Dick Lewis: Throughout the recent history and the increased development, the City has lacked with
determining and finding adequate parking. He described some of the parking issues with the new City
Centre and the Marriott.

1. APPROVAL OF THE CITY'S EVALUATION AND APPRAISAL (EAR) NOTIFICATION LETTER
A motion to approve the Consent Agenda was made by Vice-Mayor Poe and seconded by Commissioner
Hodges.
CM: In the fourth paragraph, amendments to the plan are described. The amendments that need to be
made are minor and just some technicalities that needs to be addressed. Staff recommends approval.

A RESOLUTION OF THE CITY OF MADEIRA BEACH, FLORIDA, ADOPTING THE PINELLAS
COUNTY LOCAL MITIGATION STRATEGY; AND BY PROVIDING FOR AN EFFECTIVE DATE.
CA read Resolution 2015-10 by title only.
A motion to approve Resolution 2015-10 was made by Commissioner Hodges and seconded by
Commission Lister.

Mayor Palladeno: Congratulated Commissioner Terry Lister on becoming the First Vice President for the
Florida League of Cities.·
Commended the Board for being involved in the community and getting word about the City out to the
surrounding areas. He noted that he is now President of the EMS Advisory Board and President of the
Pinellas County Mayors' Council. He was recently sworn in last week, he is honored to be elected and
thanked everyone for their support.
He is also on the Tourist Development Council and he has been working with the Board who recently
thanked the City with a center spread in their magazine that goes out all over the country. Bed tax dollars
are up, more events are taking place, beautification projects are under way - it's great time to be in
Madeira Beach. There has been increased signage and the parking department has really been generating
some great revenues for the City.
Also noted that Congressman David Jolly was at John's Pass recently to talk about a new house bill that
has to do with fishing. Thousands of fishing vessels enter and exit through John's Pass.

Vice-Mayor Poe: The first bills did pass for medical marijuana so it is a good thing that we already have
our ordinances in place. The state did not support any legislation for short term rentals and that is still an
item that she will be fighting.
CM: Explained that short term rentals will probably be shelved for some time. This is an issue on state
rule versus home rule. The City is actively out in the community trying to regulate and stop this problem.
People have come in and told the City Manager that they did not know that they were doing anything
wrong. He has allowed people how have booked out their properties beforehand to fulfill the current
contracts and cease.
Mayor Palladeno: Brought up that there was also some communication from Senator Brandes on an issue
in Naples that had to do with utilities. Usually there is a 50/50 split with improvements to rights-of-way.
Basically, there was some outrage because there was an attempt to make municipalities pay more. The
bill that is supported by Senator Brandes would ensure the 50/50 match.
Mayor Palladeno and Commissioner Lister had a discussion about infrastructure. He asked the City
Manager if building a parking garage to help alleviate the lack of parking in the City is an option. The City
Manager confirmed that would be possible and Commissioner Lister noted that it would cost about
$10,000 per space to build, meaning ta total cost of about $2-3 million.
Gave an update on EMS next. He explained that the county is averaging 800 water rescue runs a month.
The County is looking to improve water rescue response times and response time for emergency services
in general. The situation is getting better, but more units are still needed.
Commissioner Shontz: Commended the City Manager for taking care of a problem she has been trying to
address for years- biig tractor trucks on Madeira Way. The restaurants and businesses that need delivery
trucks will still be able to get their shipments, but they would be in the back roads. Semis, cement trucks,
and other large shipping vehicles will not be driving on Madeira Way.
Mayor Palladeno: Has been in contact with Bob Espesito from FOOT. New signage will be installed on
150th Avenue to tell visiting motorists that both lanes turn left onto Gulf Boulevard. This will help alleviate
some of the backed up traffic on 150th Avenue.
Also announced that a German reality show called 'Trading Jobs' will be shooting in the City soon.
Commended everyone who has worked to get Madeira Beach on the map.

• CITY MANAGER
CM: Commended the CA for establishing office hours in City Hall on every other Monday from 9:00 -
11:00 a.m. Staff has responded very positively and the lines of communication between the City and CA
have already improved.
Asked that the Commissioners submit written budget requests to the CM and ACM/FD. They are
beginning to work on the budget and want to have an organized way to incorporate the Board's ideas. He
asked the Office of the City Clerk to create a form for them to submit.
Announced that presentations, keys to the City, and other recognitions/presentations are being
postponed until we have more room in the City chambers. He also requested that no new, major items
be brought up until the City Centre is completed, which should be in the next sixty (60) days.
