City Council Meeting Monday, January 22, 2024 The meeting was called to order by Mayor Cody Eager. Those in attendance were Cody Eager, Mark Slater, Glen Christensen, Andy Gappa and Phyllis Schickling. Others present were Chris Fischer, Heather Utz, Michelle VanHee, Jan Christenson, Patty Wovcha, Jim Pettersen, Steve Schlager, Eric Martinez, Megan Ward, Lisa Sachreiter. Patty Wovcha school kids were also present. Please note sign in sheet attached for other that attended. A Motion was made by Mark Slater and seconded by Glen Christensen to approve the Consent Items with two additional items: 4. Discuss and take appropriate action on MES quote with $39,000.00 not to exceed spending due to shipping not quoted. 5. Discuss and take appropriate action on EDA Business loan application for Brian Lambrecht in the amount of $60,000, 3% interest rate for 10 years. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the first reading of Ordinance 112.72 Brew Taprooms. Voting in favor of said motion; Cody Eager-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes, Andy Gappa - Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Mark Slater to set Public Hearing for Amended Ordinance 112.72 Brew Taprooms on February 12 th, 2024 at 5:45p.m. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Mark Slater and seconded by Phyllis Schickling to approve 2023 Transfers: Police to Police Capital - $31,000 Fire to Fire Capital - $43,750.00 Park to Park Capital - $20,000.00 Pool to Pool Capital - $20,000.00 Ambulance to Ambulance Capital - $30,401.40 Street to Street Capital - $10,000.00 Liquor to Water Fund Loan - $30,000.00 Liquor to Liquor Capital - $10,000.00 Street to Water Fund Loan - $21,766.74 Water to General Fund - $107,500.00 WW to General Fund - $107,500.00 75% General Fund to Police Capital - $78,375.00 25% General Fund to Fire Capital - $26,125.00 Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling- Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Andy Gappa to approve MES quote for outfitting the new fire truck at $39,000.00 not to exceed spending due to shipping not quoted. This money will be taken out of the Fire Departments Equipment Fund. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Mark Slater-Yes and Glen Christensen-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Mark Slater to approve the EDA Business Loan application from Brian Lambrecht in the amount of $60,000.00, 3% interest rate for a 10-year term. Money will be coming from the 52 Fund. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Mark Slater-Yes and Glen Christensen-Yes. Motion was approved. Annual Fire and Ambulance Meeting is scheduled for February 27, 2024 at 6:30p.m. at the Government Center. Emergency Management Training for Dept Heads, City Admin, and Elected Officials on Thursday, January 25th, 2024, 1:00p.m.-3:00p.m. at the Library in St. James. With no further business before the Council, A Motion was made by Mark Slater and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved.
