City of Madelia City Council Meeting Monday, June 13 2016 A regular meeting of the Madelia City Council was held on June 13, 2016 at 7:00 pm. The meeting was called to order by Mayor Mike Grote, all members were present. A Motion was made by John Nelson and seconded by Andy Gappa to approve the agenda. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the minutes of the June 13, 2016 meetings. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney, John Nelson and Larry Schickling. Voting against none, motion carried. A Motion was made by Dave Whitney and seconded by Larry Schickling adopting Resolution 2016- 09; a resolution authorizing the sale of Property by Public Auction; The West half of Vacated Linden Avenue SW, South of Railroad, in Block 10 the Original Plat of the City of Madelia, and Watonwan County, Minnesota, Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to adopt a Resolution 2016-10; a resolution authorizing the satisfaction of debt through the Water Enterprise Fund in the amount of $1,036,519.27 and the Wastewater Enterprise Fund in the amount of $361,291.66 as a loan to the City’s Economic Development Fund and Debt Service Fund. Voting in favor of said motion, Andy Gappa, John nelson, Larry Schickling, Dave Whitney and Mike Grote, Voting against none, motion carried. A Motion was made by John Nelson and seconded by Andy Gappa to approve hiring Ryan Federick as an Officer for the Madelia Police Department; with a start date of June 13, 2016. Voting for said motion; Mike Grote, John Nelson, Andy Gappa, Larry Schickling and Dave Whitney. Voting against none, motion carried. Mayor, Mike Grote conducted the “Oath of Officer” with Officer Frederick. A Motion was made by Andy Gappa and seconded by John Nelson to approve the purchase of a 2017 Freightliner Fire Truck from Midwest Fire, 901 Commerce Road, Luverne Minnesota, in the amount of $208,881.00. This was the only bid submitted. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve a bid in the amount of $10,490.00 from Vee Plumbing for the installation of two furnace and air conditioning units for the Madelia Library. Two other bids were submitted: Feder Mechanical $11,570.00 and Tatro Plumbing $13, 200.00. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to repeal Ordinance 70.251 (4- Wheel All Terrain Vehicle) and enact Ordinance 70.252 (Regulating Special Vehicles) contingent on approval from the Watonwan County Commissioner’s Board in regard to driving these vehicles on the following county roads; Main Street – Watonwan County Road 3; Benzel Avenue-Watonwan County road 9 and Drew Avenue-Old Highway 60/Watonwan County Road 58. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney with Larry Schickling voting against said motion, motion carried. A Motion was made by Andy Gappa and seconded by John Nelson to approve hiring Bolton and Menk to temporarily monitor and operate the Wastewater Treatment Facility, with a start date of July 1, 2016. The City’s Licensed Wastewater Operator, Kurt Bertilson, will be retiring on June 30, 2016. The City does not currently have anyone on staff holding a Class B Operating License. Bolton & Menk will take over this responsibility temporarily until this position is filled. Voting in favor of said motion, Mike Grote, John Nelson, Larry Schickling, Andy Gappa and Dave Whitney. Voting against none, motion carried. With no further business before the City Council, a Motion was made by Larry Schickling and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. Meeting was adjourned.
