BOARD OF COMMISSIONERS MEETING MINUTES SPECIAL MEETING September 25, 2018 Page 1 of3 A special meeting of the City of Madeira Beach Board of Commissioners was held at 1 :45 p.m. on September 25, 2018 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor Deby Weinstein, Vice-Mayor/Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 MEMBERS ABSENT: John Douthirt, Commissioner District 4 CITY STAFF PRESENT: Jonathan, Evans, City Manager Clara V anBlargan, City Clerk Ralf Brookes, City Attorney 1. CALL TO ORDER Mayor Black called the meeting to order at 1:50 p.m. 2. ROLLCALL City Clerk Clara VanBlargan called the roll. 3. PUBLIC COMMENT Missy Hahn, Treasure Island and Madeira Beach Chamber of Commerce invited everyone to attend their second annual golf tournament held on October 22, 2018 at the Bayou Club in Largo. A person that did not state their name and address said September is Suicide Prevention Month and the suicide bereavement group she runs in Pinellas County is having its 17th Evening of Remembrance event in Madeira Beach and asked for a waiver of the $100 fee to hold the event. She showed quilts she made in honor of the suicide victims. City Manager Jonathan Evans explained that regarding waiving or granting fees, the Statutes talk about a specific public purpose and public benefit. In most cases we want to make sure that is consistent with a 501(c)(3) organization. He recommended that if the Board desired to waive or pay the fee to consider personally contributing to pay that fee versus utilizing public expenditures for that purpose since it is not a 501(c)(3) agency. Bill Karns, 19424 Gulf Blvd, President ofROC Park, volunteered to pay the $100 fee. 4. RESOLUTION 2018-15, MEMORIALIZING THE APPROVAL OF BOARD ACTION TO SUSPEND CHARGING FOR PARKING UNTIL THE RED TIDE IS NO LONGER IN MADEIRA BEACH -Jonathan Evans, City Manager BOARD OF COMMISSIONERS MEETING MINl7fES SPECIAL MEETING September 25, 2018 Page 2 of3 [Begin staff memo] Background Pursuant to the direction provided by the Board of Commissioner on September 18, 2018, staff was directed to draft. a Resolution that effectuates the legislative intent of the Board of Commissioners to waive parking fees for all City owned lots in order to assist local businesses as a result of Red Tide as it adversely impacts Florida's Gulf Coast. These actions are predicated on the Board's desire to assist in bringing local businesses some relief and encouraging consumers to visit the area to support local shops and restaurants. Fiscal Impact The Fiscal impact as a result of the parking fee waiver is currently unknown; however, staff will monitor the situation and update the Board of Commissioners concerning the fiscal impact. Recommendation Staff recommends approval of Resolution 2018-15 [End staff memo] City Manager Jonathan Evans updated the Board on the conditions of red tide in Madeira Beach and said staff recommended keeping the parking fees suspended until further notice. The conditions are monitored daily and a resolution will be brought forward rescinding the action once the conditions in our gulf improve and in our intercoastal waterways. Mayor Black opened to public comment. Lauree Tyner, 4996 Miramar Drive, commented that people are very thankful for free parking during the red tide event. City Clerk Clara V anBlargan read Resolution 2018-15 by title only: RESOLUTION 2018-15 A RESOLUTION OF THE BOARD OF COMMISSIONERS FOR THE CITY OF MADEIRA BEACH, PINELLAS COUNTY, FLORIDA, PROVIDING FOR WAIVER OF PARKL~G FEES DURING RED TIDE EVENT; AND PROVIDING FOR AN EFFECTIVE DATE. Vice-Mayor Weinstein made a motion to approve Resolution 2018-15, temporary parking fee waiver. Commissioner Oakley seconded the motion.
