DISCUSSION ON CITY PUMP OUT ORDINANCE Commissioner Elaine Poe, City Attorney Tom Trask CM: There was an unfurtunalB trend where the City has some excrement In the water becalse people who reside on their boats do not pump out lleir "heads". This oruinance would call for a mandatcry pump out measure and it would need to be proven that people n pumping out their boards. This can be done with Gra,t revenue, which the CM wlll wrlla, and they will look into this In order 1D shn the cost of pump out boat Thn Is mora than enough money to pay for the City's 25% share of the boat. Canmlssioner Poe: The City will be enforcing lllegal dlsdlarge and wlU be holding the violators accountable. Boats that travel In the inter-<:OaStal md around the Gulf are IIIDpplng on the Pinellas Coast to discharge because they know 1hat Madeira Beach doesn't have an Ordinance to canbat it (requlrament for pumping out). CA: There are lssU86 that need to be overcome and there 1118 some restrictions about mooring boats. state Statute says ifs Illegal to dump in coas1al waters, which is reflected In the code. There wiU be a registration process and once that occurs then the City can address the pump out situation. He is concemed about enforcement because the City has to shaw a "nexus• of what Is In the water beside the boat c11d the regular water. There will be a l)R)Of problem. CM wanted ID regulate the pump-out because some boats need to be pumped out more fraquenlly than othe11. CA says It will be dlfflcult 1D enact an overachlng pollcy that governs each boal Conunlssloner Poe: Taked about lhe difference in between the dlffarent holding tanks and how long they generally can hold lhe waste. BOATS CAN GET FREE PUMP-OUT AT THE MARINA and that should be on the codl:-plt of d boats. Mayor Palladeno: Asked If the City could use a seal check situation that could be used. CA said maybe, but that would have to be lnV8811ga1ed further. City cannot enforce state law, so this code wlll only work In City waters Ourisdiclional boundaries). No concrelB pin have been mentioned about that as the public would have alot lo say about that F. UPDATE ON CAPO'AL IMPROVEMENT ELEMENT (CJ.E.) CommunJly Development Ditector, Lynn Rossttf CM: This is neceuary because lhe City a11nol do the City Hall project wilhout amending the CIE. This is a gener1c undemanding of what the CIE does and does not do. It does not hold the aty hostage in these certain circumstances. This will be a walktlrough of the CIE 1r1d an updal8 of the CRS (Community Rating Systam). Therv is no action that needs to be taken. CDD: The CIE Is part of the Comprehensive Plan and It has been going on since 1977. In the mid-908 the Florida Leglala1ura stated that whatever Is In the CIE needs ID be ftnancially feasible projeclB. In 2011, the Community Plannlng NJ. was enact8cl which eliminalad 1hat need. It alao allared how municipaliles would tum In lhelrCAFR. It used 1D be done byOrdlnn:e, butthatchanged in 2011. G, UPDATE OF THE CRS (COMMUNITY RATING SYSTEM) Community Development Director, Lynn Rosetti CDD: Madeira Beach is aparticipant in lhe CRS and 1he City has a rating of 6. The rating is a 10-1 system, but 10 means that the munlclpallty doesn't receive any Insurance benefits. A rating of 6 equates to the City receiving a 20% flood Insurance dlacount within the community. There i& only 1 level f in the system. The City will be doing Its best to continue to IDwerIt and that will occur on a yearly basis during a review process. Every year there will be conaspondenca between the CDD, CM, and BOC to Inform the BOC about what the City Is doing about the CRS. The City filed Its recertificallon ftr CRS with a 5 ~ audit The next one Is due In 2016 and they wlll physically look at the City's files and that notice will occur 60 days ill advance. She included a review of the City's CRS. The City's Flood Plain Ordinance was updated in 2011 and new options will be recommended to the BOC In order 1D possibly get a lower rating whldl will help citizens get some relief on their insurance. The City is attempting to mitigate the severe repetitjw loss pn:,pertle&. Also this is setting up the citizens to get more granll later. H. DISCUSSION OF EXIT AND ENTRANCE SIGNS AT ARCHIBALD PARK City M,m,ger, Shane Q'awfonl CM: Them Is a fold out picture of the two options for the signs. There are really only 2 choices due to the sou and other provisions. The City spent money en cntaling these two designs so they wlll choose between the two. The staff and BOC dilCUssed tie options for the sign. Mayor llke& that the Snack Shack wll match with these signs. This wlU be lie 18mpla18 that can go around 1he City. V-M again talks about standardization. The BOC would like a merge of the two proposed signs, but only If that doesn't 0Dlt anything. The sign will have lhe City logo. I. DISCUSSION OF UNDERGROUNDING UTILITY IN THE VICINITY OF ARCHIBALD PARK City Manager, Shane 0awfom CM: When 1h11 was put out for bid, there was also an alternate that went wllh It The bid was for the parking lot, lights, and the Snack Shack. The altemate was for undergraunding the coodult of the utilltlea. Duke Energy doesn't give a specific cost the City h• to give money to gel abinding estimate. For $500 they got a binding estimate from Duke, Verizon, and Brighthouse which came out ID around $100,000. CM was expecting much more thEl'I that and thinks that it should be considered. Parts of Cryatal Isle wlll have ripped up road for repaving and storm water during the holidays. They will still be able to get to their homes; It wiH just be ripped up. The outfaU clean-out has wcrbd very well and has vastly improved some areas. Watar will now actually flow to the drains and the City is "doing this the right wa'('. This wl0 benefit Madeira Beach for generations to come. Mayor wants consislwlcy in these bus stops.
