City Council Meeting Monday, August 28, 2023 The meeting was called to order by Mayor Cody Eager. Those in attendance were Cody Eager, Andy Gappa, Mark Slater, Phyllis Schickling and Glen Christensen. Others present were Chris Fischer, Rob Prescher, Heather Utz, Jan Christenson and Jim Pettersen. Please note sign in sheet attached for other that attended. A Motion was made by Phyllis Schickling and seconded by Glen Christensen to approve the Consent Items with the following changes: 1. Remove #3 – Bolton and Menk Watona Park Campground Area Master Plan Services not to exceed $17,400. 2. Add #4 – Splash Pad Phase 1 Agreement. 3. Add #5 – Fire Relief Pension increase. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the full-time hire of Officer Chris Burban to the Madelia Police Department. The 5th officer position will still be advertised. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Mark Slater to approve re- advertising the Water/Wastewater full-time position. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Mark Slater and seconded by Andy Gappa to enter into an agreement with the Splash Pad Committee to accept donation of Phase 1 of the Splash Pad. This agreement will be draft and presented to Council for approval. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve an increase to the Fire Relief Pension from $1700 to $1900 ($200 increase). Voting in favor of said motion; Andy Gappa-Yes, Glen Christensen-Yes and Phyllis Schickling- Yes. Motion was approved. Mark Slater and Cody Eager abstained from voting. With no further business before the Council, A Motion was made by Mark Slater and seconded by Phyllis Schickling to adjourn the meeting. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved.
