City Council Meeting
Monday, June 27 2016
A regular meeting of the Madelia City Council was held on June 27, 2016 at 7:00 pm. The meeting
was called to order by Mayor Mike Grote, all members were present.
A Motion was made by Andy Gappa and seconded by John Nelson to approve the agenda. Voting in
favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney.
Voting against none, motion carried.
A Motion was made by John Nelson and seconded by Larry Schickling to approve the minutes of the
June 13, 2016 meetings. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and
Larry Schickling and Dave Whitney. Voting against none, motion carried.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the bills as listed.
Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney, John Nelson and Larry
Schickling. Voting against none, motion carried.
Phil and Rosemary Murphy addressed the City Council in regard to the elm tree located on the
sidewalk in front of 110 West Main Street. They wanted the tree to remain. It was planted twenty-six
years earlier, the shade and esthetics was important to them and the community. All other trees in the
downtown Main Street area had been removed, with the exception of this one. As the trees grew the
root systems lifted the grates and cement slabs surround the tree trunks causing a potential trip
hazard. The roots were also causing damage to the infrastructure evidenced by the lifting of the curb.
The Council thanked Mr. and Mrs. Murphy for their concerns, however the order to take down the tree
remained.
A Motion was made by Andy Gappa and seconded by Larry Schickling approve removing employee,
Darrin Smith from probation. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson
and Larry Schickling and Dave Whitney. Voting against none, motion carried.
A Motion was made by Dave Whitney and seconded by John Nelson to accept the resignation of
employee, Kurt Bertilson effective June 30, 2016. Voting in favor of said motion, Andy Gappa, John
nelson, Larry Schickling, Dave Whitney and Mike Grote, Voting against none, motion carried.
A Motion was made by Andy Gappa and seconded by Larry Schickling to advertise for a Water and
Wastewater Utility Worker with applications and job description made available at the City Hall office
through Friday, July 8 at 4:00 p.m. Voting for said motion; Mike Grote, John Nelson, Andy Gappa,
Larry Schickling and Dave Whitney. Voting against none, motion carried.
A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the job
description for the Water and Wastewater Utility position Voting in favor of said motion, Mike Grote,
Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion
carried.
A Motion was made by Andy Gappa and seconded by Dave Whitney to amend Ordinance 70.252
(Regulating Special Vehicles) Section 3 paragraph 6 to read: Motorized golf carts and all-terrain
vehicles are permitted to operate only on city streets. Motorized golf carts, all-terrain vehicles and
special vehicles may not drive on the following state and federal highways located in the City of
Madelia: Main Street, known as Watonwan County Road 3; Benzel Avenue, known as Watonwan
County road 9 and Drew Avenue and /or Old Highway 60, known as Watonwan County Road 58, Joy
Avenue SW, known as Watonwan County Road CR24. You may cross these roads at designated
intersections. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave
Whitney with Larry Schickling voting against said motion, motion carried.
A Motion was made by Andy Gappa and seconded by John Nelson to approve an annual license fee
of $25.00 for the licensing of “Special Vehicles”; renewable January 1st, with the first initial fee being
$35.00 which will include a permanent license plate for each vehicle. Voting in favor of said motion,
Mike Grote, John Nelson, Larry Schickling, Andy Gappa and Dave Whitney. Voting against none,
motion carried.
A Motion was made by John Nelson and seconded by Dave Whitney to approve the 2015 Financial
Audit report presented by EideBailley at a workshop held earlier in the evening. Voting in favor of
said motion, Mike Grote, John Nelson, Larry Schickling, Andy Gappa and Dave Whitney. Voting
against none, motion carried.
With no further business before the City Council, a Motion was made by Andy Gappa and seconded
by John Nelson to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa,
John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried.
Meeting was adjourned.
