City Council Meeting Monday, May 11, 2020 The meeting was called to order by Mayor Mike Grote via phone conference. Those in attendance were; Mike Grote, Cody Eager, Andy Gappa and David Whitney. Larry Schickling was absent. Roll call being taken: Mike Grote David Whitney Cody Eager Andy Gappa Chris Fischer Chris Paul Chief Prescher Heather Thomas – Times Messager A Motion was made by Cody Eager and seconded by Andy Gappa to approve the Consent Items with an additional item to the agenda. Additional item is having Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved. A discussion on the RFP for culvert on golf and park road in regards to the bids not coming in comparable. The RFP will need to be rewritten. This item was removed and will be done in house by staff. A Motion was made by Andy Gappa and seconded by Cody Eager to RFP for Park Volleyball Court Sand Refill to Total Lawn Care at $18.39 per ton subject to FEMA approval. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved. Larry Schickling was absent. A Motion was made by Andy Gappa and seconded by Cody Eager to approve the bid from Total Lawn Care for demo of old batting cage building in the park for $1,615.00 Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. A Motion was made by Andy Gappa and seconded by Cody Eager to approve the bid from Total Lawn Care to relocate and construct a pad at flood height for the garden shed at golf course in the amount of $1,995.00. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved. Larry Schickling was absent. A Motion was made by Andy Gappa and seconded by Cody Eager to approve the Final Pay Application for the Wastewater Lift Station Improvements to Rice Lake construction Group for $43,388.69. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes and Andy Gappa-Yes. Motion was approved. Dave Whitney abstained from vote. Larry Schickling was absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve Kristi Connell Golf Club House position. This position is an add on to her current contract. If at any point that this position is not held by Kristi it will not have binding to her current contract as the Liquor Store Manager. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved. Larry Schickling was absent. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve moving the Park Day’s Fireworks to May 29th for the Graduating Class of 2020. Park Day’s Celebration has been cancelled due to Corvid Virus this year. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved. Larry Schickling was absent. With no further business before the Council, A Motion was made by Andy Gappa and seconded by Cody Eager to adjourn the meeting.
