. Councilor Romero asked if it was dif�icult to get German food like brats to the Oktoberfest. Ms. Espinoza said, yes, it was more of a Spanish Oktoberfest due to the food trucks that signed up being mostly New Mexico style food. Councilor Runyon thanked Ms. Espinoza for coming out and continuing to make out county great. She then offered the council one of their membership directories and concluded her presentation. 2. PRESENTATION: LA VIDA FELICIDAD – OVERVIEW OF SERVICES IN VALENCIA COUNTY. Ms. Archuleta introduced item 2 along with La Vida Felicidad CEO, Adria Jaramillo. Ms. Archuleta explained that she has been a proud member of this board for about 8 months. She also recognized one of the board members that joined the meeting today, Mr. Gabriel Luna. She then passed it over to Ms. Jaramillo for the presentation. Ms. Jaramillo thanked the council for letting her speak and told them that she would have pictures on the screen as she talked through the presentation. La Vida Felicidad is not just an organization. It's not just a service provider; it is a community. It's a commitment and a way of life. It's rooted in dignity and opportunity and compassion. Believing that people, every person deserves the chance to thrive. La Vida was founded to address a very real and very local need. Family, seniors and individuals with disabilities were falling through the cracks and we're not getting the services that they needed. So, our founders believed that care should span a lifetime and support should be accessible and provided with dignity and rooted in community. Today, La Vida serves about 846 individuals directly each year. Now, when you include their family members, their caregivers and their loved ones, that's nearly about 3000 people impacted annually, not only in Valencia County but in the other �ive counties we serve. Valencia County, though, is our hub and it's our largest county served with our services. Those that are impacted by the service and bene�it from it are infants and children who need therapy-based services provided in the home at no cost, speech therapy, physical therapy, and nursing support. Also impacted are children who attend early education programs, like our preschool program and our Child Care Center. Also, adults with disabilities who �ind independence and are part of our community inclusion programs, as well as seniors who receive care that allow them to remain living safely in their home. La Vida Felicidad is also a major employer and economic contributor in this region. We have 86 full-time employees, 142 contracted professionals and these comprise of therapists, caregivers, educators, service coordinators and support staff. These are local jobs with local paychecks. Local professionals who live, shop and invest right here in the community. Without La Vida Felicidad, children would miss critical opportunities for early childhood services, adults with disabilities would have fewer opportunities for inclusion and independence, seniors would face increased isolation, possibly resulting in having to be in an institution or care prematurely, and families would often face those burdens alone. Our funding is primarily through Medicaid. We also get money from the early Childhood Education Department. We have some state general funds as well as some private pay services, which is minimal for our work. La Vida Felicidad aligned with the village of Los Lunas core values. We believe in Community responsibility, collaboration and stewardship. We partner with local businesses and schools and healthcare providers as well as being so fortunate to partner with local municipalities and our  county leaders. There are many ways that people can become involved in La Vida. You can volunteer your time and your talents, you can donate to support programs and families, or you can intend some of our signature events that we have every year. It's about opportunity, dignity and hope. And it's just about breaking cycles and creating a stronger community. So, when we invest in our people, our community looks different. Being born and raised in this community and being grounded in the principles of servant leadership, I deeply believe in showing up consistently, authentically, and with care. We know the needs in our community are great and meeting those needs often require innovation, creativity and strong partnerships. We know that when we come together, we see differences and we see changes. She then thanked the council for letting her share in this meeting and asked if there were any questions they had. Councilman Romero asked if La Vida was a 501C3, to which Ms. Jaramillo said yes. Councilman Ortiz thanked the work she does and what she does for our community. Councilman Runyon did not have any questions but also thanked La Vida for all they do. Mayor Griego gave some examples of how he has seen the growth that this community has gone through with the help of La Vida Felicidad. She then concluded her presentation. 