ARTS BOARD MEETING AGENDA JANUARY 17, 2023 AT 7:00 PM CALL TO ORDER 7:05 ROLL CALL Present: Council Rep Mark Bliss Council Alternate Emily Rohrbach Chair Steven Dombroski Michael Covert Laurie Gerald’s Jillian McBride Jennifer Nagle Staff Liaison Adam Owczarzak Adrian Pickett From SILC (Michigan Statewide Independent Living Council) Absent: Alternate Amy Lewis Vita Palazzolo Jason Theodoroff Motion by Bliss Second Nagle to excuse Vita and Jason Aye: All Nay: None ADDITIONS/DELETIONS Motion by Bliss Second by Geralds to Add the following Items to the Agenda. Trail Tunes- Bliss asked at the strategic planning meeting that Events hosted by Boards and Commissions should not have to pay for City Staff Time working the events. The extra money from Trail Tunes will be used to pay for the battle of the bands grand prize. Pumpkin Walk – This Item will be added to the March Agenda. Aye: All Nay: None. APPROVAL OF MINUTES 1. November 1, 2022, Minutes Motion to approve as amended Motion by Bliss Second by Geralds Aye: All Nay: None. MEETING OPEN TO THE PUBLIC No Members of the Public Present REPORTS 2. Treasurer Report: Arts Board account has $3,055.70 and Trail Tunes has $3,064.13 in the account 3. Social Media Report: Councilman Bliss said that the social media accounts have been slow during the holidays. UNFINISHED BUSINESS 4. Restaurant Nights- Item is removed until further notice. 5. Ground Interactive Murals in Parks and Schools A. Monarch Lifecycle at Rosie’s Park – Will reach out to Eve if she will repaint. Plan B would be to have DPS paint over it or have DPS Power wash over it. Reach out to other artists if she if they would like to paint. B. Trotto new installations at Monroe and Wildwood: Will Reach out to Amanda to see where we stand on it. 6. Gala (Geralds, Bliss, Dombrowski, Palazzolo, Nagle) - Spring 2023 Pending COVID Bliss suggested the first week if May for this event May 5th or May 12th are the preferred dates. The subcommittee created a spreadsheet to compare venue costs. The subcommittee will confirm the venue location. Gerald’s will call the gazebo to confirm the dates. Motion Covert Second by Nagle to allow up to $500 to be spent for the deposit. Subcommittee will negotiate a date with the gazebo for a date in mid may and to sign a contract. Aye: All Nay: None Motion by Geralds Second Mcbride by to allow up to 2,000 for initial expenses towards the Gala. Aye: All Nay None 7. Karaoke Night Fundraiser (Covert, Palazzolo, Nagle, Bliss) Covert said that Mia’s would allow the board to use their venue but not give any money towards the event. The Subcommittee will continue to research places to hold events. 8. Grant Opportunities A. Play Everywhere KaBoom Grant! - Finish painting the sidewalk - Spring 2023 (Owczarzak) No New Updates. B. Progress Forward - Community Advisory Board (CAB) $5,000 January 20,2022 - Award Notice: Trail Tunes $2,500/Gala $1500 (Pumpkin Walk denied as violation of their governing rules prohibit marketing to children. - New Proposals (Geralds, Bliss, Rohrbach) No New Updates C. Community Foundation for Southeast Michigan Grant - from $5,000 - $1,000,000 Deadlines: Feb 15 for June Decision, May 15th for September Decision, August 15 for December Decision, November 15th for March Decision (Dombrowski, Nagle, Palazzolo, Theodoroff, Bliss) D. Band Stand Grant – Dombrowski reached out to the foundation to find grant writers, as well as Farmington Hills to see how they went about their project, Also how the Arts Board will go about framing the grant proposal. Looking for May Deadline. Will Talk with DPS staff to see where they best spot for this will be. 9. Civic Center Complex Renovation - Art Installation Project (Bliss, Sweet, Nagle, Basler, Covert) Staff Recommends that the subcommittee approves all submissions. NEW BUSINESS 10. Statewide Independent Living Council proposal for inclusive art in Madison Heights (Rohrbach, Mcbride, Dombrowski, Geralds, Nagle) Adrian Pickett From SILC (Michigan Statewide Independent Living Council) Gave a presentation about their organization. Their organization focuses on Artists with disabilities, and how to promote their art work. Pickett mentioned that if approved Madison Heights would be a hub for Southeast Michigan. Our Board would ask artists from multiple communities to submit artwork. SILC would want it to be community Art Project. They want to use public space for art. SILC is seeking a public space and a permeant home for the art. There is $500 available if the artist is chosen to display their work. The board asked various questions to Adrian Pickett  about the Initiative. She would need a response by February. Multiple members discussed whether they would want to pursue this initiative. Motion by Nagle, Second by Mcbride. To approve it as a project, they assembled a subcommittee for this event. Aye: All Nay: No 11. Oakland County Art Survey Various Board members answered questions from the survey. Motion by Gerald’s Second by Covert to submit the Survey on Behalf of the City of Madison Heights’ and the Madison Heights Arts Board. Aye: All Nay: None.
