City Council Meeting Monday, January 24, 2022 The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike Grote, Cody Eager, Andrew Gappa and Glen Christensen. Dave Whitney was absent Others presented were Patrick Casey, City Attorney, Chris Fischer, Chief Prescher, Heather Utz, Kathy Guyer, Travis Bottelson, Wade Johnson and Michelle VanHee. A Motion was made by Andy Gappa and seconded by Cody Eager to approve the Consent Items with the following additions: 2. Staples Enterprises additional sign request 3. South 60’ of parcel 17.476.0080 deed to Staples Enterprises Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes. Motion was approved. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Cody Eager and seconded by Glen Christensen to approve Resolution No. 2022-02, a Resolution establishing a Conflict of Interest Policy. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Andy Gappa and seconded by Cody Eager to approve Resolution 2022-03 A Resolution approving State of MN Joint Powers Agreements with the City of Madelia on behalf of its City Attorney and Police Department. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Cody Eager and seconded by Andy Gappa to approve the 2022 Council Appointments: Acting Mayor – Andy Gappa City Attorney – Patrick Casey Official financial Depositories – Pioneer Bank & Alliance Bank Official Publication – Madelia Times Messenger Board of Adjustment & Appeals – City Council Election Polling Location – Madelia Legion Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the 2022 Mayor Appointments: Golf Commission – Andy Gappa and Dave Whitney Liquor Commission – Dave Whitney and Glen Christensen Park Board – Dave Whitney and Cody Eager Personnel Committee – Mike Grote and Andy Gappa Police Commission – Mike Grote and Glen Christensen Pool Commission – Glen Christensen and Cody Eager Solid Waste Commission – Glen Christensen and Cody Eager Street Commission – Glen Christensen and Cody Eager Wastewater/Water Commission – Andy Gappa and Cody Eager Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Glen Christensen and seconded by Andy Gappa to approve the proposed Wastewater Improvement Project Change Order. This Change Order was approved and recommended by Wastewater/Water Commission for the Council to approve. This change order is extending the Substantial Completion date to 02/25/2022 and Final Completion date to 05/27/2022. Liquidated damages will occur if the Contractor goes beyond these dates. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Cody Eager and seconded by Glen Christensen to approve the Federal Signal Corporation for $37,179.00. This quote includes 2 130bd rotating mechanical sirens. The Light Plant will be working with the city on this project to save a little bit of money. Application for USDA funds was also submitted for a 35%/65% funding. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Glen Christensen and seconded by Cody Eager to schedule a Public Hearing for February 28th, 2022 at 6:00p.m. to discuss the Siren Project. This Public Hearing is a requirement for the USDA Funding. The agenda for the Public Hearing would be to present the current sirens (park location, City Hall location and Mobile Village location) and present the proposed locations (park location, new government center location and Mobile Village location). Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Cody Eager and seconded by Andy Gappa to approve the additional sign request from Staple Enterprises. These additional signs would be located on the building and the awning of the gas pumps. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve deeding the South 60’ of parcel 17.476.0080 to Staples Enterprises along with establishing utility and entry easements. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney was absent. Citizens Communication: Annual meeting of the Madelia Fire Department and the Madelia Ambulance Service is scheduled for March 1st, 2022 at 6:30p.m. The meeting will be hosted in the Hospital Ambulance Garage. Board of Equalization is scheduled for May 2nd, 2022 at 6:00p.m. This meeting will be hosted in the upstairs of the Fire Department. The trucks will be backed out for us to host the meeting. With no further business before the Council, A Motion was made by Andy Gappa and seconded by Cody Eager to adjourn the meeting.
