Truth in Taxation City Council Meeting Monday, December 12, 2022 The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike Grote, Cody Eager, Andrew Gappa, Glen Christensen and Dave Whitney. Others presented were Chris Fischer, Chief Prescher, Heather Utz, Ryan Visher, Bob Dostal, Brian Childs, Joleen Blekestad, Phyllis Schickling, Mark Slater, JoAnne McCabe, Pauline Perez, Julia Young, Patti Wovda, Jim Pettersen and Michelle VanHee. This meeting was called to give the taxpayers of the City of Madelia an opportunity to voice their concerns over the City’s proposed budget. This is not a forum for taxpayers to appeal their market value or their individual proposed property tax amounts. The purpose of this meeting is to provide information on the 2023 budget and property tax levy. The Preliminary Tax Levy set on September 26, 2022 in the amount of $754,000.00 ($674,000.00 General Fund Levy and $80,000.00 Debt Service) is a 10% increase over 2022 tax levy. This increase includes funds for another City Staff position and a 5th officer for the Police Department. This levy also includes wage increases. The Council received comments and answered questions. Most of the questions were about the property owners market value and why it increased so much. These questions are for the Board of Equalization which is scheduled in the spring. The taxable market value is $111,686,425.00 and the tax capacity rate is $60.341.
