City Council Meeting
Monday, January 8, 2024
The meeting was called to order by Mayor Cody Eager. Those in attendance were
Cody Eager, Mark Slater, Glen Christensen, Andy Gappa and Phyllis Schickling.
Others present were Chris Fischer, Rob Prescher, Heather Utz, Michelle VanHee,
Kathy Guyer, Jan Christenson, Jim Pettersen, Patty Wovcha, Ben Lehman and Travis
Bottelson. Patty Wovcha school kids were also present. Please note sign in sheet
attached for other that attended.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the
Consent Items. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes,
Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was
approved.

A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
the Resolution 2024-01 – Resolution Adjusting Rates and Fees for 2024. Voting in favor
of said motion; Cody Eager-Yes, Andy Gapp-Yes, Phyllis Schickling-Yes, Glen
Christensen-Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Mark Slater to approve 2024

Voting in favor of said motion; Cody Eager-Yes, Phyllis Schickling-Yes, Glen
Christensen-Yes, Andy Gappa - Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
2024 Road Closures for events. Voting in favor of said motion; Cody Eager-Yes, Andy
Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion
was approved.
A Motion was made by Glen Christensen and seconded by Andy Gappa to approve the
purchase of a Jetter/Vac truck from the City of St. James in the amount of $10,000.
Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-
Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Mark Slater and seconded by Phyllis Schickling to approve
changing the Council Meeting dates on May 27th and November 11th to the following
Tuesday due to holidays (Memorial Day and Veteran’s Day). Voting in favor of said
motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Mark Slater-Yes
and Glen Christensen-Yes. Motion was approved.
A Motion was made by Mark Slater and seconded by Glen Christensen to approve a 4%
raise increase on contract employees per the Personnel recommendation. Voting in
favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Mark
Slater-Yes and Glen Christensen-Yes. Motion was approved.
Jim Pettersen addressed the Council during Citizen Communication. The Tony Downs
semis at the old Vandeberg Building are being staged for long periods of time by the
building. With the reefer units running this becomes a noise nuisance. Jim would like to
City to look into on how to address the problem.
Travis Bottelson addressed the Council during Citizen Communication. Travis has
concerns about how his garbage is being picked up. Travis stated that he received a
letter from Madelia Sanitation regarding how he is putting out his garbage. Travis asked
the Council if they had ever looked into going out for RFP’s on the garbage contract.
The City is currently in a contract with Madelia Sanitation until 2026. Travis explained
that he must use his own garbage can. He puts his garbage in and puts stickers on the
bags. Madelia Sanitation has explained to Travis that the garbage can is too heavy.
City will schedule a meeting with Madelia Sanitation to discuss.
With no further business before the Council, A Motion was made by Mark Slater and
seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion; Cody
Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark
Slater - Yes. Motion was approved.
