City Council Meeting
Monday, February 13, 2023
The meeting was called to order by Mayor Cody Eager. Those in attendance were
Cody Eager, Andy Gappa, Mark Slater, Phyllis Schickling and Glen Christensen.
Others presented were Chris Fischer, Chief Prescher, Heather Utz, Kathy Guyer, Jim
Petterson, Wade Johnson and Michelle VanHee. Please note sign in sheet attached for
other that attended.
A Motion was made by Andy Gappa and seconded by Mark Slater to approve the
Consent Items with one (1) additional item:
8. Discuss and take appropriate action on quotes received for gearbox from
Parkson and Eager Electric Motor

A Motion was made by Andy Gappa and seconded by Glen Christensen to approve
Resolution 2023-02 Madelia Chamber of Commerce/Fire Relief Association Bingo and
Raffle Resolution for raffle on July 9, 2023. Voting in favor of said motion; Cody Eager-
Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater -
Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve
Resolution 2023-3 A Resolution to Contract with City Official (Cody Eager – Eager
Electric Motor Co.). Voting in favor of said motion; Andy Gappa-Yes, Glen
Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Mark Slater and seconded by Andy Gappa to approve
Resolution 2023-4 A Resolution to Contract with City Official (Glen Christensen –
Christensen Communications). Voting in favor of said motion; Cody Eager-Yes, Andy
Gappa-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. Glen
Christensen abstained.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve
Resolution 2023-5 A Resolution to Contract with City Offical (Cody Eager – Minnesota
Golf and Outdoor). Voting in favor of said motion; Andy Gappa-Yes, Glen Christensen-
Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
purchase of Kubota Skid Steet from Arnold’s of Mankato in the amount of $36,890.00
after $23,000 trade of the current Bobcat skid loader. Voting in favor of said motion;
Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and
Mark Slater - Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
allocating $60k for the purchase of a new/used plow truck. This allocation is to allow
Ben Lehman the ability to bid on trucks when they become available. This comes after
the 99 International went down and found out that the transmission needs to be
replaced. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen
Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve
allocating $20k for a purchase of a new/used pickup for the Street Department. This
allocation is to allow Ben Lehman the ability to bid on trucks when they become
available. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen
Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve
L&B quote for the carpentry work for the rehab of the yellow building located by the
helipad in the amount of $59,777.86 for the building and $37,537.75 for the 70x30x12
lean too off side of building to the south. Voting in favor of said motion; Cody Eager-
Yes, Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-Yes and Phyllis Schickling-
Yes. Motion was approved.
A Motion was made by Mark Slater and seconded by Glen Christensen to approve
financial request from the Madelia Chamber for the following:
Fireworks - $3,500
G&K Rental (tables, chairs, lighting & tents) - $6,900
Port a Potties - $2,400
Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-
Yes, Mark Slater-Yes and Phyllis Schickling-Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
advertising for the new position of Assistant City Administrator II. Voting in favor of said
motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-Yes
and Phyllis Schickling-Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Andy Gappa to schedule a
Public Hearing for Planning and Zoning on February 27th, 2023 at 5:30p.m. to discuss
the request from Pietsch Companies to construct 10-2 bedroom apartments in the
commercial building that is going on the former Community Garden. Voting in favor of
said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-
Yes and Phyllis Schickling-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Phyllis Schickling to approve the
purchase of a gearbox in the amount of $16,356.45 from Eager Electric Motor Co.
Second quote was Parkson in the amount of $18,916.00. Voting in favor of said motion;
Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-Yes and Phyllis Schickling-Yes.
Motion was approved.
With no further business before the Council, A Motion was made by Glen Christensen
and seconded by Phyllis Schickling to adjourn the meeting. Voting in favor of said
motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-
Yes and Mark Slater - Yes. Motion was approved.