3. Mr. Alex Ochoa presented item 3. Today, we have Project 1301 Bluff Side Ct. This is a minor subdivision. The applicant is the Village Los Lunas, and the acting agent is Michael Jaramillo. This project will be affecting 2 tracks of land. To the West is a village owned property and the property to the east is owned by Accurate Machine and Tool Inc. The village property does not have an assigned address. The original application date was 10/22/25. The planning and Zoning Commission did hear this application on December 2nd, 2025, and recommend approval of the application. The lots in question are Lot 22A and 23A. This is an application requesting a minor subdivision to approve lot line adjustments and a cul-de-sac right of way that originally was encroaching on to the adjacent property at 1301 Bluff Side Ct. SW. This is a lot line adjustment to vacate some of the previously existing right of way and transfer into the appropriate cul-de-sac so there's no longer any encroachments. Current zoning for both properties is R1. There are no area plans for this location. The current land use is residential and institutional. It is located within the FEMA flood Zone X. Zoning to the north is R1 single family, zoning to the South is Valencia County, zoning to the east and to the West is R1 single family. Notice was sent to all adjacent property owners and community development received 0 phone calls in support of or opposition of the request. Mr. Ochoa then asked if there were any questions from the council. Councilor Runyon wanted clarification that this project is to ensure that the cul-de-sac is not too close to the land lines, to which Mr. Ochoa agreed that this project is to help the property lines and stop any encroachments. Councilor Ortiz wanted to make sure that this property was owned by the Village to which Mr. Ochoa answered, yes. There were no other comments or questions from the council or the public. RESOLUTION 25-38: DWI PLANNING COUNCIL RESOLUTION. Ms. Ginny Adame presented item 4. It is my pleasure to come before you tonight and seek your approval for Resolution 2538, which is a resolution approving the DWI Planning Council. We have the following members; as our chair, we have Catalina Nunes. She is the clinical director for Valencia Shelter Services, for Vice President. We have Victoria Flores, who is with youth development  incorporated, Valencia, we have Pamela Skinner, who is the Community Wellness Council coordinator, we have Trinity Carrillo Valencia shelter service, Sarah Flores, who's with the Valencia County Adult detention Center, Officer Fred Duran from Bosque Farms, Deputy Chief Mario Vallejos from Belen Police Department, Sergeant Ryan Gray from Los Lunas Police Department, Valencia County clerk, Mike Meelem, and then we have Esther Padilla, who represents from New Mexico State Police dispatch. These people will serve two-year terms and we come before the village for this approval every two to three years, depending on the turnover in our Planning Council. Then Ms. Adame asked the council if they had any questions. Councilor Ortiz asked if there were any changes to the board, to which Ms. Adame answered, Victoria Florez has taken over our Vice Chair for Judge Chavez, along with Trinity Carillo, Sarah Flores, Fred Duran and Mario Vallejos who have taken new board spots. RESOLUTION 25-39: AUTHORIZING THE MUNICIPALITY TO SUBMIT AN APPLICATION TO THE DEPARTMENT OF FINANCE AND ADMINISTRATION, LOCAL GOVERNMENT DIVISION TO PARTICIPATE IN THE LOCAL DWI GRANT AND DISTRIBUTION PROGRAM. Ms. Ginny Adame presented item 5. Resolution 25-39 is a resolution seeking approval for the authorization of the Village of Los Lunas to remain the fiscal agent for the local DWI program. We brought the information from FY2025 for the council to go over in their packets. We continue to serve a number of clients that come throughout our program. FY2025, we had 160 people that went through the program. Our median age for the people who come through our program is 35. We are also seeing younger folks coming through our program, which is an unfortunate trend, and the majority of our DWIs continue to be alcohol related. We continue to have treatment services through our program, which are very important for the folks who come through on sanctions, but we also have availability to folks in our community. We oversee the misdemeanors 1st through 3rd through the misdemeanor compliance program. So, without our product program, the folks that receive misdemeanor level DWIs would not be supervised. There are only 7 accredited programs throughout the state, and we are one of them, so we're very proud of that. We work with our clients that come through to complete their sanctions, and we try to assist them. We try to help them with their life skills with whatever services they need. When they succeed, we succeed, is how we see it. We also do work with law enforcement when we do have funds that allow us to do so. We do law enforcement operations throughout the Community because the more visible law enforcement is, the better choices folks tend to make. We also work with the Community Wellness Council on the 100% Community initiative along with the Youth Success Corps through TNT Boxing and Youth Mentoring. The Library Foundation has also provided funding where we have free tutoring available for our kids. A lot of the kids that come through our program are having a hard time in school, so we know that keeping kids connected to school is one of the best things that we can do for substance use prevention. Also, programs like La Vida, and early childhood are some of the best substance misuse prevention that you can get. Ms. Adame then asked if the council had any questions. Councilor Runyon asked how they test for cannabis to which Ms. Adame replied that they draw blood to test for cannabis. Mayor Griego asked how the finding is looking this year, Ms. Adame answered with, the same as last year, we get 45% of the alcohol excise taxes and over the past few years, the money that has come in through DFA has been less and that's not as result of any kind of legislative bills. There have been a number of bills that have continued to come before the legislature that could impact the DWI program, but theoretically, based on the funds that are coming in through DFA, people are drinking less. Council had no further questions. Mayor Griego asked if there was a decision on Resolution 25-39: Authorizing the municipality to submit an application to the department and administration, local government division to participate in the local DWI grant and distribution program.
