ROLL CALL: On a roll call at 18:01, members present were, namely: Chairman Descoteaux, Commissioner Donahue, Commissioner Howe, Commissioner Krieger, and Commissioner Chhan. MINUTES: 0. Acceptance of meeting minutes for October 21, 2021. Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission Meeting of Thursday, August 25, 2021; seconded by Commissioner Howe. 5 yeas, APPROVED. 1. Amendment to the application by Shreya and Saloni Corporation doing business as Mill City Convenience for transfer of a wines and malt beverages package store license for premises at 494 Westford Street. Attorney Brian Akashian for Shreya and Saloni Corporation. Atty. Akashian conveyed that the ABCC investigation into their license application revealed that the directors of the Corporation were not U.S. Citizens, a requirement for Corporations applying for a liquor license. Changes to the Corporation were made to meet these requirements. Move approval by Commissioner Krieger; seconded by Commissioner Donahue. 5 yeas, APPROVED. 2. Application by A. V. St. Mary Inc. doing business as Dream Market, Enas Nashed, Manager, for a Change of Category to their package store license from "Wines and Malt Beverages" to “All Alcoholic Beverages for premises at 358 Mammoth Road. It is requested that legal notice be published in local newspaper, and public hearing to be held on November 18, 2021 at 6:00 PM. Attorney Brian Akashian present with Enas Nashed of Dream Market. Move approval by Commissioner Howe; seconded by Commissioner Chhan to schedule hearing for November 18, 2021 meeting. 5 yeas, APPROVED. 3. Application by Jai Laxmi LLC doing business as University Convenience Store, Meghana Patel, LLC Manager, for a Change of Category to their package store license from "Wines and Malt Beverages" to “All Alcoholic Beverages for premises at 102 University Avenue. It is requested that legal notice be published in local newspaper, and public hearing to be held on November 18, 2021 at 6:00 PM. Application for Second Hand Motor Vehicles – Used Car Dealer, Class II, for George and Ray Auto Repair Inc., Raymond Chammas, President, for premises at 47 Aiken Avenue, an open lot with total space for ten vehicles with approximately 500 square feet of office space. Raymond Chammas, co-owner, for George and Ray Auto Repair Inc. Commissioner Descoteaux requested a synopsis, which Mr. Chammas provided: the history of their current repair shop on Princeton Boulevard that’s been in business since 1995, and their current expansion to include used car sales. The location on Aiken was discussed. Move approval by Commissioner Krieger; seconded by Commissioner Howe. 5 yeas, APPROVED. 5. Application for Second Hand Motor Vehicles – Used Car Dealer, Class II, for Triumph Motor Works LLC, Brian Guevara‐White and Lenox Flowers, Owners, for premises at 16 Stedman Street Unit 7, an open lot with total space for ten vehicles with approximately 500 square feet of office space. Brian Guevara-White for Triumph Motor Works. Mr. Guevara-White discussed his work history as a used car dealer in Connecticut with his business partner Mr. Flowers. Commissioner Donahue asked about on- site supervision and emergency access, given both owners live in CT. Mr. Guevara-White said they would hire a local manager for the day-to-day site management. Move approval by Commissioner Howe; seconded by Commissioner Donahue. 5 yeas, APPROVED. 6. Application by Karmina Inc., doing business as Pizza Palace, Maarof Beshay, President, for a “Common Victualler” license without alcoholic beverage service for premises at 1740 Middlesex Street. Move approval by Commissioner Krieger; seconded by Commissioner Howe. 5 yeas, APPROVED. 7. Application by Bridget Aroke for a special one day license to sell dispense malt beverages and wines only for a Wake-keeping to be held on Friday, November 5 2021. From 5pm to 12. Midnight at Hellenic American Academy. 41. Broadway Street. Ms. Aroke joined by Zoom. Commissioners recognized Ms. Aroke as a recent applicant for other 1-Day Beer & Wine licenses. Commissioner Howe asked how many would attend the event and asked for additional clarification. Ms. Aroke expects 300 attendees and will have 4 bartenders, 2 of them experienced. Move approval by Commissioner Krieger, seconded by Commissioner Chhan. 5 yeas, APPROVED. 8. Application by Aramark, Ashley Roper Manager, for three “Special One Day Licenses to sell/dispense Malt Beverages & Wines Only.” The first is for a ‘Men’s Basketball Game’ at the Costello Athletic Center, 175 Riverside Street, on Tuesday, November 9th, 2021 from 5:00 to 9:30 PM. The second is for a ‘Women’s Basketball Game’ at the Costello Athletic Center, 175 Riverside Street, on Saturday, November 13th, 2021 from 5:00 to 9:30 PM. Ashley Roper joined by Zoom. Commissioners discussed the location of the events and the potential for pursuing an annual license for the location. Move approval by Commissioner Donahue, seconded by Commissioner Chhan. 5 yeas, APPROVED. 9. Announcement by Commissioner Descoteaux that the hearing for The Village Smokehouse has been rescheduled for November 18th.
