City Council Meeting Monday, December 9, 2019 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Mike Grote, Cody Eager, Andy Gappa, Larry Schickling and Dave Whitney. Introduction of a new Firefighter Jake Sandbo and Years of Service Acknowledgement Retirement on the Fire Department for 38.75 years to Pat Hruby. A Motion was made by Andy Gappa and seconded by Cody Eager to approve the Consent Items. Voting in favor of said motion, Mike Grote, Cody Eager, Larry Schickling, Andy Gappa and David Whitney, motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to adopt Resolution 2019-17, A Resolution certifying the 2020 Property Tax Levy in the amount of $559,491.45. This is a 5% increase on the General Fund, a 19% decrease in the Debt Service and an overall 1% increase from 2019. This increase is 1% on the overall balance ($8095.46). This Resolution will also set the 2020 City fees and rates. Voting in favor of said motion; Mike Grote, Larry Schickling, Cody Eager, Andy Gappa and Dave Whitney. Motion was approved. A Motion was made by Larry Schickling and seconded by Andy Gappa to adopt Resolution 2019-18, a Bingo and Raffle License for the Madelia Chamber/Madelia Fire Relief Association on March 28, 2020. Voting in favor of said motion; Mike Grote, Larry Schickling, Cody Eager, Dave Whitney and Andy Gappa; motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to adopt Resolution 2019-19, a Bingo and Raffle License for the Good Samaritan Society of Mountain Lake and St. James on March 7, 2020. Voting in favor of said motion; Mike Grote, Larry Schickling, Cody Eager, Dave Whitney and Andy Gappa; motion was approved. A Motion was made by Larry Schickling and seconded by Cody Eager to approve the 2020 Electred Fire Department Officers: Chief – Ryan Visher Asst. Chief – Adam Lawrence Asst. Chief - Mike Denn Training Officer – John Tierney Secretary – Mark Slater Captain – Grant Halvorson Captain – Bill Crowley Voting in favor of said motion; Mike Grote, Cody Eager, Larry Schickling, Andy Gappa and David Whitney; motion was approved. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve hiring another firefighter. This will make the roster 28. Voting in favor of said motion; Mike Grote, Larry Schickling, Cody Eager, Dave Whitney and Andy Gappa; motion was approved. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve increasing the Fire Department Officers salary $250.00, starting in 2020. Voting in favor of said motion; Mike Grote, Larry Schickling, Cody Eager, Dave Whitney and Andy Gappa; motion was approved. A Motion was made by Cody Eager and seconded by David Whitney to approve Joe Wacker for Golf Commission for 2020-2022 term. Voting in favor of said motion; Mike Grote, Cody Eager, Larry Schickling, Andy Gappa and David Whitney, motion was approved. A Motion was made by Dave Whitney and seconded by Larry Schickling to approve “Not Waiving” the City’s monetary limits on tort liability. This will mean the City will only be held liable up to 1.5 million dollars for any individual or combined tort if the City were to be sued. Voting in favor of said motion; Mike Grote, Cody Eager, Dave Whitney, Larry Schickling and Andy Gappa. Motion was approved. A Motion was made by Cody Eager and seconded by Andy Gappa to approve Madelia Lanes Wine/Strong Beer License to start on December 1, 2019 and renew on December 1, 2020. Voting in favor of said motion; Mike Grote, Larry Schickling, Cody Eager, Dave Whitney and Andy Gappa; motion was approved. With no further business before the Council, A Motion was made by Cody Eager and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion, Mike Grote, Cody Eager, Larry Schickling, Andy Gappa and Dave Whitney. Voting against none, motion carried.
