THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS SPECIAL WORKSHOP MEETING The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. 4:30 PM MARCH 10TH, 2015 AUDITORIUM A. CALL TO ORDER-The meeting was called to order at 4:30 p.m. B. ROLLCALL MEMBERS PRESENT: Travis Palladeno, Mayor Nancy Hodges, Vice-Mayor Terry Lister, Commissioner District 1 Elaine Poe, Commissioner District 3 MEMBERS ABSENT: Patricia Shontz, Commissioner District 4 STAFF PRESENT: Shane B. Crawford, City Manager (CM) Thomas Trask, City Attorney (CA) Aimee Servedio, City Clerk (CC) Doug Andrews, Parks & Recreation Director (PRD) STAFF ABSENT: Vincent Tenaglia, Assistant City Manager/Finance Director Dave Marsicano, Public Works/Marina Director C. TOPICS 1. DISCUSSION ON POSSIBLE AMPHITHEATER ADDITION TO RECREATION CENTER Shane B. Crawford, City Manager CM: If we were thinking about it when the Recreation Center was built, it would have been included. We need something a little more substantial. Bill Karnes, contracted with Hennessy and ROC Park, is willing to donate a certain amount to this project. This poses a valuable option to the Board. He believes that this can be achieved without making a budget amendment. Last month, the Board allocated a certain amount for staff to use, and it is close but possible to use the leftover from that to complete the project. Mayor Palladeno: You feel that there are enough funds are there? CM: He believes that it should cover most. If staff came back with a small change order, it would not be the full $42,500 that the addition would cost. If staff is short, we can address that if and when that occurs. Mayor Palladeno: Would this actually be saving us money because we rent stages for certain events? BOC Special Workshop Meeting - 03/10/2015 112 PRO: This would absolutely save - some of these rentals are up to $1500 for a weekend. He also hadn't thought of the wear and tear on the fields as the Mayor pointed out. He has seen the designs and it is great for outdoor events. CM: We can also charge stage rental through the City - so we could turn around and rent the stage for $1500 a weekend instead of paying it. The band shell does not include the lighting and projection screens. Mr. Karns and the CM are looking into different options to obtain these technologies. Bill Karns is donating a third of it and the Board is paying the cost. It also eliminates having another construction period in the future. Bill Karns: Thanked the Board and staff for giving him the opportunity. The community has been so supportive for ROC Park - over $600,000 has already been raised. As for the amphitheater, the proposed $42,500 is the GMP (guaranteed maximum price). He believes that the lighting and technology could actually be donated through businesses and individuals in the community, much like the trees donated to ROC Park. The Phillip J. Bryant Foundation has an annual event in Oldsmar; they have donated sun screens for the park. A grand Fourth of July event or the numerous fishing tournaments would greatly benefit from this addition to the Recreation Center. This could attract even more to the City Commissioner Lister: He asked about the layout. Mr. Karns: Clarified all of the Commissioner's questions about the layout of the structure. He has consulted with the architect to get the most versatile design as possible. He also mentioned that he could present a few options on the design of the roof. Commissioner Lister expressed that he wants a flat roof. Larry Lund: Vice-Chairman of the Madeira Beach Chamber of Commerce. They are excited and have a few events he feels would do great at this venue. They are excited for the future of Madeira Beach. FC: More than happy to look over the designs and ensure the project is good to go from a safety standpoint. Consensus for CM to move forward and confirm Item G3 at the BOC Regular Meeting at 6:00 p.m. D.
