LOWELL LICENSE COMMISSION REGULAR MEETING MINUTES Date: April 8, 2021 Time: 6:00 p.m. Location: This meeting is being held remotely in accordance with the Governor of Massachusetts’ March 12, 2020 order suspending certain provisions of the Open Meeting Law G.L. 30A, Section 20. ROLL CALL: On a roll call at 6:03 p.m., members present were, namely: Chairman Descoteaux, Commissioner Donahue, Commissioner Howe, Commissioner Krieger and Commissioner McCarthy. MINUTES: Acceptance of the Meeting Minutes for March 25, 2021 Commissioner Krieger made a motion to strike the word “application” from the approved motions that appear on the minutes from agenda items numbered 1 – 4 and to then accept and place on file the minutes from the Lowell License Commission Meeting of Thursday, March 25, 2021; seconded by Commissioner McCarthy. 5 yeas APPROVED 1. Application for Second Hand Motor Vehicles – Used Car Dealer, Class II, from Dalmaso Motors, LLC Juliana DaSilva Dalmaso, Manager, for premises at 50 Perry Street, open lot approx. 5,436 sq. ft. and office. Applicant did not appear. Commissioner Krieger stated that there were cars on the lot at 50 Perry Street. It was requested to have Inspectional Services check to see if they have a license and if they were selling cars. 2. Special events permit for amplified outdoor public entertainment: Roberto Dei, Special Events Coordinator, CASE/Cultural Affairs & Special Events, 50 Arcand Drive, sound system for live music at Kerouac Park, May 8, May 23, June 12, June 27, July 10 and July 25, 12:00 p.m. to 4:00 p.m., Kerouac Park. No one spoke in favor or in opposition at the public hearing. Mr. Dei stated that he didn’t include the rain dates, but in the event of rain it would be held the following week. He was advised by Chairman Descoteaux to send a list of rain dates to the attention of Ms. Celine Gettings and Attorney Jenness in the Law Department. Commissioner McCarthy made a motion to approve the Special events permit for amplified outdoor public entertainment: Roberto Dei, Special Events Coordinator, CASE/Cultural Affairs & Special Events, 50 Arcand Drive, sound system for live music at Kerouac Park, May 8, May 23, June 12, June 27, July 10 and July 25, 12:00 p.m. to 4:00 p.m., Kerouac Park; seconded by Commissioner Krieger. 5 yeas APPROVED Lowell License Commission • 165 Merrimack Street • Lowell, MA 01852 (Page 2 of 3) 3. Public hearing on the application by Sizzling Kitchen, [d/b/a] Sizzling Kitchen LLC, Phuong-Tuyen Nguyen, Manager, for an all alcoholic beverages restaurant license for premises at 602 Merrimack Street, first floor, 5,500 sq. ft. for restaurant and bar and basement for storage only. No one spoke in favor or in opposition at the public hearing. Ms. Nguyen was asked if she was tip certified. Ms. Nguyen responded that she will be getting certified after receiving approval of the license. Commissioner McCarthy made a motion to approve the application by Sizzling Kitchen, [d/b/a] Sizzling Kitchen LLC, Phuong-Tuyen Nguyen, Manager, for an all alcoholic beverages restaurant license for premises at 602 Merrimack Street, first floor, 5,500 sq. ft. for restaurant and bar and basement for storage only; seconded by Commissioner Howe. 5 yeas APPROVED 4. Public hearing on the application by Boston Tonight, LLC, [d/b/a] Trend, Elefterios L. Kretikos, Manager, for an all alcoholic beverages restaurant license for premises at 15, 19-25 Merrimack Street, first floor, 5,622 sq. ft. for restaurant and bar and basement for storage only. No one spoke in favor or in opposition at the public hearing. Mr. Kretikos stated that he has worked in several local establishments in the past. He is tip certified and all his bartenders will be tip certified. He stated that he also holds a crowd management certificate. He plans on having a pop fusion menu and will be having a smart bar so they’ll be no worry of over pouring alcohol. He is hoping to host events and wants his restaurant to be local friendly. He stated that they will be following proper protocol and will make sure they have the proper people and security in place when needed. Commissioner McCarthy made a motion to approve the application by Boston Tonight, LLC, [d/b/a] Trend, Elefterios L. Kretikos, Manager, for an all alcoholic beverages restaurant license for premises at 15, 19-25 Merrimack Street, first floor, 5,622 sq. ft. for restaurant and bar and basement for storage only; seconded by Commissioner Howe. 5 yeas APPROVED 5. Public hearing on the application by Sonesta International Hotels Corporation, [d/b/a] Sonesta Select Boston Lowell, Michael Lessard, Manager, for transfer of an all alcoholic beverages restaurant license for premises at 30 Industrial Avenue East, 5,4132 sq. ft. for a three (3) story 122 room hotel with a first floor lobby, market/pantry, restaurant, lounge, 32 guest rooms, service bar, kitchen and service area, pool and courtyard; second floor – 45 guest rooms, one suite, meeting room; third floor – 45 guest rooms Commissioner Donahue made a motion to approve the application by Sonesta International Hotels Corporation, [d/b/a] Sonesta Select Boston Lowell, Michael Lessard, Manager, for transfer of an all alcoholic beverages restaurant license for premises at 30 Industrial Avenue East, 54,132 sq. ft. for a three (3) story 122 room hotel with a first floor lobby, market/pantry, restaurant, lounge, thirty-two (32) guest rooms, service bar, kitchen and service area, pool and courtyard; second floor – forty-five (45) guest rooms, one (1) suite, meeting room; third floor – forty-five (45) guest rooms; seconded by Commissioner McCarthy. 5 yeas APPROVED Lowell Public Schools • 155 Merrimack Street • Lowell, MA 01852 • http://www.lowell.k12.ma.us (Page 3 of 3) ADJOURNMENT – Commissioner Krieger made a motion to adjourn at 6:44 p.m.; seconded by Commissioner McCarthy. 5 yeas APPROVED Submitted by: Mary E.
