City Council Meeting
Monday, February 12, 2024
The meeting was called to order by Acting Mayor Andy Gappa. Those in attendance
were Mark Slater, Glen Christensen, Andy Gappa and Phyllis Schickling. Cody Eager
was absent.
Others present were Chris Fischer, Heather Utz, Michelle VanHee, Jan Christenson,
Jim Pettersen, Ryan Vischer, John Tierney, Travis Bottelson, Andrew Runck and
Carolyn Runck. Please note sign in sheet attached for other that attended.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
the Consent Items with three additional items:
4. Discuss and take appropriate action on approving Amended Ordinance
No. 112.72.
5. Discuss and take appropriate action on deeming the 1991 Ford L7000 Fire
rescue van surplus to sell on MN Bid.
6. Discuss and take appropriate action on deeming the playground
equipment on Lot 4, Block 5, River View Heights surplus to sell on MN
Bid.
Voting in favor of said motion; Andy Gappa-Yes, Phyllis Schickling-Yes, Glen
Christensen-Yes and Mark Slater - Yes. Motion was approved.

A Motion was made by Glen Christensen and seconded by Mark Slater to approve the
Resolution 2024-03 – Resolution Authorizing City of Madelia Fire Department to make
application to and accept funds from Federal Emergency Management agency (FEMA)
for equipment or vehicles for the district’s purchase and agreeing to provide a 5%
matching dollar of the total price, not to exceed $25,000 based on negotiated and
competitive bids. Voting in favor of said motion; Andy Gappa-Yes, Phyllis Schickling-
Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved.
A Motion was made by Mark Slater and seconded by Phyllis Schickling to approve
Resolution 2024-04 Accepting a donation from the Madelia Fire Relief Association of a
2023 Utility Trailer in the amount of $4,599.68. Voting in favor of said motion; Phyllis
Schickling-Yes, Glen Christensen-Yes, Andy Gappa - Yes and Mark Slater - Yes.
Motion was approved.
A Motion was made by Phyllis Schickling and seconded by Glen Christensen to approve
Resolution 2024-05 A Resolution adopting the Earned Sick and Safe Time Policy. Voting
in favor of said motion; Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes
and Mark Slater - Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
first reading of Ordinance 114 an interim ordinance prohibiting the sale, testing,
manufacturing, and distribution within the city of products containing THC. Voting in
favor of said motion; Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes
and Mark Slater - Yes. Motion was approved.
A Motion was made by Mark Slater and seconded by Phyllis Schickling to approve
scheduling a Public Hearing for February 26th at 5:45p.m. for Ordinance 114 an interim
ordinance prohibiting the sale, testing, manufacturing, and distribution within the city of
products containing THC. Voting in favor of said motion; Andy Gappa-Yes, Phyllis
Schickling-Yes, Mark Slater-Yes and Glen Christensen-Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
scheduling a Public Hearing for the sale of Lot 4, Block 5, River View Heights on
February 26, 2024 at 5:30p.m. Voting in favor of said motion; Andy Gappa-Yes, Phyllis
Schickling-Yes, Mark Slater-Yes and Glen Christensen-Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
Amended Ordinance No. 112.72 Brewer Taprooms, Small Brewer Off-Sale, and
Brewpub Off-Sale Licensing. This will be published in the Madelia Times Messager on
February 22nd and 29th, 2024. The effective date of the Ordinance will be March 22,
2024. Voting in favor of said motion; Andy Gappa-Yes, Phyllis Schickling-Yes, Mark
Slater-Yes and Glen Christensen-Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Phyllis Schickling to approve
deeming the 1991 Ford L7000 Fire Rescue Van as surplus so it can be put on MN Bid
to sell. This was approved on November 20, 2023, at the Fire Department meeting.
Minutes are attached. Voting in favor of said motion; Andy Gappa-Yes, Phyllis
Schickling-Yes, Mark Slater-Yes and Glen Christensen-Yes. Motion was approved.
A Motion was made by Mark Slater and seconded by Phyllis Schickling to approve
deeming the playground equipment located on Lot 4, Block 5 of River View Heights
surplus so it can be put on MN Bid to sell. Voting in favor of said motion; Andy Gappa-
Yes, Phyllis Schickling-Yes, Mark Slater-Yes and Glen Christensen-Yes. Motion was
approved.
With no further business before the Council, A Motion was made by Glen Christensen
and seconded by Phyllis Schickling to adjourn the meeting. Voting in favor of said
motion; Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark
Slater - Yes. Motion was approved.
